One of the biggest challenges facing librarians in schools today is working with students who are just learning the English language. An extensive body of literature and research related to school library media centers and English Language Learners was reviewed to address this challenge. On the basis of this research, a handbook was created to help fill the gap between the instruction librarians receive in library methodology courses and the reality in which librarians work every day. A toolkit has been created to assist secondary teachers in using popular culture and the media in conjunction with explicit comprehension strategy instruction in the classroom in an effort to improve struggling students' comprehension. The toolkit consists of an introduction, examples and suggestions for using popular culture and media in the classroom, examples and guidelines for strategic comprehension instruction. CutTent literature and research regarding the use of popular culture and media in the classroom and effective comprehension strategy instruction were reviewed.

Third Grade Library Power!, Kristen Joan Scott

The process of curriculum design for a third grade information literacy skills unit was studied. Studies supporting the connection between a quality school library program and increased student achievement were examined for positive characteristics to be implemented into a third grade library program. State standards in reading, technology, and information skills were analyzed for integration into the design. The result is a third grade information literacy skills curriculum design for implementation into a library program. Implications for future third grade library curriculum improvements are discussed.

An Optimum Currency Area In South Asia: Is It Plausible?, Nilanjan Banik, Basudeb Biswas, Peter J. Saunders

This article is an empirical investigation of the potential feasibility of an optimum currency area (OCA) in South Asia. Under an OCA, member countries share a common currency (like the Euro), and forego autonomy with respect to monetary policy instruments. Countries are good candidates for forming an OCA if there is a long-run relationship in the trend (permanent) component of output. Our results indicate existence of such a long-run relationship in the trend component of gross domestic product (GDP) among the member countries in South Asia. Hence, the South Asia region has the potential to form an OCA.

Effectiveness Of Fiscal Policy In The U.K. During The 1960-1990 Time Period, Peter J. Saunders

This study investigates the impact of fiscal policy on the U.K. economy during the 1960 - 1990 time period. The empirical analysis is conducted within the Granger causality testing methodology. Initially the causal flows between fiscal expenditures, deficits and nominal GDP are examined. A hi-directional causal flow between expenditures and nominal GDP is established while deficits and nominal GDP are found to be statistically independent. However, the main contribution of this research lies in its emphasis on analyzing the impact of fiscal expenditures on real output and prices. Long Memory Versus Structural Breaks In Modeling And Forecasting Realized Volatility, Wei-Choun Yu, Kyongwook Choi, Eric Zivot

In this paper, we explore the possibilities of structural breaks in the realized volatility with the observed long-memory property for the Deutschemark/Dollar, Yen/Dollar and Yen/Deutschemark spot exchange rate realized volatility. The paper finds the substantial reduction of persistence of realized volatility after removing the breaks. Our VAR-RV-Break model provides the superior predictive ability compared to most of the forecasting models when the future break is known. The VAR-RV-I(d) long memory model, however, is still the best forecasting model even when the true financial volatility series are created by structural breaks with unknown break dates and size.

This paper focuses on examining the attendance of MLB teams that play home games in the same metropolitan area – duopoly teams. Comparisons were made between the determinants of attendance for duopoly teams and monopoly teams. While duopoly and monopoly teams share most of the same determinants, the estimated weights on some determinants differ. There is evidence that one duopolist’s attendance is negatively related to the other’s performance. Evidence is therefore provided that fans of one team respond to quality changes in the other team in a city.

Estuaries are last in line as a recipient of river water and for this reason they are particularly vulnerable to negative environmental impacts due to water scarcity and pollution. They only receive the runoff that has not been abstracted or prevented from reaching rivers. When this runoff is substantially reduced their functionality is undermined and they often become less attractive for recreational use. This paper explores some aspects entailed in efficiently managing the allocation of water to estuaries problem and some associated problems. This report uses three decades of U.S. Census data to assess employment patterns by race/ethnicity in the construction sector and construction trades in the City of Milwaukee, Milwaukee County, and the four-county Milwaukee MSA. Historical participation of African Americans and Hispanics in construction occupations are tracked for 1980, 1990 and 2000, using Census Special Equal Employment Opportunity (EEO) Tabulation files. Worksite analysis and maps using Census 2000 place-of-work data only recently made available show where whites, African Americans, and Hispanic workers are employed. Changes in near–surface wind speeds due to global climate change may have profound geophysical and societal impacts. However, Global Climate Models (GCMs) are unable to replicate the historically observed magnitude and spatial variability of wind speeds, so we apply a downscaling technique to generate probability distributions of wind speeds at sites in northern Europe for historical periods (1961–1990 and 1982–2000) and two future periods (2046–2065, 2081–2100). Projections for the twenty-first century (C21st) indicate no evidence of substantial evolution relative to the end of the twentieth century (C20th), although there is increased divergence of results from downscaling of different GCMs toward …

Today sustainable development is a very pertinent issue. Communities do not want companies, specifically mining companies, to deplete a natural resource and leave. The goal is to minimize the negative impacts of mining and the boom/bust cycles of natural resource extraction.

In this study a three part framework was developed to analyze the sustainability of the Flambeau Mine in Ladysmith, Wisconsin. The first and second part dealt with an in-depth local and regional analysis and whether the community was developing within its own vision. Women in Maine's Paper Industry 1880-2006

With support from a Women In Curriculum research grant, Pauleena MacDougall, Associate Director of the Maine Folklife Center assisted by Amy Stevens, graduate student in history, conducted a series of oral histories with women who work or used to work in the pulp and paper industry. The project began May 1, 2006 and was completed September 30, 2006. They asked questions about clothing women wore to work, stories they may have about the mill and relations between workers. Their primary focus was on the expressive culture of the women as we attempt to understand female culture in an industrial setting.

Recognizing Victimhood, Christine Wilke

The category of victimhood resonates deeply with many contemporary struggles for recognition without, however, receiving similar attention by political theories of recognition. Many “struggles for recognition” are fought with explicit reference to massive injustice that have ceased without having been publicly recognized as injustices. The state responses to claims for the recognition of victimhood mirror, I will argue, the state’s dominant conceptions of justice and injustice. In many cases, the state affirms its conceptions of injustice and moral innocence through the selective recognition of victims. For example, the U.S. government has granted Japanese-Americans interned during the Second World War an …
