Fiscal Decentralization, Macrostability, And Growth, Jorge Martinez-Vazquez, Robert M. Mcnab

This paper examines how fiscal decentralization may influence economic growth. Previous research on this question has primarily focused on the potential direct relationship between decentralization and growth. In this paper, we also examine the potential indirect influence of decentralization on growth through its impact on macroeconomic stability. We find that decentralization may positively influence price stability in developed countries, though this impact is much less clear in developing and transitional countries. We also find some evidence suggesting that decentralization may directly and negatively affect economic growth in higher-income countries but that this effect is reduced through the indirect positive impact …

This thesis examines the form of reconstruction intervention known as 'nation building', through a case study of the United Nations led operation in East Timor that began in 1999. It examines how the idea of the nation and statehood first arose, and how these ideals are still prevalent in modern nation building interventions. The thesis also examines the weaknesses and ambiguities that have become associated with nation building, and how such weaknesses have found a common thread through subsequent interventions The thesis then uses the case study of the intervention in East Timor, dividing the operation in to three stages; …

Implicit theories have been extensively studied in educational psychology (e.g. Dweck, 1999; Dweck & Leggett, 1988). Implicit theories have been related to goal orientation, response to failure, attributional style and perception of effort. With a few exceptions (e.g. Heslin, Latham, & VandeWalle, 2005; Martocchio, 1994) the potential applicability of this research to industrial/organizational psychology has been largely ignored. The current study proposed a measure specifically designed to measure implicit theories about work, assessed its relationship to other implicit theory measures, and explored potential relationships with work domain antecedents. Discussion boards provide an interactive venue where new and future language teachers can reflect, evaluate, solve problems or simply exchange ideas (e.g., Bonk, Hansen, Grabner-Hagen, Lazar, & Mirabelli, 1996; DeWert, Babinski, & Jones, 2003; Kumari, 2001; Pawan, Paulus, Yalcin, & Chang, 2003). In addition, encouraging future teachers to learn with technology before teaching with it allows them to become comfortable using various computer applications.

This report presents results of an organizational analysis conducted of the Processing Services Division of Thomas Cooper Library at the University of South Carolina. The authors reviewed a selection of the recent literature relevant to technical services. The authors also compiled and analyzed the recent history, organization structure, mission, goals, and objectives for Thomas Cooper Library and the Processing Services Division. The report presents results from twelve interviews with Division staff, management, and Library administration; an exploration of catalog use statistics; and a staff time allocation study. Purpose – The purpose of this paper is to discuss the University of South Carolina's Digital Activities Department's history and development.

Design/methodology/approach – This article recounts the development of the Digital Activities Department and examines local policies and procedures. In addition, the article discusses the fundamental issues of choosing a digital repository, creating metadata, and scanning images. The authors take a practical, in-depth approach in discussing their experiences.

One of the emerging issues with the internationalisation of accounting in enabling the globalisation of markets is its implicit role in privileging the destabilising social effect of globalisation, which risks alienating emerging economies and contributing to global instability. This study analyses human capital (HC) management practices in a small privately owned public hotel group, in the context of intellectual capital (IC). Previous studies have highlighted how firms measure and report HC, however few studies have examined the HC management practices of firms. This study analyses these practices using multiple data methods – namely, observation, interaction with staff, examination of internal financial and management reports, and semi-structured case study interviews - on a continuous basis over a one-year period. Australia has historical time series for a wide range of economic data covering most of the twentieth century. These include statistical information relating to national income, demography, prices, external trade, financial markets, and the government sector. However, we lack a long time series for business profits. We have calculations for some industries, especially banking, and national figures from 1985 using the IBIS database.

The purpose of this study was to investigate the functional outcomes of clients who received post-acute rehabilitation services following a Traumatic Brain Injury (TBI) in an effort to identify predictors affecting outcome. An archival database was used to study three different outcome measure ratings over two and or three consecutive time periods. There were 105 participants, 82 male, 23 female, 87 residential and 18 outpatient, who were 19-78 years of age. A multivariate analysis of variance (MANOVA) was conducted within subjects to identify changes across time. No significant changes were found. Attention Deficit Hyperactivity Disorder (ADHD) is a serious disability that has been shown to adversely affect cognition, affect, and behavior. Research using traditional measures of cognitive functioning, such as intelligence tests has shown that children diagnosed with ADHD perform poorly on cognitive measures of processing speed, and on working memory in particular (Kerns, Mclnerney & Wilde, 2001; Weiler, Bernstein, Bellinger & Waber, 2000). Mahone, et al. (2003), note that reviews involving the Wechsler Scales for children suggest that Full Scale IQ scores (FSIQ) on the WISC-III average 5 to 6 points lower than scores in the WISC-R.
