Model State Land Use Legislation For New England, New England Environmental Finance Center, Muskie School Of Public Service Jul 2003

Model State Land Use Legislation For New England, New England Environmental Finance Center, Muskie School Of Public Service

Legislation

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Price Convergence Between Hong Kong And The Chinese Mainland, Na Li Jul 2003

Price Convergence Between Hong Kong And The Chinese Mainland, Na Li

Lingnan Theses

Over the past decade, goods and capital flows between Hong Kong and Chinese Mainland have increased substantially, however, there have been few rigorous empirical study on whether and to what extent the two economies integrated. This study intends to fill this gap by testing whether relative prices of different goods and services converge between Hong Kong and Mainland China for the period from 1997 to 2002.

Using a panel of 17 commodity prices from Hong Kong and four major cities of Chinese Mainland (Beijing, hanghai, shenzhen, Guangzhou), I find statistical evidence of price convergence between Hong Kong and Chinese Mainland. …

Monetary Convergence And Risk Premiums In The Eu Accession Countries, Lucjan Orlowski Jul 2003

Monetary Convergence And Risk Premiums In The Eu Accession Countries, Lucjan Orlowski

WCBT Faculty Publications

This study examines the impact of various monetary policy regimes on the ability to lower inflation and exchange rate risk premiums in the EU accession countries as they undergo monetary convergence to the eurozone. It proposes a monetary policy framework of flexible targeting of relative inflation risk premium that is believed to be credible and useful for managing these two categories of risk. A model of inflation and exchange rate risk premiums within the context of inflation targeting is developed. Recent trends in these risk premiums in Hungary, the Czech Republic and Poland are tested by employing the threshold ARCH …

Social Security's Earnings Test Penalty And The Employment Rates Of Elderly Men Aged 65 To 69, Stephen Rubb Jul 2003

Social Security's Earnings Test Penalty And The Employment Rates Of Elderly Men Aged 65 To 69, Stephen Rubb

WCBT Faculty Publications

Social Security provides retirement income to eligible elderly individuals who reach age 62 and apply for benefits. Beyond this age, some recipients continue to work on a full- or part-time basis. The Social Security Administration reduces the annual level of benefits for those recipients who have earnings above a specified amount known as the earnings test threshold. Effective in 1990, the earnings test penalty for a person aged 65 to 69 was reduced from 50 cents to 33 cents for every dollar earned in excess of the annually adjusted threshold. The labor supply response to the 1990 reduction in the …

The Relevance Of Inflation And Exchange Rate Risk For Monetary Convergence To The Eurozone, Lucjan Orlowski Jul 2003

The Relevance Of Inflation And Exchange Rate Risk For Monetary Convergence To The Eurozone, Lucjan Orlowski

WCBT Faculty Publications

This study places a strong emphasis on the ability of Central European Countries to lower inflation and exchange rate risk premiums on their path of monetary convergence to the eurozone. A model of the nexus between both risk premiums is presented along with the recent evidence supporting well-coordinated interactions between these risk premiums for Poland, Hungary and the Czech Republic. The analysis implies that monetary policies based on direct inflation targeting are likely to contain these risk premiums in the candidate countries and can be effectively used during the remaining period of their preparations for entering the euro area.

Openness, Growth, And Development: Evidence From A Panel Of Developing Countries, Farrokh Nourzad, Jennifer J. Powell Jul 2003

Openness, Growth, And Development: Evidence From A Panel Of Developing Countries, Farrokh Nourzad, Jennifer J. Powell

Economics Faculty Research and Publications

This paper examines the interaction between openness, growth, and development using a panel of forty-seven developing countries and five-year averages for the period, 1965-1990. Its primary objective is to determine whether there is a direct link between the level of development and openness, while controlling for the indirect effect of openness through its impact on economic growth. Using a two-equation simultaneous-equations model of development and growth and three alternative measures of openness, our findings suggest that openness has a positive influence on both economic growth and human development. We also find that while economic growth makes a positive contribution to …

A Comparison Of Symptom Severity Between University Counseling Center And Community Mental Health Center Clients, Joshua Gunn Jul 2003

A Comparison Of Symptom Severity Between University Counseling Center And Community Mental Health Center Clients, Joshua Gunn

Masters Theses & Specialist Projects

The present study compares presenting levels of psychological distress at a university counseling center and a community mental health center. The Brief Symptom Inventory (BSI) was completed by clients at intake, and the results were subjected to statistical analysis. A significant difference was found between the two service units on the Global Symptom Index and all nine scales of the BSI. There were no gender differences in overall levels of psychological distress; however, a difference was found on the interpersonal hostility scale. Implications of the study, as well as limitations and suggestions for future research, are discussed.

