Rhetoric And Realities Of Gentrification: Reply To Powell And Spencer, J. Peter Byrne Jan 2003

Rhetoric And Realities Of Gentrification: Reply To Powell And Spencer, J. Peter Byrne

Georgetown Law Faculty Publications and Other Works

Gentrification represents one of the most encouraging trends in city life since the 1960s. That may be a sad commentary on the fate of American cities or on our urban policies, but it is nevertheless true. The return of affluent people to urban living offers the possibility of reversing declining populations and municipal revenues, permitting enhanced spending on basic services, and increasing employment and educational opportunities. It also brings greater ethnic and economic diversity, which can contribute to a more humane social and cultural life. The great drawback to gentrification is that increased demand for housing increases rents, at least …

Efficiency And Social Citizenship: Challenging The Neoliberal Attack On The Welfare State, Martha T. Mccluskey Jan 2003

Efficiency And Social Citizenship: Challenging The Neoliberal Attack On The Welfare State, Martha T. Mccluskey

Journal Articles

In the face of rising economic inequality and shrinking welfare protections, some scholars recently have revived interest in T.H. Marshall's theory of "social citizenship." That theory places economic rights alongside political and civil rights as fundamental to public well-being. But this social citizenship ideal stands against the prevailing neoliberal ("free market") ideology, which asserts that state abstention from economic protection generates societal well-being. Using the examples of AFDC and workers' compensation in the 1990s, I analyze how arguments about economic efficiency have worked to characterize social welfare programs as producers of public vice rather than public virtue. A close examination …

“Head Start Works Because We Do”: Head Start Programs, Community Action Agencies, And The Struggle Over Unionization, Eloise Pasachoff Jan 2003

“Head Start Works Because We Do”: Head Start Programs, Community Action Agencies, And The Struggle Over Unionization, Eloise Pasachoff

Georgetown Law Faculty Publications and Other Works

In the summer of 2002, the city of Boston watched a fierce battle unfold between low-wage workers who provide child care and the social service agencies that employ them. Boston requires its city contractors to pay more than twice the federal minimum wage of $5.15 an hour to their employees, according to the terms of the city's "living wage" ordinance. The social service agencies, which receive government subsidies to run their child care programs, claimed that they could not afford to pay this rate. These agencies mounted an intense legal and political campaign, arguing that they would be forced to …

Childhood Depression And Schools, Jeni Barry Jan 2003

Childhood Depression And Schools, Jeni Barry

Graduate Research Papers

Depression in children is a problem that is becoming more prevalent. With children and adolescents under more stress and pressure than ever before, the seriousness of the issues children deal with is also intensifying. Depression in children is a major concern because it can interfere with school and academics, social functioning, and even lead to somatic symptoms. If depression is left untreated it can lead to other mental disorders. An important concern is that children who are depressed are at great risk of suicide. Population studies show that at any one time between 10 and 15 percent of the child …

Robert D. Kaplan: The Ends Of The Earth Study Guide, 2001-2003, Steven Alan Samson

Faculty Publications and Presentations

Robert Kaplan’s writing echoes some of the familiar motifs of literature – particularly the epic or the quest. This is his personal journey, like Marlow’s in The Heart of Darkness or Dante’s in The Inferno. The first chapter title refers to Laurence Sterne’s A Sentimental Journey through France and Italy (1768).

What Caused Enron? A Capsule Social And Economic History Of The 1990s, John C. Coffee Jr. Jan 2003

What Caused Enron? A Capsule Social And Economic History Of The 1990s, John C. Coffee Jr.

Faculty Scholarship

The sudden explosion of corporate accounting scandals and related financial irregularities that burst over the financial markets between late 2001 and the first half of 2002 e.g., Enron, WorldCom, Tyco, Adelphia, and others-raises an obvious question: why now? What explains the sudden concentration of financial scandals at this moment in time? Much commentary has rounded up the usual suspects and blamed the scandals on a decline in business morality, “infectious greed,” and similar subjective trends that cannot be reliably measured.

Of Legal Transplants, Legal Irritants, And Economic Development, Katharina Pistor, Daniel Berkowitz Jan 2003

Of Legal Transplants, Legal Irritants, And Economic Development, Katharina Pistor, Daniel Berkowitz

Faculty Scholarship

The collapse of the socialist system has given way to unprecedented economic and legal reforms in the former socialist countries. Over the past decade they have enacted new legislation in all areas of the law, drawing heavily on legal models from developed market economies, including common law and civil law countries. While the transplanted laws now on the books is largely consistent with Western practice, the enforcement of these new laws is often ineffective (Berkowitz, Pistor, and Richard, 2003).

