Cross-Border Shopping And The Sales Tax: A Reexamination Of Food Purchases In West Virginia, Mehmet Serkan Tosun, Mark Skidmore

Regional Research Institute Working Papers

In this paper we present new evidence of cross-border shopping in response to sales taxation. While several instructive studies provide estimates of the cross-border shopping effect, we utilize a unique opportunity to evaluate the effect of a large discrete change in sales tax policy. Using county level data on food income and sales tax data for West Virginia over the 1982-2000 period we estimate that for every one-percentage point increase in the county relative price ratio due to sales tax change, the per capita food income decreases by about 0.7 percent. Cover, Copy And Compare Method Versus Copy, Cover, And Compare Method For Teaching Mathematics: A Comparative Analysis, Joel Grafman

This study compared the fluency and accuracy rates produced when using the Cover, Copy, and Compare and Copy, Cover, and Compare interventions to complete subtraction math problems. Two second grade classrooms consisting of 20 or more students participated in the study. Participants were administered a pretest, Cover, Copy, and Compare worksheet, Copy, Cover, and Compare worksheet, and a posttest. Results revealed significantly higher digits correct per second (i.e. fluency) scores on the posttest and Cover, Copy, and Compare worksheets when compared to the pretest and Copy, Cover, and Compare worksheets with no difference in the errors per second (i.e. accuracy) …

An Efficient Mechanism To Control Correlated Externalities: Redistributive Transfers And The Coexistence Of Region And Global Pollution Permit Markets, Arthur J. Caplan, Emilson C.D. Silva

We examine joint tradable permit markets as a self-enforcing mechanism to control correlated externality problems. By “correlated” we mean multiple pollutants that are jointly produced by a single source but which simultaneously cause differentiated regional and global externalities (e.g. smog and global warming). By “self-enforcing” we mean a mechanism that accounts for the endogeneity that exists between competing jurisdictions in the setting of environmental policy within a federation of regions. We find that joint domestic and international permit markets are Pareto efficient for a wide class of preferences.

This study provides an improved methodology for investigating the trade‐offs between the health risks and economic benefits of using atrazine in the agricultural sector by incorporating public attitude to pesticide management in the analysis. Regression models are developed to predict finished water atrazine concentration in high‐risk community water supplies in the United States. The predicted finished water atrazine concentrations are then used in a health risk assessment. The computed health risks are compared with the total economic surplus in the U.S. corn market for different atrazine application rates using estimated demand and supply functions developed in this work. Purpose

– The purpose of this article is to question the misplaced efforts to curb alcohol abuse through “responsible” drinking messages from the alcohol industry, asking how responsible this strategy really is.

Design/methodology/approach

– This article cites published research that calls into question the effectiveness of “responsible” messages, particularly those that situate the problem of alcohol abuse within drunk driving and underage drinking without addressing heavy consumption. Examples of “responsible” messages are drawn from websites of three major beer companies.

Purpose – This article aims to address the nature of vulnerability and the basis for protecting certain audiences from targeted goods and services. It aims to evaluate the need for protection as well as marketers’ defense that protection merely patronizes audiences.

Design/methodology/approach – This article cites published research that offers guidelines for determining vulnerability in the marketplace and examines conclusions from a case study that argue for holding companies to have standards of both individual and collective responsibility.

The Family and Medical Leave Act of 1993 (FMLA) permits eligible workers to take up to 12 weeks per year of unpaid leave for medical reasons—either their own or those of an immediate family member. In the case of personal medical leave, an employee is entitled to leave for medical conditions that constitute “serious health conditions” and that make an employee unable to perform the functions of his or her position. The FMLA statute defines “serious health condition” as: “an illness, injury, impairment or physical or mental condition that involves inpatient care or continuing treatment by a health care provider.” …
