Published by the Population Council's Islamabad office, this is the first comprehensive survey of Pakistani youth. The report provides an unprecedented view of young people's experiences with and attitudes about education, employment, families, and marriage. The report findings confirm the large differences in the current situation of adolescents and youth, males versus females, from different strata of residence and economic status. Addressing these requires government intervention, changes in attitude, and input from the media, women and youth groups, and members of civil society.

This paper describes two initiatives that have used experimental studies to guide the development of community-based health and family planning programs. In Bangladesh and Ghana, factorial experiments were implemented in stages. An exploratory phase developed a service system for community-based health care; an experimental phase assessed the demographic impact of the system; a replication phase examined the transferability of the experimental program to a non-research setting; and a scaling-up phase facilitated the extension of the new system to the national health care program. All stages were guided by research, with questions, mechanisms, and outcomes shifting as the process developed. Large-scale …

Completing The Fertility Transition In The Developing World: The Role Of Educational Differences And Fertility Preferences, John Bongaarts

This study summarizes patterns of educational differentials in wanted and unwanted fertility at different stages of the fertility transition based on data from DHS surveys in 57 less developed countries. As the transition proceeds, educational differentials in wanted fertility tend to decline and differentials in unwanted fertility tend to rise. An assessment of fertility patterns in more and less developed countries with low fertility concludes that these differentials are likely to remain substantial when less developed countries reach the end of their transitions. This finding implies that the educational composition of the population remains a key predictor of overall fertility …

This paper proposes a framework built on the simple Keynesian Cross but recommends a non-Keynesian fiscal monetary policy mix. A fiscal policy conditions index and a monetary conditions index are proposed, to be compared to the full employment compatible fiscal and monetary conditions. Fiscal policy should be inert throughout the different phases of the business cycle while monetary policy should adjust to the changing conditions in order to maintain full employment without overheating. The slightly different policy considerations for bigger and for smaller economies are discussed.

Problem. Robert Burns, author of the Kinetic-Family- Drawing, - has devised a projective test called the Kinetic-House-Tree-Person drawing. He has taken the House-Tree-Person projective technique and changed the instructions to include all of the figures on one page and also to include an action. In Burns's book on the K-H-T-P he claimed that his drawing gives a better clinical picture of the subject than the H-T-P. However, there is no research that compares the two tests for clinical information.

Method. The H-T-P and K-H-T-P were administered to 204 college students 18 years of age and older. These students came …

The detrimental consequences of the AIDS epidemic for older adults in sub-Saharan Africa suggest the need to investigate their characteristics, living situations, and well-being. In this study, we examine the living arrangements of persons aged 60 and older in 16 countries. Data come from the household roster component of recent Demographic and Health Surveys. The focus is on the tendency of the elderly to live with children and grandchildren, and we examine distributions and determinants. Results show that older adults in sub-Saharan Africa live in a variety of household arrangements. Men are more likely to be living in a nuclear …

Although many cross-sectional social surveys have included questions about female genital cutting status and correlated personal characteristics, no longitudinal studies have been launched that permit investigation of response biases associated with such surveys. This paper reports on a longitudinal study of women aged 15 to 49 in rural northern Ghana. The self-reported circumcision status of women interviewed in 1995 was compared with the status they reported when they were interviewed again in 2000 after the government began enforcing a law banning the practice and public information campaigns against it were launched. Relationships among socio-demographic characteristics, general assessments of health, and old-age mortality are well established in developed countries. There is also an increasing focus on the connection between early-life experiences and latelife health. This paper tests these and other associations using representative survey data from Taiwan on the population aged 60 and older in 1989, 1993, and 1996 that have been linked to data on deaths between 1989 and 1999 from a national death registry. South African local governments metropolitan (category A) and district ( category C) municipalities - rely heavily on revenues from the Regional Service Council (RSC) levy. The RSC levy is not one, but two taxes: a flat rate payroll tax and a flat rate turnover tax. This levy allows local governments to tap into the broad revenue bases of payroll and gross receipts, and to generate a significant revenue flow. But the RSC levy has a legal basis that makes it almost impossible to properly administer, and as a result it fails when measured against most of the criteria for a …

South Africa's struggles with an ambitious and complex fiscal decentralization program are presented in detail in the first six chapters of this book. In this chapter, we summarize our key findings and turn to a discussion of the way forward with the assignment of powers and functions, the development of local sources of revenue, and the redesign of the intergovernmental transfer system. We give special emphasis to the interrelationships among the pieces of the fiscal decentralization system. The Uneasy Case Against Discriminatory Excise Taxation: Soft Drink Taxes In Ireland, Roy W. Bahl, Richard M. Bird, Mary Beth Walker

This study uses an empirical case study to investigate the revenue implications of reducing a discriminatory excise tax. The case study is Ireland, which provides a natural experiment because it has both imposed and removed such a discriminatory tax (on soft drinks) in the past two decades. The authors find that soft drink consumption is price elastic, income elastic, and sensitive to weather. They estimate that 30% of the amount of surrendered excise tax revenue is recaptured by the value-added tax and income tax. The New Economy is closely associated with computing & communications technology, notably the Internet. We discuss property rights to, and trade in, the difficult-to-define intangible assets increasingly dominating the New Economy, and the possibility of under-investment in these assets. For a realistic analysis we introduce a Schumpeterian market environment (the experimentally organized economy). Weak property rights prevail when the rights to access, use, andtrade in intangible assets cannot be fully exercised. The trade-off between the benefits of open access on the Internet, and the incentive effects of strengthened property rights, depend both on the particular strategy a firm employs to …

Luciano Bianciardi (1922-1971) wants to open a dialogue with his friend Vittorio Sereni (1913-1983) through the pages of his best-selling novel La vita agra (1962). Sereni does not respond immediately, and the approach seems not to have received Sereni’s attention. The analysis of Sereni’s 1981 poem “Autostrada della Cisa” proves that he ultimately decided to reply to his friend’s irreverent, yet congenial, comments, albeit nearly 20 years later. This article underlines the existential crisis expressed by Sereni in his poem, accompanied by his willingness to enter into a dialogue with any reader, despite the nihilistic outcomes he foresees. Many researchers have investigated the copula for possible links between African American Vernacular English (aave) and Atlantic Creoles, a connection that has served as the foundation of the Creolist Hypothesis in the on-going debate over the origins of aave. One variety that has been of particular interest in this debate is Gullah, which has been hypothetically linked to aave since some of the earliest statements of the Creolist Hypothesis. To date, however, very little research has been done on copula variability in Gullah itself. This paper reports on an exploratory study of the criteria searchers use when judging the relevance of recorded speech from radio programs and the attributes of a recording on which those judgments are based. Five volunteers each performed three searches using two systems (NPR Online and SpeechBot) for three questions and judged the relevance of the results. Data were collected through observation and screen capture, think aloud, and interviews; coded; and analyzed by looking for patterns. Criteria used as a basis for selection were found to be similar to those observed in relevance studies with printed materials, but the attributes …
