Thoughts On American Manufacturing Decline And Revitalization, Timothy J. Bartik

The recent decline in American manufacturing probably reflects long-run problems. A sensible approach to revitalizing American manufacturing would focus on overcoming inefficiencies in the development of manufacturing, such as problems in small- and medium-sized manufacturers getting information about deploying new technologies. This approach to revitalizing manufacturing can best be implemented through federal efforts to encourage and support state and local economic development policies that help enhance manufacturing productivity. A decentralized approach to the revitalization of manufacturing encourages a variety of creative policies, is adaptable to local conditions, and is consistent with American political traditions.

A generic risk management methodology has been derived, and aspects of it were used to develop risk management strategies for Cambodia and Bosnia. These countries presented different problems and so required very different approaches. In Cambodia, the available resources are wholly inadequate to remove the risk from landmines in the medium-term. Moreover, the mine treatment options that might be practicable, even if they were available, are limited, because of the poor infrastructure and type of terrain where they would be applied. Generational Equity, Generational Interdependence, And The Framing Of The Debate Over Social Security Reform, John B. Williamson, Tay K. Mcnamara, Stephanie A. Howling

The Journal of Sociology & Social Welfare

This article analyzes the differences between the generational equity and generational interdependence conceptual packages used to frame arguments in the debate over policies such as Social Security reform. It begins with a history of the generational equity debate. This is followed by an analysis of the assumptions, values, and beliefs that inform each of these two ideological frames. It presents an analysis of why the generational equity frame has dominated the debate and highlights some of the limitations of this perspective.

The Culture Of Race, Class, And Poverty: The Emergence Of A Cultural Discourse In Early Cold War Social Work (1946-1963), Laura Curran

The Journal of Sociology & Social Welfare

Through a primary source historical analysis, this article discusses the emergence of a cultural discourse in the early cold war (1946-1963) social work literature. It traces the evolution of social work's cultural narrative in relation to social scientific perspectives, changing race relations, and increasing welfare caseloads. Social work scholars originally employed their cultural discourse to account for racial and ethnic difference and eventually came to examine class and poverty from this viewpoint as well. This cultural framework wrestled with internal contradictions. It simultaneously celebrated and problematized cultural difference and foreshadowed both latter twentieth century multiculturalism as well as neo-conservative thought.

Vapour Sensing Using Dogs In Bosnia: A Test Of Detection Capacity, Rune Fjellanger, Ian Mclean, Havard Bach

We report results of a pilot study designed to investigate the possibility that REST (Remote Explosive Scent Tracing) technology could be used to find mines in Bosnia. The find rate for mines on 88 filers was 68%. Detection success was linked to humidity and temperature at the time of sampling, and to location within Bosnia. Detection success was not linked to when the filter passed across the mine during the sampling period, or how long the filter was held over the mine. Two mines were found at similar rates (PMA3, TMA4). Success was lower for a third type (TMM1) but …

Nasig Conference Report: Electronic Resources Management And The Marc Record—The Road Less Traveled, Jennifer Duncan

The question of how to track administrative metadata for electronic resources has become a real conundrum for serialists over the past few years. As the number of electronic resources licensed by any given library has grown, we have discovered the need to communicate technical and licensing terms to (among others) the public, the reference librarians, and the Interlibrary Loan office. Paula Sullenger, the Serials Acquisitions Librarian (and a former Serials Cataloger) at Auburn University, discussed a relatively new approach to making the licensing terms available: enhancing MARC records.

意识形态、诗学与文学翻译选择规范 : 20世纪50-80年代中国的(后)现代主义文学翻译研究, Mingjian Zha

20世纪80年代之前,西方(后)现代主义文学在中国一直受到排斥,在中国翻译文学多元系统中处于边缘的位置,在50-70年代更被视为"颓废文学"、 "反动文学"。70年代末,中国开始译介(后)现代主义文学,但引起了激烈的论争。译介者运用种种阐释和翻译策略,终于使(后)现代主义文学"合法地"进入中国文学系统,并从文学系统的边缘走向比较中心的位置。(后)现代主义文学的翻译影响了八九十年代中国文学的发展面貌。(后)现代主义文学在当代中国的文化际遇,非常生动地说明,文学翻译并不是简单的语言转换行为,而是译语文化多元系统对外国文学的文化操纵和利用。

本文采取史论结合的方式,以埃文─佐哈尔(Itamar Even-Zohar)的多元系统论作为基本理论框架,以勒菲弗尔(André Lefevere)等人的理论作为探讨具体翻译现象的理论视点,在当代中国文化多元系统动态演进的时空中,分析意识形态、诗学、文学体制与文学翻译选择规范的形成和嬗变的关系,由此阐释(后)现代主义文学在中国50-70年代被边缘化,在80年代被中心化的意识形态和诗学原因。本文还从翻译文学经典形成的角度,考察(后)现代主义翻译文学经典对80年代中国文学创作以及意识形态和诗学的影响。最后,作者根据本文研究,对系统理论进行了反思,并对如何拓展翻译文学史研究空间,提出了个人的观点。

Research indicates that adult obesity treatment has relatively poor long-term effects. Consequently increased attention has been given to addressing obesity in children. On 21st May 2003, after four years of negotiation, the World Health Assembly (WHA) adopted the World Health Organisation (WHO) Framework Convention on Tobacco Control. Once ratified this framework convention will ultimately constrain the activities of the tobacco industry globally. In light of increasing litigation and exposure of the industry’s strategies to maintain profitability, will the tobacco industry remain quiescent on this further threat to their legitimacy? Lost Memories Of Korean Cinema: Film Policies During Japanese Colonial Rule, 1919-1937, Brian M. Yecies, Ae-Gyung Shim

This article analyzes the development and enforcement of film policy and censorship regulations in colonial Korea and draws attention to their impact on the production and exhibition market of Korean cinema. The period between 1919 and 1937 is chosen for this study because it marks the release of the first Korean kino-drama film project, includes Korea’s boom of silent filmmaking and the expansion of Hollywood and Japanese distribution exchanges in Seoul, and leads to the eventual tightening of Japanese censorship by state police.
