An emissions tax is efficient, but measurement of every car’s emissions would be inaccurate and expensive. With identical consumers, we demonstrate the same efficiency for: an emissions tax; a gas tax that depends on fuel type, engine size, and pollution control equipment (PCE); a vehicle tax that depends on mileage; or a combination of uniform tax rates on gasoline and engine size with a subsidy to PCE. With heterogeneous consumers, efficiency can be obtained by a vehicle-specific gas tax or mileage-specific vehicle tax, but not by flat rates. We characterize second-best uniform tax rates on gasoline and on car characteristics.

The purpose of such studies is to determine how the burden of a particular tax is allocated among consumers through higher product prices, workers through a lower wage rate, or other factors of production through lower rates of return to those factors. The methods might involve simple partial equilibrium models, analytical general equilibrium models, or computable general equilibrium models. Very little principal-agent analysis has been done within the fisheries economic literature. This paper conducts a principal-agent analysis of fisheries. Within a standard principal-agent model, the low-cost agent must be allowed the same level of effort as under complete information. This conclusion does not hold for fisheries, because of a resource restriction and the fact that maximisation takes place over two variables. By means of comparative-static analysis, this paper argues that the low-cost agent must be allowed a larger effort than under complete information.

Worldwide Foreign Direct Investment (FDI) flows have showed an impressive upward trend over the past two decades, which prompted the expansion of international production and the economies' globalisation process. Developed countries were both the main sources and destinations of those flows: in 1999 they accounted for 92 % of global outflows and 74 % of global inflows.

In 1999, the EU area was the world's main outward investor and inward host area for FDI. Among European countries, Italy has lagged behind in the internationalisation process. Insofar as FDI inflows contribute to the country’s accumulation process, the situation is worrying.

Objective: To test the diagnostic constructs implied by DSM-IV Axis-II personality disorders by examining relationships between different combinations of DSM-IV criteria.

Method: Confirmatory factor analysis was used to test the borderline, schizotypal, avoidant and obsessive-compulsive personality disorder constructs in a large treatment-seeking sample (N=668) from a multisite study. A model based on the three DSM-IV Axis II clusters was also tested. Both models were tested against a unitary ‘generic’ model constructed from four criteria sets combined.

Results: Goodness-of-fit for both the three-cluster and four disorder models was significantly better than the unidimensional model, and the four-disorder model was significantly better …

Since 1993 when the Supreme Court decided Brooke Group, no predatory pricing plaintiff has prevailed in a final determination in the federal courts. This decision was the ultimate triumph of the Chicago School antitrust scholars and judges like Frank Easterbrook, who have argued that predation is like dragons and that there is no sufficient reason for antitrust law or the courts to take it seriously. This article argues, however, that the Court's reading of the law is unduly narrow and should be revisited. While network research has become increasingly important to our understanding of organizations, there is growing speculation that the current structural approach may misspecify the nature of network effects by ignoring variation in the content of relational ties (e.g., Podolny and Baron 1997). Network research to date has focused on the structural properties of networks—the overall patterns of connection—to the neglect of qualitative dimensions of relationships (Ibarra 1992). One can discern two parallel trends in the law and the psychology of child witnesses. In the law, appellate courts are beginning to stem the once powerful movement to increase the acceptance of children’s testimony and the admissibility of children’s out-of-court statements. In psychology, experimental psychologists are amassing evidence of the potential unreliability of children’s memory reports. The trends intersect when courts assess the reliability of children’s statements in order to evaluate the competency of child witnesses, to decide whether to admit expert testimony about the suggestibility of children, and to decide whether to admit children’s hearsay.

Although nonresponse to surveys of the general population seems to be increasing, very little research has looked specifically at trends for telephone surveys that use random digit dial sampling methods. Our society and those of other countries rely on random digit dial surveys to provide information on which many important policies are based. Furthermore, new communication technologies and the ubiquity of telemarketing threaten telephone surveys. For these reasons, we examine nonresponse in the 1990s for two RDD surveys, one national and the other state level, tracing changes in three categories of nonresponse - refusals, noncontacts, and other noninterviews. This paper explores the potential for using viewshed analysis methods with settlement survey data in a grassland environment. Innovations in geographical positioning and spatial analysis technology permits archaeological surveyors to rapidly gather greater quantities and better quality spatial data than was formerly possible. A variety of statistical analyses and agent-based models are made possible with the more exhaustive and statistically robust data. Site location criteria are considered with respect to both the visibility from high viewshed locations, and the sheltering potential from wind, weather, and other humans and animals, afforded by low viewshed locations.

Although there have long been black lawyers in South Africa, during apartheid only a handful joined the ranks of the country’s large commercial firms. Now, in the post-apartheid period, these firms are keenly aware of a range of economic and political incentives to hire black attorneys, and most are doing so at a record pace. Very few black attorneys, however, are enduring the path to partnership in these firms.
