Neo-Imperialism And The Crisis Of Time, Edward Comor

FIMS Publications

This article applies the Innisian concept of media bias to contemporary U.S. foreign policy developments. The author argues that the common sense informing an emerging neo-imperialism has been profoundly influenced by Washington’s general neglect of time. Among others, consumption is assessed as a medium shaping such biases as well as contradictory policies related to the globalization project.

Which Academic Subjects Have Most Online Impact? A Pilot Study And A New Classification Process, M. Thelwall, L. Vaughan, V. Cothey

The use of the Web by academic researchers is discipline-dependent and highly variable. It is increasingly central for sharing information, disseminating results and publicising research projects. This pilot study seeks to identify the subjects that have the most impact on the Web, and look for national differences in online subject visibility. The highest impact sites were from computing, but there were major national differences in the impact of engineering and technology sites. Submersed aquatic vegetation (SAV) was sampled from 1994-2000 at fixed sires along established transects in Pool 13 of the Upper Mississippi River System (UMRS), as part of the Long Term Resource Monitoring Program (LTRMP). These data were used to quantify the annual percent frequency of occurrence and mean relative density of SAV within three backwaters (Brown's Lake, Savanna Bay, and Spring Lake) and the impounded area of Pool 13. Northern river otters (Lontra canadensis) were widespread in North America at the time of European settlement. However, river otters were extirpated from most of Iowa in the early 1900s due to habitat degradation and unregulated harvest. In 1985, the Iowa Department of Natural Resources began an effort to restore the river otter population throughout the state, including a pilot study of survival to determine if establishment was feasible. Annual survival was estimated to be 86% during the pilot study. River otters dispersed an average of about 11 km from the point of release and exhibited habitat use typical for the …

Since the early 1990s, endocrine disrupting compounds have been recognized as an important environmental threat. Male fish exposed to effluent from large, metropolitan municipal wastewater treatment facilities (WWTFs) have developed reproductive abnormalities including ovotestes and elevated levels of plasma vitellogenin (Vtg), a plasma protein typically produced by egg-laying females. In the summer of 2000, gonads and plasma Vtg concentrations were examined in feral male fathead minnows (Pimephales promelas) collected from lagoons of 11 small, rural municipal WWTFs and a reference site (a national wildlife refuge) in Iowa. Electrical conductivity (EC) as measured by the Geonics® EM-38 has shown promise as a soil survey tool. EC is determined by a combination of soluble salts, clay content and mineralogy, water content, and temperature. While investigating use of the EM-38 for soil survey purposes, it is important to understand the relative contribution of each of these variables on EC. A laboratory experiment was set up to determine the relative influence of water content, temperature, and calcite content on EC using time-domain reflectometry (TDR) probes. Recovery From Alcohol Or Drug Abuse: The Relationship Between Identity Styles And Recovery Behaviors, Joseph M. White, Marilyn J. Montgomery, Richard S. Wampler, Judith L. Fischer

The purpose of this study was to explore the relationship between identity styles and recovery from substance abuse. Consistent findings have established a relationship be- tween identity diffusion and substance misuse, but no research has explored the influence of identity styles on recovery processes. Participants (N = 252) from treatment and recovery-based facilities and groups using a 12-step recovery model were assessed with the Identity Style Inventory (White, Wampler, & Winn, 1998) and self-report measures of pretreatment addiction, length of continuous abstinence, quality of recovery, and recovery progress. The most frequently used measures of identity development do not contain a scale to measure the distress that can sometimes be associated with the process. The purpose of this study was to assess the reliability and validity of the Identity Distress Survey. The measure was found to have high internal consistency and test–retest reliability. Identity distress was related to the constructs of identity style and identity status. Identity distress was positively correlated with identity exploration and associated with the informational style and was negatively correlated with identity commitment. Beyond The Property Tax: Local Government Revenue Diversification, John R. Bartle, Carol Ebdon, Dale Krane

Public Administration Faculty Publications

Local governments in the U.S. rely less on the property tax than they have historically. This long-term trend has been accompanied by important shifts in the composition of local revenues. While the property tax still serves as one primary source of local government revenue, increasingly other sources are used to pay for local government. This paper first examines that trend, the forces behind it, and its regional impact. We then explore trends in three central states- Iowa, Nebraska, and Arkansas -- that have experienced substantial revenue shifts in recent years. A concluding section discusses the options for the future.

Consistency In The Reporting Of Sexual Behavior Among Adolescent Girls In Kenya: A Comparison Of Interviewing Methods, Paul C. Hewett, Barbara Mensch, Annabel Erulkar

Poverty, Gender, and Youth

This paper explores the consistency in reporting of sexual behavior in a household survey of adolescents aged 15-21 in the Kisumu district of Kenya. Respondents were randomly assigned to different interviewing modes: face-to-face interviews, paper-and-pencil self-administered interviews, and audio computer-assisted self-interviewing (ACASI). The analysis focuses on the reporting of sexual behavior by adolescent girls in the face-to-face and ACASI modes and compares responses to a variety of questions about sexual activity, including sexual initiation, risky sexual behavior, and coerced sex. All sexual behavior questions were asked of each adolescent girl even if she answered “no” to the initial question about …
