With the following investigation I seek to answer the questions: How aligned are the perceptions of Michigan township zoning boards of appeals (ZBAs) members' regarding their authorities with the authorities expressly and implicitly prescribed for them by state statute? If they are not aligned, do ZBA members need further education in the statute? ZBA members are not formally educated in the statute but are guided by secondary sources. While these sources are crucial to the proper administration of ZBAs' objectives, there is often an element of bias in interpretation to varying degrees. Using Water Taxes To Retire Water Rights, J. David Aiken

In a 1998 law review article, Texas A&M University Professor Donald Kaiser recommends using a fee on water withdrawals to retire ground and surface water rights in order to protect endangered species. Kaiser & Phillips, “Dividing the Waters: Water Marketing as a Conflict Resolution Strategy in the Edwards Aquifer Region,” 38 Natural Resources Journal 411 (1998). Arizona groundwater law also authorizes groundwater taxes to fund buying groundwater rights to slow groundwater depletion. This article explores how such a strategy might be implemented to deal with Nebraska water conflicts, including conflicts between surface water users and groundwater users.

An External Communication Audit Of The National Tropical Botanical Garden, Jennifer Melody Murdock

Theses and Dissertations

This study presents the results of an external communication audit of the National Tropical Botanical Garden (NTBG), a congressionally chartered nonprofit organization dedicated to the conservation of tropical plant diversity. Information was gathered during the communication audit through interviews with NTBG's key decision makers, content analyses of NTBG's primary publications, and a questionnaire measuring the public-organization relationship.

The audit assesses NTBG's external communication policies, practices, capabilities, and needs in the context of systems theory and external relations strategic planning theories. The findings of the audit identify who NTBG considers its target publics and how well they are reaching certain audiences. …
