Human capital can be defined as the benefit gained from education, training, or just living life that actually enhances workers' productivity (Becker). It is important to consider the most efficient ways of producing human capital if society is to allocate resources in a manner that maximizes economic value. Investments in human capital are likely to be more efficient when the target of the investment is youngest because young people are able to reap the benefits fora longer period of time. White racial identity development includes abandoning racism and considering racial information more objectively. Racial identity is a key aspect of multicultural competency, which is a high priority within the counseling profession. Psychological barriers to White counselors' racial identity development include personal characteristics, cognitive strategies, and beliefs. Personal traits related to racism include poorer overall mental health, more anxiety, more neurotic tendencies, and less open, extroverted, agreeable, flexible, responsible, and tolerant personalities.

Cognitive processes to avoid confronting the reality of racial issues include self distortion, defense mechanisms, dysconsciousness, stereotyping, and stigmatization. Racist attitudes are maintained by specific beliefs including the myths …

The article describes the concept, methodology, data gathering and study expansion using the Reference Effort Assessment Data (READ) scale developed at Carnegie Mellon University in Pittsburgh, Pennsylvania. READ Scale pertains to a tool for recording vital supplemental qualitative statistics gathered when reference librarians assist users with their inquiries or research-related activities. The scale is easy to use compared with the traditional method of gathering reference statistics.

The Thirteenth Amendment has relatively recently been rediscovered by scholars and litigants as a source of civil rights protections. Most of the scholarship focuses on judicial enforcement of the Amendment in lawsuits brought by individuals. However, scholars have paid relatively little attention as of late to the proper scope of congressional action enforcing the Amendment. The reason, presumably, is that it is fairly well settled that Congress enjoys very broad authority to determine what constitutes either literal slavery or, to use the language of Jones v. Alfred H. Mayer Co., a "badge or incident of slavery" falling within the Amendment's …

Despite its explosive growth over the past several decades, Islamic finance continues to have trouble attracting large numbers of otherwise pious Muslims as potential investors. The underlying reason for this is that the means that the practice employs to circumvent some of the central Muslim bans relating to finance (most notably, the ban on interest) are entirely formal in their structure and are equivalent to conventional structures both legally and economically. Abstract

Oregon State University’s recent response to the crisis in scholarly communications recognizes that teaching faculty must be involved in communicating an appropriate response to their faculty colleagues. As authors, editors, and peer reviewers, direct faculty action can encourage publishers to lower costs and can enhance the availability of research. The author discusses the work of a faculty-led task force that communicates information about unsustainable journal costs to faculty peers and the actions that can be taken to counteract this trend. Observations Of Rough-Toothed Dolphins (Steno Bredanensis) Off The Coast Of Utila, Honduras, Stan A. Kuczaj Ii, Deirdre Yeater

Local dive shop operators and fishermen report that rough-toothed dolphins (Steno bredanensis) are frequently encountered off the coast of Utila, Honduras, (16°05'46.5"N 86°55'47.8"W). Our observations suggest that at least some of these animals may constitute a resident population, although the extent of the resident group’s home range has not been determined. Twenty-eight rough-toothed dolphins were identified using photoidentification techniques, 15 of which were re-sighted on two or more occasions. The 12 animals that were re-sighted four or more times were typically seen together, suggesting that they constitute a stable social group. At least one of these dolphins is …

The Private Rates Of Return To Undergraduate Education By Major, Nick Johnson

The private returns to undergraduate education are important to understand for high school graduates trying to decide between the work force and college. The IRR method is the best measure of the private returns to education because it allows for important variables to be accounted for and includes the time value of money. Using data from the National Longitudinal Study of 1972, there are large differences in the returns to college by major. This model allows the returns to college to vary by college selectivity and, through ability, within an individual major.

In this paper, I analyze four alternative policies that address "premium risk": the risk that health insurance premiums will increase if an individual acquires a chronic condition. They are: premium risk insurance, community rating, anti-discrimination laws for large firms, and government subsidies. I show that community rating and anti-discrimination laws provide incomplete protection, and have the potential to create welfare-reducing distortions in incentives, while subsidies can be designed that mimic the efficiency of premium risk insurance. While the economic concepts behind these conclusions are well-documented and well-understood, I believe my own model adds value in the form of simplicity and …

This thesis explores how traditional beliefs and institutions have been used in a nationwide campaign against the spread of HIV / AIDS in the case· of Senegal. Relying on the works of Max Weber, Edward Shils, and Erving Goffinan, the theoretical chapter of the thesis develops the concepts of traditionalism, modernization, rationalization, and social stigma. This theoretical framework is applied to the case of Senegal in order to support the idea that the tradition of Sufi Islam played an important role in the nationwide campaigns against AIDS. This paper uses panel data on the salaries and benefits of liberal arts college presidents during the period 2001-02 to 2003-04 to understand what presidents are rewarded for. Introduction: This report analyzes how well the residents of Washington Heights/Inwood (WH/IN) have fared on selected health indicators set forth by the NYC Department of Health and Mental Hygene between 2000 and 2005.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Immigrant families in particular face a multitude of health concerns, as well as specific barriers to accessing health care services. The socioeconomic and …

This paper investigates the linkage between small business bank lending and small business employment growth by testing two hypotheses: first, whether there exists any causal relationship between bank’s small business lending and the small business employment at the disaggregate level and, second, whether the evidence on the causality from the disaggregate data is consistent with the evidence from the aggregate data and the pooling data. The general hypothesis would be that the greater the level of regional aggregation, the more probable that we can find clear causality between bank credit and economic activity, but the empirical results from the aggregate …
