Is International Trade A Substitute For Migration?, Robert J. Carbaugh

If a goal of immigration reform is to lessen the flow of unauthorized immigrants into the U.S., could international trade be used to deter immigration rather than adopting legal barriers? The purpose of this paper is to shed some light on this question by considering the theoretical foundations and empirical research regarding the connection between trade and migration.

The purpose of this presentation is to share the results of a study which was conducted in 2006-2007 for a dissertation titled "Factors Influencing Faculty Members' Motivation in Integrating Service-Learning into Their Syllabi." Do Different Expenditure Mechanisms Invite Different Influences? Evidence From Research Expenditures Of The National Institutes Of Health, Jungbu Kim

This study examines 1) whether the different expenditure mechanisms used by the National Institutes of Health (NIH) invite different sources of influences on the budget process and thus on the expenditure outcomes and 2) whether the frequent use of omnibus appropriations bills since 1996 has changed budget levels of the institutes under the NIH. The NIH uses two major expenditure mechanisms with very different beneficiary groups: the principal investigator-initiated Research Project Grants and Intramural Research. Overcoming The "Do-Gooder Fallacy": Explaining The Adoption Of Effectiveness Best Practices In Philanthropic Foundations, Shena Renee Ashley

Public Management and Policy Dissertations

An adoption model was proposed to examine the influence of four types of organizational factors- organizational capacity, organizational structure, operating environment and grantmaking orientation- on the adoption of four effectiveness best practices, formal evaluation, knowledge management, leadership development and operating grants in philanthropic foundations. Data were collected from a national survey of foundations and the Foundation Center database. The results indicate that the grantmaking orientation of a foundation is the greatest indicator of adoptive behavior. Furthermore, capacity constraints are most relevant to the adoption decision when the adopting practice requires significant investments of time, money and expertise. Given the social …

Agribusiness

The invention of agriculture that occurred around 10,000 years ago heralded a shift from nomadic hunting and gathering to more managed forms of food, feed and fibre production. The domestication of crops initially involved the saving of seed from one season for planting in subsequent years. Later, farmers purposefully selected crop varieties and so in practice began matching and, by repeated selection over many years, adapting crop genetics to the environment in which the crop was grown. From its inception, enhancing G x E (i.e., gene by environment) interactions was an intrinsic, if not defining, feature of agriculture.

Improving fuel performance in all modes of transportation is becoming more important as fuel prices increase and concerns over environmental issues rise. This is particularly relevant in the class 8 motor carrier sector which accounts for the majority of fuel consumption among all classes of motor freight movement. The present study evaluated the extent that existing technologies, systems and policies designed to improve fuel efficiency have been and are expected to be adopted by current class 8 fleets. Results suggest that while many of the efforts of suppliers to the industry are focused on new technologies, there remains an opportunity …

The first meeting of the International Research Network, Africa (IRN-Africa) was held in Saly, Senegal, February 8-10, 2007. The meeting was attended by twenty six scholars, artists, and human rights activists from ten countries including Cameroon, Canada, Ivory Coast, Jamaica, Kenya, Namibia, Nigeria, Senegal, South Africa, and the United States.

It seemed to me, a denizen of the world of queer studies, unremarkable, even normal as I jotted it down. Scholars and theoreticians have long argued about the compatibility of Islam and democracy. Bush administration support for export of democracy to the Middle East has brought the debate to the forefront of policy circles. As the discussion continues, statistical models can be useful to interpret the historical record. While recent studies have reached contradictory conclusions, as more data is considered, a nuanced relationship between Islam and democracy emerges: In all but the poorest countries, Islam is associated with fewer political rights.
