ONLINE COMPANIES continually tinker with their systems. Commercial aggregators need to accommodate new databases or new features such as linking. Search engines must change ranking algorithms to subvert rogue web sites or hackers who seek to manipulate ranking. Systems need to improve performance and keep up with the competition or the current fashions in interface design.

The John Forrest Site is located in Claiborne County, Mississippi, just east of the Mississippi River. The site is situated on a large, flat ridge above James Creek. Today, the John Forrest Site appears to be nothing more than a large field, with woods bordering its extreme edges and slopes. However, years of surface collection by the landowner, John Forrest, has produced a large collection of artifacts. This surface assemblage contains a wide variety of stone tools and production debris, as well as some relatively rare types of stone artifacts. This report converts zip codes of nonresident visitors to Montana as well as all visitors to each of the six Montana travel regions into the 211 Designated Marketing Areas of the United States. An analysis of successful existing markets and opportunity markets is provided.

“Bin Laden’S Brain”: The Abrasively Negativistic Personality Of Dr. Ayman Al-Zawahiri, Aubrey Immelman, Kathryn Kuhlmann

This paper presents the results of an indirect assessment of the personality of Ayman al-Zawahiri, deputy leader of the al-Qaida terrorist network at the time of the September 11, 2001 terrorist attack on the United States and allegedly chief strategist for al-Qaida operations and personal physician to Osama bin Laden.

Al-Zawahiri’s primary personality patterns were found to be Contentious/oppositional and Dominant/controlling, with secondary features of the Dauntless/dissenting and Ambitious/self-serving patterns.

The amalgam of Contentious (negativistic, or passive-aggressive) and Dominant (aggressive, or sadistic) patterns in al-Zawahiri’s profile suggests the presence of the “abrasive negativist” syndrome. For these personalities, minor frictions easily …

The Political Personality Of Zimbabwean President Robert Mugabe, Aubrey Immelman, Adam Beatty

This paper presents the results of an indirect assessment of the personality of Zimbabwe’s President Robert Mugabe, from the conceptual perspective of Theodore Millon.

Psychodiagnostically relevant information regarding President Mugabe was extracted from biographical sources and media reports and synthesized into a personality profile using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals.

Microenterprise Performance: A Comparison Of Experiences In The United States And Uganda, Margaret S. Sherraden, Fred M. Ssewamala, Cynthia K. Sanders

This article compares microenterprise performance in the United States and Uganda. In-depth interview data and published sources suggest that many of the same factors affect business performance in both countries although scale and details vary considerably. Micro, mezzo, and macro strategies are proposed to maximize entrepreneurial effort, reduce barriers, and strengthen institutional and policy support in both contexts.

Given the demographic changes in our society and the positive effects of volunteering on older adults and on service recipients, service opportunities for older adults should be expanded. The development of institutions is a potentially powerful route to maximizing this potential. We propose five dimensions of institutional capacity, including expectation, access, information, incentive, and facilitation. Pilot data indicates that organizations offering service opportunities to older adults vary on these dimensions.

Linking Tax Refunds And Low-Cost Bank Accounts: A Social Development Strategy For Low-Income Families?, Sondra G. Beverly, Jennifer L. Romich, Jennifer Tescher

This article describes a pilot program encouraging low-income workers to have their tax refunds directly deposited into low-cost bank accounts. The program did not lead to substantial saving and asset accumulation in the short-term. However, surveys and interviews suggest that the program helped some participants spend money more slowly and more thoughtfully, introduced some to account ownership or direct deposit, and encouraged some to obtain other mainstream financial products. Thus, the program may have helped low-income families “get on track” for future saving and asset accumulation.

The purpose of this study was to examine the predictors of savings outcomes for rural and urban participants in IDA programs. Multivariate analyses by residency were used to explore the experiences of rural and urban participants. a short survey among rural IDA administrators in ADD was used to identify the challenges associated with managing IDAs in these regions. Finally, conclusions and policy implications are presented.

The Effects Of Individual Development Account Programs: Perceptions Of Participants, Amanda Moore Mcbride, Margaret Lombe, Sondra G. Beverly

In the United States, Individual Development Accounts (IDAs) are a social development strategy for increasing economic participation and long-term economic security. This article uses cross-sectional survey data (N=298) to describe perceived IDA effects: psychological, economic, social, and civic. Future research can inform the effects of specific program characteristics, such as financial education, as well as the applicability of IDAs worldwide.

The Struggle To Make Ends Meet: Teen Employment And The 1996 Federal Welfare Legislation, Shirley L. Porterfield, Anne E. Winkler

This study investigates the possibility that teens in more economically-disadvantaged families may have entered the labor market in response to the 1996 welfare legislation that replaced AFDC with TANF. Data are from the outgoing rotation groups of the Current Population Survey (CPS) from September 1995-May 1996 (pre-TANF) and from September 2000-May 2001 (post-TANF). To identify the policy's effect, we compare changes in the employment of teens in economically-disadvantaged families over the study period with changes in the employment of their more advantaged counterparts (a "difference-in-difference" methodology). Traditional approaches in social development have neglected the role of politics, civic engagement, and processes of democratization. This paper empirically tests the extent to which civic engagement and political action are shaped by confidence in state and non-state institutions and political and personal agency. The results underscore the importance of enabling social development through inclusive governance and democratization.

Throughout its history, Cairo has hosted many foreigners and refugees. In the first half of the twentieth century the refugee population in Cairo consisted of Armenians, Palestinians, and Sudanese. Many of the Armenians have moved since then to other countries. More Palestinians and Sudanese have moved to Cairo in the second half of the century. In the last two decades, the refugee population has widened to include sizeable numbers of refugees from Ethiopia, Eritrea, and Somalia as well as more Sudanese.1 In addition to being one of the drafting members, Egypt is a party to 1951 UN Convention relating to …
