It is a noteworthy contributor to the overall gross domestic product and is an important component of the gross state product for many states. With the downturn in the economy at the beginning of this decade and the accompanying declines in stock market values, the industry has been hit hard. Seamless service delivery means that a customer receiving services can move between two or more agencies with limited disruption. Seamless services have not been accomplished when a customer must take a cross-town bus to travel from one agency to another. To address this issue, many One-Stop career centers are looking into how staff from their partner agencies can physically share space. This can range from a single staff person from an agency working in the Center on specific days of the week (itinerant staffing) to all staff from that agency working there on a full-time basis (full co-location). Comparative Income Distribution Patterns Among Hispanic Households In New York City, Census 2000, Laird Bergad

Introduction: This study examines demographic and socioeconomic aspects of the Latino population of the New York City area in the year 2000.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Household income distribution data found in the 2000 U.S. census revealed a pattern of stark differentiation in New York City among the three principal racial/ethnic groups: Whites, African-Americans, and Hispanics or Latinos. Additionally, within …

Homeless families face complex challenges when making the transition from welfare to the workforce. By focusing on the experiences of homeless families participating in a Boston-based welfare-to-work program, the multimethod, longitudinal study described in this article explored factors contributing to more successful transitions as well as barriers faced by families having a harder time making the transition.

Nearly 90 percent of the families that were studied left a shelter with a housing subsidy and retained it 6 to 12 months later. Successful employment outcomes after exiting a shelter were more evident for families whose head of household was older, two-parent …

The Center for Social Policy (CSP) at the McCormack Institute, University of Massachusetts Boston oversees the Connection, Service, and Partnership through Technology (CSPTech) project. CSPTech operates a homeless management information system being implemented throughout the Commonwealth. Founded in 1995, this project is a networked computerized record-keeping system that allows homeless service providers across Massachusetts to collect uniform client information over time. This information is aggregated in a database used by service providers, advocates, government officials, researchers, and people experiencing homelessness. Analysis of this information is critical to efforts to understand the extent of this problem in Massachusetts in an attempt …

This chapter seeks to provide useful advice for local government policy towards economic development programs. The chapter: reviews the size and scope of local economic development programs in the United States; critically analyzes the various rationales offered for these programs; makes recommendations for what local policy should do about business attraction and incentives, business retention, new business development, high technology development, brownfield development, distressed neighborhoods, and downtowns; and discusses how local economic development programs should be organized, managed, and evaluated.

Virtue Jurisprudence: A Virtue-Centered Theory Of Judging, Lawrence B. Solum

"Virtue jurisprudence" is a normative and explanatory theory of law that utilizes the resources of virtue ethics to answer the central questions of legal theory. The main focus of the essay is the development of a virtue-centered theory of judging. The exposition of the theory begins with exploration of defects in judicial character such as corruption and incompetence. Next, an account of judicial virtue is introduced. This includes judicial wisdom, a form of phronesis, or sound practical judgment. A virtue-centered account of justice is defended against the argument that theories of fairness are prior to theories of justice. The …
