Intervening In The Israeli-Palestinian Conflict: A Strategy And Its Risks, David Matz
Intervening In The Israeli-Palestinian Conflict: A Strategy And Its Risks, David Matz
New England Journal of Public Policy
The primary problem in reaching a peaceful arrangement between the Israelis and the Palestinians is that a significant number of people on both sides reject dividing the land between the Mediterranean and Jordan (the two-state solution), and neither local government (not the Israelis nor the Palestinians) can control their own rejectionists. As long as any "solution" assumes that the local governments will be able to confront these rejectionists, that plan will fail. The only way around this is with the use of an international coalition composed, at least, of the United States, the EU, the UN, and Arab countries. The …
Peace Through War? United States And Israeli Strategies, Heribert Adam
Peace Through War? United States And Israeli Strategies, Heribert Adam
New England Journal of Public Policy
Can the lessons learned from South Africa's struggle with apartheid be applied to the Israeli-Palestinian conflict? Is a two-state solution in the Middle East a realistic way out of the long-standing dilemma? Or is a common state (what Israelis usually refer to as a "bi-national" state), which might be defined by a high security barrier, a feasible solution? The author investigates the implications of Iraq and 9/11 on progress toward a solution.
Africa And The War On Terror, Eddy Maloka
Africa And The War On Terror, Eddy Maloka
New England Journal of Public Policy
The U.S. war on terror is now in its third year, and the bombings in Afghanistan and Iraq are far from over. Many analysts and policy thing-tanks have reflected on the impact of this war on Africa; some have put emphasis on the economy, development aid, security questions, and others on implications for U.S. foreign policy. The intention of this piece is to introduce new elements to the reflection.
Transitions From Terrorism To Modernity: Linking External And Internal Change Dimensions, Greg Mills
Transitions From Terrorism To Modernity: Linking External And Internal Change Dimensions, Greg Mills
New England Journal of Public Policy
The struggle between Arab nationalism and Islamic radicalism may determine the direction of Middle Eastern politics and society and possibly of world history for decades to come. The war on terror is likely to be more like the Cold War than a hot war, but a successful battle against the war on terrorism will have to involve military means with long-term engagement. The answer may lie in shifting the focus away from attempts to defeat the enemy to a strategy that attempts to neutralize the enemy, which demands nuance and empathy with local conditions.
From Dictatorship And War To Democracy: Alternative Future For The Drc, Claude Kambuya Kabemba
From Dictatorship And War To Democracy: Alternative Future For The Drc, Claude Kambuya Kabemba
New England Journal of Public Policy
With a transitional government in place, peace is now a possibility in the Democratic Republic of the Congo (DRC). Policy options are being considered to sustain the peace and start the work of building a Congolese state that would not repeat the failings of the past. There is hope that the transitional period will produce democratic elections and subsequently a legitimate government, which would start to shake the view of the DRC as the "heart of darkness." There are two main obstacles to state-building in the DRC: lack of consensus on governance and illegal exploitation of resources. The two are …

Extending Predation Analysis To Monopolist's Bundled Discounts Under Section 2: An Economic, Legal, And Comparative Perspective, Seth B. Chertok
Extending Predation Analysis To Monopolist's Bundled Discounts Under Section 2: An Economic, Legal, And Comparative Perspective, Seth B. Chertok
ExpressO
In LePage’s v. 3M, the Third Circuit decided the first case at the federal appellate court level that dealt with the subject of bundled discounts by a monopolist under Section 2 of the Sherman Act in the period following the U.S. Supreme Court’s decision in Brooke Group Ltd. v. Brown & Williamson Tobacco Corporation. Prior to the decision in Brooke Group, the Third Circuit had only once before addressed this topic in Smithkline Corp. v. Eli Lilly and Company. Smithkline is only significant because it nearly suggested that any bundled discount, regardless of whether above or below cost, was anti-competitive. …
Marc Vs Xml, Peter A. Zuber
Marc Vs Xml, Peter A. Zuber
Faculty Publications
Some of the issues in discussion between MARC and XML deal with the desire to expand the content of the bibliographic record. An often-cited example is the library that wishes to enrich the current electronic record with a table of contents. Although a table of contents inclusion is actually possible with the MARC record, it is certainly not an ideal platform for such content. The MARC record is described as being a "flat" record, meaning it does not have a hierarchal nature. As such, it is a poor candidate for hierarchal structures such as a table of contents. A discussion …
Guest Worker Programs: Problem Or Solution?, Erin Mckenna
Guest Worker Programs: Problem Or Solution?, Erin Mckenna
Pell Scholars and Senior Theses
Should unauthorized immigrants be allowed to legally work within the borders of the United States? This question is at the heart of the debate over the use of guest worker programs in America. Many believe guest worker programs that include these undocumented immigrants would actually be harmful. They fear these immigrants would not leave the country after their legal status has expired and that the conditions for many American workers would diminish.
The Dual Purpose Of The American Jobs Creation Act Of 2004, Dennis J. Kokenos
The Dual Purpose Of The American Jobs Creation Act Of 2004, Dennis J. Kokenos
ExpressO
The American Jobs Creation Act of 2004 claims to help bring offshore investments back to the United States. In reality, the AJCA does much more. The AJCA of 2004 makes adjustments to the U.S. tax code which helps bring the U.S. in line with existing international trade obligations as well as stimulating the U.S economy.

