During the period between the end of the Civil War and the heightening of hostilities of the Franco-Prussian War in late 1870, American-built wooden paddle-wheel steamships played a competitive role in the expansion of transatlantic passenger traffic. The war, however, along with the ascendancy of propeller-driven ships with larger iron hulls and more efficient engines, led to their demise in this trade. But within the hiatus of the wars, 1869 stands out as the year in which the first direct, scheduled steamer departures from Copenhagen to New York were made. In the last few years, chat reference services have been implemented by public, college and university libraries. One important aspect of the chat reference service is library staff training. Literature shows that this is a vital step in offering a chat reference service. Library staff need to be well-trained in areas of chatting, reference interviewing in a digital environment and using electronic resources, such as the Internet and databases. This article discusses the chat reference training program at the University of Nevada, Las Vegas. Reference services at Oregon State University's Valley Library have undergone several reorganizations in response to institutional changes, shifting service needs and patron demands. Part of this history includes training for and functioning in team-based management. We have now evolved to a management model that utilizes workgroups and an advisory and coordinating council to assist in running the department. We find this model provides flexibility, sharing of the workload and professional development opportunities, all of which are essential in today's tumultuous reference environment. We will describe the functioning, potential hazards and multiple advantages of this model.

There are both internal and external pressures on the U.S. Department of Energy (DOE) to reduce costs of disposal and still maintain radiation protection to both present and future generations. The question arises whether both of these goals are attainable.

Clark County Pre-Disaster Mitigation Project: Suggestions For Project Initiation, David M. Hassenzahl

Attention to several organizational issues will facilitate the efforts of the Clark County regional Pre-Disaster Mitigation project. Key considerations include defining terms efficiently, establishing and maintaining a clear timeline, determining rules for acceptability of new information, determining the nature and boundaries of concerns to be addressed, evaluating a full range of mitigation options, considering how to manage uncertainty, and ensuring stakeholder buy-in and participation. The NOAA seven-step process should serve as an operational template. Project participants should anticipate substantial uncertainty, and consider probabilistic methods (e.g. Monte Carlo analysis) for coping with uncertainty within a GIS framework.

The development of any adequacy based school finance system involves three components, which correspond to the three substantive sections of this paper:

First, a state must select measures of adequacy, either in terms of resources or student performance. Such measures are necessary to identify school districts below the standard. Although these measures can be controversial and difficult to develop, this choice is unavoidable.

Second, a state must estimate the cost of reaching a given performance standard in each district. The cost function approach presented in this study relies on statistical methods to extract from actual data the impact of student …

Believability And Effectiveness Of Young Adult Safe-Drinking Messages, Natalie Breen, Jennifer Thornton, Sandra C. Jones

This study investigates eight safe-drinking messages, using appeals to the ‘self’ versus appeals about ‘others’, in combination with either a low or high physical threat, or a low or high social threat. The participants were18-25 year old second-year university marketing students. An experimental design was used for data collection, which involved 196 participants, with the groups comprised of participants with homogenous demographic characteristics and drinking behaviour. Analysis of variance (ANOVA) was used to test the believability and effectiveness of the messages. It was determined that messages about ‘others’ were perceived as more believable and effective than the corresponding appeals used …

Much ado has been made about the 2002 mid-term congressional and gubernatorial elections. Democrats are bemoaning the Republican's treble triumph—congressional control, an invigorated Bush administration, and conservative rule on the supreme court. Republicans are exulting in their perceived conservative mandate—to address the War on Terror, privatize Social Security, and roll back environmental regulations that are deemed overly restrictive of private and public property development. And the inconsistent American voter, depending on race, socio-economic status, and issue salience, seems either unenthusiastic, ambivalent, or wildly animated about politics.

An explorative study was conducted to try and understand how young children’s emerging death concepts form including, (a) what family demographics and child factors contributed to family well-being, (b) did family well-being influence children’s social competence, and (c) did family well-being and children’s social competence influence children’s death conceptions. Although the subject of death contains many unique characteristics, it is not easily separated from other aspects of life; death is inseparable from the whole human experience (DeSpelder & Strickland, 2002). The purpose of this survey was to gather scientific information regarding the concerns, perceptions, and preferences of Cache County adults related to various future landfill siting options. The survey was conducted at the request of local officials, the Countywide Service District, and various advisory committees established to make recommendations on a future Cache County landfill site.

Young Children’S Responses To Conflictual Adult Conversation, Jessica A. Cartozian

The current study evaluated relationships among children's cognitions following exposure to scripted conflictual interactions between adults. Thirty- five mother-child dyads were assessed using self-report measures, and continuous measures of behavioral and physiological distress (cardiac function, skin conductance). Four hypotheses were investigated: Exposure to conflict would be related to greater distress following the conflictual script; attributional errors would be related to greater distress; child distress would be positively correlated with parental conflict at home; maternal psychopathology would be positively related with distress responses to the stimulus. For twenty-six years the Galway Arts Festival has “morphed” the city of Galway into its natural logical conclusion: the city already boasts a young, artistic community, but for two weeks each summer, the festival brings the spotlight and the crowds to Galway for a celebration of the arts. Of late, however, the festival has suffered from decreased government expenditures on the arts—as have all the arts in Ireland. Recent festivals have been far more subdued than the extravagant Millennial Festival in 1999, during which the city teemed with outdoor events and more than one hundred thousand people gathered to watch …

This study considers how President Bill Clinton maintained consistently high levels of public support in the face of the incessant scandals that plagued his presidency. It is my assessment that it is the nature of the presidency, Clinton's political skill, the economic environment during his terms, Clinton's rhetoric, and his personality that made his survival possible. I will place special emphasis on the areas of Clinton's personality and rhetoric as the key components for this explanation, both because I feel these characteristics are most relevant to my study and the most unexplored.

This paper presents the results of an extensive review of the literature pertaining to the relationship between vaginal lubrication and the acceptability of microbicides, spermicides, and male and female condoms. The review highlights the need for research that better elucidates norms, preferences, and practices regarding lubrication during sex within and across countries. The second part of the report presents the results of the first phase of a qualitative study on lubrication during sex showing that diverse personal and cultural factors shape preferences and practices and may ultimately affect the acceptability of microbicides. This Article questions the practice of framing problems concerning auditors’ professional responsibility inside a principal-agent paradigm. If professional independence is to be achieved, auditors cannot be enmeshed in agency relationships with the shareholders of their audit clients. As agents, the auditors by definition become subject to the principal’s control and cannot act independently. For the same reason, auditors’ duties should be neither articulated in the framework of corporate law fiduciary duty, nor conceived relationally at all. These assertions follow from an inquiry into the operative notion of the shareholder-beneficiary. The Article unpacks the notion of the shareholder and tells a …

Coastal decision-maker professionals are expected to formulate effective strategies and apply interdisciplinary approaches to solving problems and policy issues that affect the environments of coastal regions.
