The Role Of Auditors In Fraud Detection, Prevention And Reporting In Nigeria, Ayobami Oluwagbemiga Oyinlola

Library Philosophy and Practice (e-journal)

Abstract This study investigates the role of auditors in the detection, prevention and reporting of fraud. Data were obtained from 184 respondents in Nigeria. The findings revealed that the respondents are very concerned about the problem of fraud. In addition, the respondents placed very high expectation on auditors’ duties on fraud prevention and detection. This perception is in contrast with the stated primary objective of an audit, as stipulated in ISA 200, which merely required auditors to form an opinion on the financial statements, but not of fraud detection. Information And Contact-Making In Policy Networks: A Model With Evidence From The U.S. Health Policy Domain, Daniel Carpenter, Kevin Esterling, David Lazer

Theory: The political information that lobbyists seek is distributed in a communications network. Individual lobbyists must therefore choose their contacts carefully. We wed rational choice theory to network analysis in a combinatorial optimization model of lobbyists’ choice of contacts in a network. The model demonstrates the growing importance of political "friends" relative to acquaintances as contacts when the competition for information among groups rises. Hypotheses: Our model predicts that when the general demand for political information is low, a cocktail equilibrium prevails: lobbyists will invest their time in gaining "weak tie" political acquaintances rather than in gaining "strong tie" political …

Management-Based Regulation: Prescribing Private Management To Achieve Public Goals, Cary Coglianese, David Lazer

We analyze a little-studied regulatory approach that we call "management-based" regulation. Management-based regulation directs regulated organizations to engage in a planning process that aims toward the achievement of public goals, offering firms flexibility in how they achieve public goals. In this paper we develop a framework for assessing conditions for using management-based regulation as opposed to the more traditional technology-based or performance-based regulation. Drawing on case studies of management-based regulation in the areas of food safety, industrial safety, and environmental protection, we show how management-based regulation can be an effective strategy when regulated entities are heterogeneous and regulatory outputs are …

Whether as team members brainstorming or cultures experimenting with new technologies, problem solvers communicate and share ideas. This paper examines how the structure of communication networks among actors can affect system-level performance. We present an agent-based computer simulation model of information sharing in which the less successful emulate the more successful. Results suggest that when agents are dealing with a complex problem, the more efficient the network at disseminating information, the better the short-run but the lower the long-run performance of the system. How do attitudes and social affiliations co-evolve? A long stream of research has focused on the relationship between attitudes and social affiliations. However, in most of this research the causal relationship between views and affiliations is difficult to discern definitively: Do people influence each other’s views so that they converge over time or do they primarily affiliate (by choice or happenstance) with those of similar views? Here we use longitudinal attitudinal and whole network data collected at critical times (notably, at the inception of the system) to identify robustly the determinants of attitudes and affiliations. Advocates of dialogic communication have promoted two-way symmetrical communication as the most effective and ethical model for public relations. This article uses John Durham Peters’s critique of dialogic communication to reconsider this infatuation with dialogue. In this article, we argue that dialogue’s potential for selectivity and tyranny poses moral problems for public relations. Dialogue’s emphasis on reciprocal communication also saddles public relations with ethically questionable quid pro quo relationships. Increased corporate-sponsored university research and professorial consulting has caused medical, psychological, and other scientific journals to adopt conflicts-of-interest disclosure policies. This study examines editorial policies concerning conflicts of interest at communication journals in the context of Habermas’s theory of communicative action. The results show that communication journals do not have the same mandatory disclosure requirements that journals of other disciplines have. In this regard, communication research journals are similar to the mass media. Consequently, the article suggests that disclosure policies are needed if communication research journals are to function as part of a larger dialogic process. This article makes three main claims: (1) that the philosophy of Ludwig Wittgenstein, properly understood, has no normative or political implications whatsoever; (2) that scholars with otherwise dramatically conflicting interpretations of Wittgenstein should nonetheless all agree with this conclusion; and (3) that understanding the (non-) implications of Wittgenstein’s philosophy helps to answer the two motivating questions of the literature on value pluralism — whether values are (or can be) plural (yes), and whether value pluralism leads to, requires, or reveals some particular normative or political response (no).

First, we discuss the limits of numerical assessment tools as applied to computer science publications. Nutrient Enrichment Enhances Hidden Differences In Phenotype To Drive A Cryptic Plant Invasion, Christine Holdredge, Mark D. Bertness, Eric Von Wettberg, Brian R. Silliman

Many mechanisms of invasive species success have been elucidated, but those driving cryptic invasions of non-native genotypes remain least understood. In one of the most successful cryptic plant invasions in North America, we investigate the mechanisms underlying the displacement of native Phragmites australis by its Eurasian counterpart. Since invasive Phragmites' populations have been especially prolific along eutrophic shorelines, we conducted a two-year field experiment involving native and invasive genotypes that manipulated nutrient level and competitor identity (inter- and intra-genotypic competition) to assess their relative importance in driving the loss of native Phragmites.