Far Reaches Of The Holiday Bowl Lineup, Richard C. Crepeau
On Sport and Society
Several years ago the good people at the Miller Brewing Company put together the Miller Lite Survey of Sport in America. The survey, greeted by many with a roar of disbelief, found that bowling was the most popular participatory sport in the nation. We are now about to enter the Bowling Zone, a sixteen-day run of college football games with little or no meaning except to close family and friends of the participants, with a few notable exceptions. This is not the kind of bowling that was found in the Miller Lite Survey. These are not events featuring a hard …

Eating Disorder Symptoms, Body Image Attitudes, And Risk Factors In Non-Traditional And Traditional Age Female College Students., Jennifer E. Caldwell
Electronic Theses and Dissertations
This study investigates whether there are certain age groups in college that are more susceptible to eating problems and the contributing factors for eating disorders. The participants were 144 college women divided into traditional and non-traditional age groups. The EDI-2, BSI, RSE, and additional items were administered. The results show that non-traditional age college women were as likely to have eating disorder symptoms and more likely to possess body dissatisfaction than traditional age college students. The data support body dissatisfaction, aging concerns, perfectionism, depression, anxiety, and having children as potential risk factors for eating disturbances. This study suggests that there …

Comparison Of The Stress Levels And Gpa Of African American College Students At Historically Black And Predominantly White Institutions., Yashica Dearcie Woods
Electronic Theses and Dissertations
Stress levels of African American college students attending Historically Black and Predominantly White Institutions were compared. The GPAs of the students were correlated with their stress levels. Racism and social support were explored as factors contributing to stress. Results indicated that African American students attending the Predominantly White institution had higher stress than African American students attending the Historically Black institution and White students attending the Predominantly White institution. The results also indicated that GPA and stress were negatively correlated; as stress levels decreased, GPA increased. A negative correlation was found to be significant with social support and stress; as …

Parenting Style And Its Relationship To Interpretation Of The Bible And Worship Style In College Students., Geoffrey R. Mabe
Electronic Theses and Dissertations
To extend research on Baumrind’s parenting styles, a scenario study was conducted to determine if the gender of a stimulus child and the parenting style employed by stimulus parents would relate significantly to biblical interpretation style and preferred worship style. A 2x3 independent groups factorial design was employed for analysis in two different procedures. Respondents (152 undergraduate students) were provided with one of six scenarios, each of which varied by gender of stimulus child and by one of three parenting styles employed by the stimulus parent. Respondents were then directed to complete the Scriptural Literalism Scale (Hogge & Friedman, 1967) …

The Impact Of Participation In The Johnson City, Tn Citizen's Police Academy., Angela Elkins
Electronic Theses and Dissertations
A Citizen's Police Academy allows citizens to attend the police academy to learn more about police departments and police work. While increasing in popularity, very little research has focused on participant impact. This study examines the impact of the Johnson City CPA on participants' attitudes and beliefs about police work. Surveys were analyzed to discover differences in age, education levels, gender and prior interest in police work concerning satisfaction, importance of training, and behavior change. Older respondents reported the most benefit from participation, while younger respondents were more likely to change their behaviors. Those with mid level educations gained the …

Entry And Vertical Disintegration, Christiaan Hogendorn
Christiaan Hogendorn
We formalize and extend George Stigler’s famous article “The division of labor is limited by the extent of the market.” We emphasize economies of scale in intermediate goods production as a determinant of firm boundaries and vertical control. We show that there are potential coordination failures which may prevent efficient vertical disintegration, and we discuss how these might be either overcome or used to the advantage of incumbent firms.

Qalys And Policy Evaluation: A New Perspective, Matthew D. Adler
All Faculty Scholarship
“QALYs” (Quality-Adjusted Life Years) are a metric for health and longevity very widely employed by health researchers. Surveys are used to assign health states a quality ranking on zero-one scale, with zero representing a health state no better than death and one perfect health. The total QALY value of a health profile is calculated as the time spent in its component health states, each weighted by its quality. Until a few years ago, despite the huge academic literature on QALY measurement, this approach was seldom used by policymakers in the U.S. But there have been recent signs of governmental interest …

Indulge me for a few moments, will you? I write this column just as we approach the Thanksgiving. You will read it having spent the last few weeks recovering from the Christmas Holidays. It seems appropriate at this time, even conventional, to spend a few moments looking at what we all have to be thankful for, even joyous about. All too often the quotidian cares of life weigh us down unceremoniously, and we forget that we have much to be thankful for.

The Significant Other Version Of The Pain Catastrophizing Scale (Pcs-S): Preliminary Validation, Annmarie Cano, Michelle T. Leonard, Aleda Franz
Psychology Faculty Research Publications
Researchers have hypothesized that pain catastrophizing has a social function. Although work has focused on the catastrophizing of individuals with chronic pain (ICPs), little is known about the pain catastrophizing of their significant others. The purpose of this study was to test the validity of a revised version of the original PCS [Sullivan MJL, Bishop S, Pivik J. The pain catastrophizing scale: development and validation. Psychol Assess 1995; 7: 432–524.] in which individuals were instructed to report on their own catastrophizing about their significant other’s pain. In Study 1, a confirmatory factor analysis was conducted to determine the factor structure …