Atkins, Adolescence, And The Maturity Heuristic: Rationales For A Categorical Exemption For Juveniles From Capital Punishment, Jeffrey A. Fagan Jan 2003

Atkins, Adolescence, And The Maturity Heuristic: Rationales For A Categorical Exemption For Juveniles From Capital Punishment, Jeffrey A. Fagan

Faculty Scholarship

In Atkins v. Virginia, the U.S. Supreme Court voted six to three to bar further use of the death penalty for mentally retarded offenders. The Court offered three reasons for banning the execution of the retarded. First, citing a shift in public opinion over the thirteen years since Penry v. Lynaugh, the Court in Atkins ruled that the execution of the mentally retarded is "cruel and unusual punishment" prohibited by the Eighth Amendment. Second, the Court concluded that retaining the death penalty for the mentally retarded would not serve the interest in retribution or deterrence that is essential to capital …

Bridging The Gap Between Ethnically/Culturally Diverse 'Others': A Contribution To The Understanding Of How Women Work Together, Kristi D. Kemp Jan 2003

Bridging The Gap Between Ethnically/Culturally Diverse 'Others': A Contribution To The Understanding Of How Women Work Together, Kristi D. Kemp

Theses and Dissertations (Comprehensive)

In this thesis, I explore the ways in which ethnically and culturally diverse women work together to rbedige their differences. Using a critical, feminist, reflexive and post-colonialist approach, I conducted eight in-person, semi-structured interviews with women who were staff and board members, volunteers, or participants in programmes offered by an organization serving immigrant women. Wommen were asked to name their cultural or ethnic identities, to share their views on multiculturalism, tolerance, and the “welcoming” of newcomers to Canada, the uniting and divisive issues they faced in their work, as well as appropriate roles for Canadian-born and immigrant women in the …

Driving Without A Map: Father-Son Sexual Health Communication, Alison Elizabeth Pearson Jan 2003

Driving Without A Map: Father-Son Sexual Health Communication, Alison Elizabeth Pearson

Theses and Dissertations (Comprehensive)

Family sexual health communication is an important area to examine due to the high-risk sexual behaviours that some youth engage in and the influential role that parents can play in teaching and shaping sexual health values. Yet few research studies on family sexual health communication include sons as participants and even fewer include fathers. In this study I attempted to contribute to the literature by examining the perspective of fathers in terms of sexual health communication with their pre-adolescent sons. Eight fathers from Southwestern Ontario with sons between the ages of eight and twelve took part in a qualitative study …

'It's Not What We Do But How We Do It': Process Evaluation Of A National Youth Engagement Conference, Lisa D. Loiselle Jan 2003

'It's Not What We Do But How We Do It': Process Evaluation Of A National Youth Engagement Conference, Lisa D. Loiselle

Theses and Dissertations (Comprehensive)

Anecdotal evidence suggests that conference such as Creating Change 2001, an annual youth conference sponsored by the Students Commission, are successful in engaging youth; however, until the Creating Change 2011 Kemptville conference on-site process evaluation, neither the program process nor its outcomes had ever been formally evaluated. This process evaluation was designed to examine the particular aspects of the conference that made it successful with the assumption that despite the changing topics of the annual event, there are critical processes of engaging youth, which are consistent throughout the conferences each year. It is these processes, and not the specific topics …

Effect Of Conditioned Taste Avoidance Learning On Elevated Plus Maze Performance As A Measure Of Potentiated Fear, Shadna Rama Jan 2003

Effect Of Conditioned Taste Avoidance Learning On Elevated Plus Maze Performance As A Measure Of Potentiated Fear, Shadna Rama

Theses and Dissertations (Comprehensive)

The terms conditioned taste aversion and conditioned taste avoidance are often used interchangeably in the literature; however considerable evidence indicates that they may represent independent processes. Recent studies have demonstrated that conditioned taste aversion is mediated by conditioned sickness; however the mechanism(s) responsible for the establishment and expression of conditioned taste avoidance remains unknown. An early theory suggests that a taste that has been previously paired with a drug produces avoidance of that taste because it elicits some novel change in physiological state which signals danger to the rat. The emotional state produced may be one of conditioned fear. The …

Moving Forward While Remaining Rooted: A Case Study Of The Ebytown Food Co-Operative In Waterloo, Ontario (Perspectives And Findings From A Member Turned Researcher), Maria Hatzipantelis

Theses and Dissertations (Comprehensive)

Retail food co-operatives provide a unique opportunity for community psychologists to work with democratically-controlled organisations that purport to offer each member control over the food she or he consumes on a daily basis. In this case study of the Ebytown Food Co-operative in Waterloo, Ontario, I document the activities of the co-op as it functions on a practical level, based both on my experiences as a researcher and an active member of the co-op. My thesis process was guided by the belief that research should be useful to the people with whom one works, and therefore, I followed a participatory …