Parental Understanding Of Miranda Rights, Abby Callis Jul 2003

Parental Understanding Of Miranda Rights, Abby Callis

Masters Theses & Specialist Projects

The current research focuses on parents' level of understanding of Miranda rights and parents' likelihood of encouraging their teenagers to waive their Miranda rights. The previous research suggests that parents alone may not adequately protect juveniles' rights during interrogation and waiver. Prior research also suggests that parents' and juveniles' past experience with the justice system may not help them during their current interrogation and waiver. A 17-item questionnaire was used to assess the two dependent variables and the two independent variables. The two dependent variables were parents' understanding of Miranda rights and parents' likelihood of encouraging arrested teens to waive …

The Relationship Between Sport Fandom, Identification With A Specific Team, And An Individual's Socialization Experiences, Paul Frederiksen Jul 2003

The Relationship Between Sport Fandom, Identification With A Specific Team, And An Individual's Socialization Experiences, Paul Frederiksen

Masters Theses & Specialist Projects

The present study was designed to gain a better understanding of why some people become sport fans and others do not. The study focused specifically on the differences in socialization experiences between people high and low in sport fandom and people high and low in team identification. Warm (2003) defines sport fandom as one's identification with his or her role as a sport fan. Wann (1997) states that team identification involves a person's psychological connection and attachment to a specific team. Understanding why people become sport fans can be of vital importance to sport marketers. Participants completed self-report measures of …

Examining Emotional Intelligence And Social Skills In A Residential Deaf Population, Melissa Leohr Jul 2003

Examining Emotional Intelligence And Social Skills In A Residential Deaf Population, Melissa Leohr

Masters Theses & Specialist Projects

Mayer and Salovey first defined emotional intelligence in 1990 (Mayer, 1999) and later revised that definition (Mayer & Salovey, 1997). In 1995, Goleman introduced a different concept of emotional intelligence (Goleman, 1995). Bar-On presented a third conceptualization, as well as the first measure of the concept (Bar-On & Parker, 2000). Few studies have addressed emotional intelligence in children and adolescents, and nostudies have examined the concept in the deaf population. The purpose of the present study is to examine emotional intelligence, as well as social skills, in a residential deaf population. Fourteen students at the Kentucky School for the Deaf …

The American Challenge To International Law: A Tentative Framework For Debate, Harlan G. Cohen Jul 2003

The American Challenge To International Law: A Tentative Framework For Debate, Harlan G. Cohen

Scholarly Works

The United States often appears hypocritical in its commitment to International Law. It supports Nuremberg, Yugoslavia, and Rwandan tribunals, but opposes the International Criminal Court. It supports the creation of the United Nations, but seeks unilateral action in Iraq. This Essay explores these seeming contradictions in American stances toward international law. It argues that while such apparent hypocrisy might be explained by mere pragmatism, ideas prevalent in American foreign policy history seem to point in a more dangerous direction, that such divergent actions may actually be informed by a coherent, specifically American conception of international law. In particular, this Essay …

Academic Persistence Among Native American College Students, Aaron P. Jackson, Steven A. Smith, Curtis L. Hill

Faculty Publications

Qualitative interviews with 15 successful Native American college students who grew up on reservations identified the following themes related to their persistence in college: (a) family support, (b) structured social support, (c) faculty/staff warmth, (d) exposure to college and vocations, (e) developing independence and assertiveness, (f) reliance on spiritual resources, (g) dealing with racism, (h) nonlinear path, and (i) paradoxical cultural pressure. The results indicated a need for stable mentoring relationships and programmatic support.

Development Assistance And The Construction Of Government‐Initiated Community Institutions, Eric V. Edmonds Jul 2003

Development Assistance And The Construction Of Government‐Initiated Community Institutions, Eric V. Edmonds

Dartmouth Scholarship

This paper provides new evidence on the role of official development assistance in program implementation. Governments and donors around the world are promoting participatory development and community management program s that transfer responsibilities and rights to local communities. Large-scale implementation of these schemes requires significant funding from multiple sources. I consider a uniform ins titutional reform in Nepal and find that the scope of program implementation and the characteristic s of new institutions vary across types and sources of aid. In my analysis, I develop a geographic matching estimator that compares adjacent communities receiving different types of assistance. This heterogeneity …

Narratives Of Cancer Survivors In Religious Life, Andrea Kitta Jul 2003

Narratives Of Cancer Survivors In Religious Life, Andrea Kitta

Masters Theses & Specialist Projects

Narratives of Cancer Survivors in Religions Life is a careful consideration of the narratives of cancer survivors, specifically those in Catholic religious life. Through the use of interviews and secondary sources, the author addresses such issues as relationship with God, stigmatization, community life, Parson's Sick Role, and labeling theories. This thesis also considers the perceived audience during the performance of narratives, specifically, if cancer survivors in religious life perceive God to be a part of their audience and looks at the structure of narratives concerning cancer survivorship.

