Death Of Procedural Safeguards: Prior Restraint, Due Process And The Elusive First Amendment Value Of Content Neutrality, Edward L. Carter, Brad Clark

In recent years, federal courts eroded the procedural safeguards required for prior restraint licensing schemes established in Freedman v. Maryland. The Supreme Court of the United States stated that the dangers of prior restraint were accounted for by content neutrality. But a close examination of federal courts of appeals opinions since 2002 reveals that erosion of procedural safeguards may threaten speech interests. First, procedural safeguards have not been required, in some cases, even for content-based prior restraints. Second, courts of appeals have held that, in the context of content-neutral prior restraints, the First Amendment no longer requires a time limit …

Determining Discount Rates For Valuing Properties In Distressed Industries, Hal B. Heaton

This study addresses the procedure for determining discount rates for properties in industries under stress. A simple example with fixed and variable costs, which could represent a company in any of these industries, is used to demonstrate the difficulties of using standard approaches for estimating cost of capital.

Traditionally, adolescence is conceptualized as a period of turmoil during which adolescents are moody, hostile and behave in maladaptive ways. In reality, this stage of development is not as terrible as the stereotypes suggest. Of particular interest during this time is an adolescent's experience of rapid physical, cognitive, and social changes which necessitate interpersonal adjustment to maintain positive relationships with others (Collins & Laursen, 1992). There is a long tradition within the United States of constructing whiteness (the racial subject) against racialized others (the racial object) and in the process displacing the focus of critical analysis. Here we turn our lens to the often invisible--or at least underinterrogated--concept of whiteness within the context of the literature on racial disparities in health. Specifically, we examine how whiteness is constructed in the active literature documenting and interpreting racial disparities in health and the implications of these constructions for efforts to eradicate inequalities in health. This study seeks to measure the attitudes and contributions of professional psychologists who have earned a PsyD degree. Initially developed as a degree to emphasize training in clinical practice over academia or research, the Doctor of Psychology degree follows the "Vail Model," also known as the "practitioner-scholar model." A random sample of practicing clinical psychologists was surveyed to determine if practicing c linical psychologists with a PsyD versus a PhD degree differ in attitude regarding serving diverse populations, public advocacy, and scholarship, and whether these attitudes are confirmed in practice. Even though children's books have been around for centuries, no research has addressed shame dynamics in children's literature. Psychologists can play an important role in the illumination of shaming content in literature, which will shape a child's perception of the world around her. In this qualitative study, five volunteers, non- psychologist adults ranging in ages 26-58 years, discovered that shame exists in children's books. The volunteers noted that shame can be both explicit and implicit in fashion. This study informs us that when given an understanding of shame, a non- psychologist layperson can identify shaming content in children's literature. This …

Locating consumer health information in Arabic is especially difficult. At present, electronic health information in Arabic is limited in scope, not easily accessible, and poorly organized. An academic medical library collaborated with community partners to identify and bring together multiple sources of Arabic language health information in one convenient location. A coverage exercise (CE) is a simple, low-cost, rapid assessment tool that can be used to profile who is reached by a given service or group of service providers or organizations with a common clientele operating within a particular geographic area. This study examined the relation of altered states of consciousness to neuroticization, spiritual experience,

and divergent thinking in a sample of women (N= 102) at late pregnancy and post-delivery. The results

suggest that stress associated with imminent childbirth is linked to higher levels of ASCs and that neuroticization

and spirituality seem to be implicated in the induction of ASCs.

This paper explores the potential importance of marriage and childbirth as determinants of school-leaving in sub-Saharan Africa and identifies some of the common underlying factors that contribute to premature school-leaving and early marriage and childbearing. Results suggests that the reproductive health community should see early marriage as a central area of concern for adolescent reproductive health. Policies that inform parents about the value of starting their children in school on time are likely to have beneficial effects both for grade attainment and for adolescent reproductive health regardless of school quality.

Out-of-school girls are among the most disadvantaged adolescents in rural Upper Egypt. Compared with girls attending school, they are more likely to be engaged in poorly paid farm work, more likely to be married early, and at greater risk for early childbearing and poor pregnancy outcomes. To respond to their situation, through the partnership of Caritas, the Center for Development and Population Activities, the Population Council, and Save the Children, the Ishraq program was designed: a holistic intervention to address the unmet needs of out-of-school adolescent girls. This issue of Quality/Calidad/Qualité describes the evolution of Profamilia through its work on gender-based violence in the Domincan Republic.Their project was conceived along two simultaneous paths: providing support services directly to women and girls who had experienced violence and initiating advocacy in the wider policy arena. Profamilia joined the commission that ultimately designed and promoted a law to increase protection against violence, especially domestic violence against women and children. Although the clinics now run a dynamic service program, the agency has also sustained its advocacy activities. Tap and Reposition Youth (TRY) was a multiphase initiative undertaken by the Population Council and K-Rep Development Agency (KDA), the oldest and largest microfinance institution in Kenya. The overall aim of the project was to reduce adolescents’ vulnerabilities to adverse social and reproductive health outcomes, including HIV infection, by improving their livelihoods options. The project was launched in low-income and slum areas of Nairobi, Kenya, where rates of HIV infection are alarming and where young women are disproportionately affected.

Although access to primary education in Guatemala has increased in recent years, particularly in rural areas, levels of educational attainment and literacy remain among the lowest in Latin America. Inequalities in school access and grade attainment linked to ethnicity, gender, poverty, and residence remain. Age trends show that Mayan females are the least likely to ever enroll, and, if they do enroll, start school the latest and drop out earliest. Innovative programs for girls that combine instruction with social interaction in safe local community spaces may increase their educational attainment and their social networks and means of social support. The usual lessons drawn from East Asia’s striking experience of health and fertility transition concern the efficacy of well-designed government programs catering to an existing or ideationally stimulated demand. An alternative interpretation sees the demographic change—and the uptake of services—as a by-product of social and economic development together with, in some cases, strong government pressures. The Girl Scout Wall (GS Wall) project was implemented in two classes at the University of Dayton (UD): a Mechanical and Aerospace Engineering (MAE) course, and a Health and Sports Science (HSS) course, and Sport Facility Management. The MAE course, Introduction to Materials, is a three-credit, third-year required course where students learn about the basic structure and properties of materials as well as the principles of material selection. The Sport Facility Management course is a three-semester hour, required HSS course where students are introduced to the processes of planning, constructing, equipping, maintaining, and managing sport facilities.

The question of whether people use perceived expressions of emotion to infer motive is tested in this study. Naïve observers viewed target subjects performing a simple «tower building» task under more or less motivating conditions. Observers ranked target effort levels and ticked emotions displayed of four targets. Motive rankings matched target motive conditions well. Emotion checklist scores also showed high accuracy when compared with target self-reports of emotions experienced. Regression showed that most of the variance in motivation ratings was accounted for by emotions observed. The impact of fiscal decentralization on equalization between regions has received significant attention but there has been much less research of the impact of decentralization on equalization within regions. Theory suggests that the tradeoff between local fiscal autonomy and equalization ought to be most pronounced at the sub-region level where rural-urban disparities in the level of development are substantial. This paper is an empirical analysis of the impact of fiscal decentralization on equalization within one Russian region, Leningrad (State).
