The finalized “Return to Europe” of the new EU members states of Central and Eastern Europe (CEE) has created a whole new ballgame for Eurosceptic political actors. In rational choice terms, the costs of Euroscepticism (and even Eurorejection) have gone down dramatically, while the benefits will most probably go even further up. While the effects of EU accession on the party systems of CEE are multifold, this paper develops one possible effect: the transformation of the already present regional divide within CEE countries into a populist, anti-EU center-periphery cleavage.

Most studies of civil society are mainly normative, both in their conceptualization and in their theoretical assumptions. We suggest a new, or better revised, research agenda of the study of civil society, which should include (at least) these four points. First, the concept of civil society should be seen as a heuristic device. Second, the separation between ‘civil society’ and ‘uncivil society’ makes sense only in a normative framework, and then exclusively with uncivil society defined as a sub-set of civil society. One of the fixtures in academic publishing for decades was the familiar and stark orange cover of the Annals of the American Academy, with no mitigating photo or illustration. The first departure from this august tradition was occasioned by a volume that David Merchant and I produced, and was accompanied by some thoughts on the future that not only appeared in the Annals but were featured for a long time on the Academy web site. Because of difficulties measuring pollution, many prior papers suggest a subsidy to some observable method of reducing pollution. We take three such papers as examples, and we extend each of them to show how welfare under the suggested subsidy can be increased by the addition of an output tax. While the suggested subsidy reduces damage per unit of output, it also decreases the firm's cost of production and the equilibrium break-even price. It might therefore increase output – unless combined with an output tax. While this general point has appeared in prior literature, it has been overlooked in specific applications. …

All urban centers in California violate the Federal standard for ozone. So far, the State has addressed vehicle emission problems with a variety of mandates. In contrast, economic theory suggests that costs of achieving air quality can be minimized by the use of incentive policies such as permits, taxes, or subsidies. We explore in this essay the relatively uneven "travels" of feminist historical geography within the academy in order to highlight the realized and potential intellectual productivity that can result from bringing together a feminist and historical approach to understanding place and space. We outline in what ways much of feminist geography is already historical and in what ways much of historical geography is already feminist, and then turn to a discussion of the unevenness of these intellectual journeys. We conclude by suggesting challenges for future research in feminist historical geography.

This paper aims at verifying the impact of fiscal variables in the multinational firms' localisation choices within the European Union Member States. In particular, the sensitivity of bilateral foreign direct investments towards EU member countries to the receiving country's fiscal characteristics is tested. Among fiscal variables, the empirical analysis shows that FDI inflows in the European Union countries are influenced by the total fiscal wedge on labour more than the corporate tax rate. The prevalence of mental disorders among juvenile detainees is estimated to be as high as 60 percent, and reports suggest that adolescents who are detained have a three- to fourfold risk of suicide. The transfer of juveniles who commit serious offenses to the adult legal system and the problems of overwhelmed child care agencies appear to have precipitated a shift in the composition of populations in juvenile detention centers. Adolescents are often detained for minor legal charges that occur in the context of severe behavioral problems and family stress. Forest resource extraction by local communities has been cited as a major impediment to the efficient management of protected forests. This paper develops a two sector dynamic model for farming and forest resource extraction by communities living in the forest periphery. The model assumes that land under forestry is constant and households allocate their time to farming and forestry. Comparative dynamic results suggest that higher prices for agriculture output, lower input prices, better knowledge of farming techniques and a lower discount rate may result in a higher equilibrium stock of forest resources. Regional differences in total factor productivity, efficiency, and technological change in the Philippine rice sector are examined for the post-Green Revolution era. Malmquist productivity indices were constructed for 1971-90 and were decomposed into efficiency and technological change. The average annual Malmquist productivity growth was only slightly positive. Productivity growth was negative during the early 1970s, and was followed by a period of positive growth. Growth was negative again in the late 1980s. The period of positive growth coincided with the introduction of new rice varieties while the declines are likely to have been caused by intensification of rice production in …

This paper develops a spatial model for a water basin that allows for surface water allocation and reuse of the water that is lost. The analytical solution suggests specialization of production over space—upstream farmers use canal water and downstream farmers pump groundwater that is lost upstream. Groundwater emerges as an endogenous ‘‘backstop’’. The empirical results suggest that when traditional conservation technologies are used, optimization over the entire basin leads to a significant increase in aggregate output, project area and water use. Somewhat counter-intuitively, rents from water decrease if farmers switch from traditional to modern irrigation technology.

Technical Efficiency Of The Danish Trawl Fleet: Are The Industrial Vessels Better Than Others?, Niels Vestergaard, Dale Squires, Frank Jensen, Jesper Levring Andersen

Technical efficiency in the Danish trawl fishery in the North Sea is estimated for 1997-1998 with a stochastic production frontier model. This model allows for both technical efficiency and a stochastic environment. The results show that the production frontier can be modelled by a translog function with time effects and a technical inefficiency function. The type of fishery (industrial or consumption) and size of vessel give a good explanation for the inefficiency of the fleet. The average technical efficiency is estimated to be 0.80. On avrage, industrial vessels have a higher technical efficiency than human consumption vessels, and smaller industrial …