An Examination Of Friendship In Middle Childhood: A Test Of The Similarity-Attraction Hypothesis, Bridget Trame Jul 2003

An Examination Of Friendship In Middle Childhood: A Test Of The Similarity-Attraction Hypothesis, Bridget Trame

Masters Theses & Specialist Projects

The purpose of this study was to examine the similarities between children and their friends. Previous research had focused on demographic similarities, with a little attention given to behavioral similarities. This study sought to expand the knowledge of similarities between friends to sociometric and social information processing characteristics and show that friends were more similar than random pairs of children. Children completed a rating and nomination sociometric interview. Children also completed a social information processing interview in which they viewed ambiguous provocation situations and then rated a series of social goals and gave social problem solving responses. Two-hundred and twenty-four …

Young Childrens' Understanding Of Superstitions, Kara Yeckering Jul 2003

Young Childrens' Understanding Of Superstitions, Kara Yeckering

Masters Theses & Specialist Projects

The aim of this study was to examine young children's understanding of superstitions—specifically bad luck superstitions. Children between the ages of 4 and 9 received a set of interview questions concerning their experiences with superstitions, their beliefs about the efficacy of superstitions, and their knowledge of the mental and physical components of superstitions. Participants also completed a belief task designed to assess the relative importance of belief and action in superstitions. The findings indicate developmental patterns in children's awareness of superstitions and beliefs in efficacy of superstitions. With age, children demonstrated a significantly greater awareness of superstitions. In contrast, children …

The Ideal Inflation Indexed Bond And Irving Fisher's Impatience Theory Of Interest In An Overlapping Generations World, John Geanakoplos Jul 2003

The Ideal Inflation Indexed Bond And Irving Fisher's Impatience Theory Of Interest In An Overlapping Generations World, John Geanakoplos

Cowles Foundation Discussion Papers

Irving Fisher long advocated inflation indexed bonds. I prove in the context of a multicommodity CAPM world that the best welfare improving bond pays the minimum money needed to achieve the same utility, and not the minimum needed to buy an ideal commodity bundle. Irving Fisher also developed and advocated the impatience theory of interest. But in OLG economies, the rate of interest is determined by population growth, not impatience. I reconcile this contradiction by proving that in stationary OLG economies with land, the interest rate at the unique steady state does depend on impatience. Indeed, the proposition that greater …

Missing Aggregate Dynamics: On The Slow Convergence Of Lumpy Adjustment Models, Ricardo J. Caballero, Eduardo Engel Jul 2003

Missing Aggregate Dynamics: On The Slow Convergence Of Lumpy Adjustment Models, Ricardo J. Caballero, Eduardo Engel

Cowles Foundation Discussion Papers

The dynamic response of aggregate variables to shocks is one of the central concerns of applied macroeconomics. The main measurement procedure for these dynamics consists of estimating an ARMA or VAR (VARs, for short). In non- or semi-structural approaches, the characterization of dynamics stops there. In other, more structural approaches, researcher try to uncover underlying adjustment cost parameters from the estimated VARs. Yet, in others, such as in RBC models, these estimates are used as the benchmark over which the success of the calibration exercise, and the need for further theorizing, is assessed. The main point of this paper is …

Uniqueness Of Equilibrium In The Multi-Country Ricardo Model, Herbert E. Scarf, Charles A. Wilson Jul 2003

Uniqueness Of Equilibrium In The Multi-Country Ricardo Model, Herbert E. Scarf, Charles A. Wilson

Cowles Foundation Discussion Papers

We present two arguments, one based on index theory, demonstrating that the multi-country Ricardo model has a unique competitive equilibrium if the aggregate demand functions exhibit gross substitutability. The result is somewhat surprising because the assumption of gross substitutability is sufficient for uniqueness in a model of exchange but not, in general, when production is included in the model.

Access To Credit, Plot Size And Cost Inefficiency Among Smallholder Tobacco Cultivators In Malawi, Gautam Hazarika, Jeffrey Roger Alwang Jul 2003

Access To Credit, Plot Size And Cost Inefficiency Among Smallholder Tobacco Cultivators In Malawi, Gautam Hazarika, Jeffrey Roger Alwang

Economics and Finance Faculty Publications and Presentations

Using data from the Malawi Financial Markets and Household Food Security Survey, this paper examines the effect of access to credit from formal sources, and tobacco plot size, on cost inefficiency among Malawian smallholder tobacco cultivators. Farm-specific cost inefficiency is estimated within the framework of stochastic frontier analysis. Access to credit is measured as the sum of household members' self-reported credit limits at credit organisations, arguably a truer measure of an exogenous credit constraint than credit program participation or actual loan uptake. It is found that tobacco cultivation is significantly less cost inefficient per acre on larger plots. While access …

“Parent Teams” And The Everyday Interactions Of Co-Parenting In Stepfamilies, Dawn O. Braithwaite, M. Chad Mcbride, Paul Schrodt Jul 2003

“Parent Teams” And The Everyday Interactions Of Co-Parenting In Stepfamilies, Dawn O. Braithwaite, M. Chad Mcbride, Paul Schrodt

Department of Communication Studies: Faculty Publications

Family scholars have yet to explore substantially the day-to-day interactions of stepfamily systems. Our focus was on the everyday interactions of parent teams, adults who are co-parenting within different stepfamily households, describing the characteristics of their communication. Twenty-two parents, stepparents, and partners (N = 22) kept diaries for two weeks, each time they interacted with an adult in the other household. Results detail the frequency, timing, location, and length of interactions; initiator, channel, and topics; and reasons for interaction. Interactions were short, everyday encounters rather than extended, planned meetings. The majority of the interactions were via telephone, followed by …
