Over the past few years the EU has begun taking some steps against the spread of nuclear weapons within its Common Foreign and Security Policy (CFSP). At the Thessaloniki Summit June 2003, the European Council adopted its first draft Strategy against the proliferation of Weapons of Mass Destruction (WMD). In order to assess the significance of the Strategy, this paper will first present and evaluate the Union’s record in the field, then review the newly released Strategy, and finally make suggestions as to how it can be improved.

An important role of education – and the resultant accumulation of human capital – for a less-developed economy is to facilitate technology diffusion in order for it to catch up with developed economies. This paper presents a model linking education, the accumulation of physical capital and technological progress. In the model, investment in education and the accumulation of physical capital are complementary, and intertwine with the technology progress through related effects on technology diffusion and the expansion of the technology frontier. The allocation of effort to education, the optimal savings rate and the technology gap are endogenously determined in the …

"A Common Thread" is an analysis of the relocation of the New England textile industry to the states of the Piedmont South between 1880 and 1934. Competition from textile mills operating in the South became a serious challenge for New England textile manufacturers as early as the 1890s. as they watched their profits turn into losses while output and sales of southern goods continued apace during the 1893 depression, owners of northern textile corporations felt unfairly constrained by state legislation that established age and hours standards for mill employees, and by actual and potential labor militancy in their mills. The importance of trust in working relationships is widely acknowledged among organizational researchers and practitioners. Unfortunately, trust is defined and measured differently across studies, making it difficult to integrate and compare research findings. Therefore, the purpose of this paper was to clarify the nature of trust as it exists across research and organizational settings. First, trust was conceptualized in terms of 10 defining characteristics based on a convergence and reconciliation of inconsistencies among existing definitions. The National Endowment for Democracy (NED) is the leading U.S. organization that promotes democracy and economic freedom throughout the world. Since its founding, NED has been the subject of immense discussion and controversy. The goal of this dissertation is to provide insight into the promotion of democracy and economic freedom through an analysis of NED’s activities during the 1990s. Is death a harm? Is the risk of death a harm? These questions lie at the foundations of risk regulation. Agencies that regulate threats to human life, such as the EPA, OSHA, the FDA, the CPSC, or NHTSA, invariably assume that premature death is a first-party harm - a welfare setback to the person who dies - and often assume that being at risk of death is a distinct and additional first-party harm. If these assumptions are untrue, the myriad statutes and regulations that govern risky activities should be radically overhauled, since the third-party benefits of preventing premature death and …

The Queer Disability Conference, the first conference of its kind ever, held on June 2 and 3 at San Francisco State University, began with great enthusiasm of the participants, many of whom identified as both disabled and queer in some fashion or another. The opening plenary included an intersex activist, who discussed feelings of not being safe in a world where binary notions of sex and gender make being intersex perilous, and hoping that s/he would feel safe at the conference. A diverse group of activists, academics, and disabled queers provided for an interesting mix of perspectives.

After briefly examining the various proposed causes for the decline in the U.S. personal saving rate in the past decade, this essay then argues that a shift in the demographic composition of the population will be a much more important cause for a decline in personal saving in the future. A change in the balance between those in the labor force who are saving and retirees who are dissaving will result in a considerable fall in the aggregate saving rate under most assumptions. Urban encroachment on farmland has serious implications for the farm sector. As the county’s economic base and population has grown, important agricultural lands have been converted to urban uses. Since 1986, Cache County has lost 8,884 acres of prime and statewide important farmland - nearly 14 square miles - to urban development. The current rate of development is consuming over 600 acres of prime and statewide important farmland each year. The purpose of this thesis was to assess the potential magnitude of negative environmental damage of nature-based tours originating in Clark County, Nevada. An ordinal ranking system was used for assessment of five variables. These variables were resource use, noise pollution, soil degradation, vegetation degradation, and wildlife disturbance. There were two proposed answers. The first was that as distance increased, negative tour impact would increase. This was not supported, since tours had high impacts for destinations that were close by and far away. The second was that most tours were not causing high damage to the environment. The American Cancer Society estimated a quarter of a million women would be diagnosed with breast cancer in 2002. For each of those, another ten women are living with or have survived this disease. At diagnosis, most women view their futures with dread. As with other extreme traumas, the diagnosis of breast cancer can bring profound transformation (Jackson, 1983; LeShan, 1994; O'Brien, 1995). In this study, seven survivors of breast cancer articulate their journeys through this disease and detail how they were able construct transformed lives.
