Effective school leadership is widely seen as a key determinant of student achievement, yet it remains unclear what constitutes an effective principal. To address the need to develop new principals to lead urban schools, the New Leaders for New Schools organization was established with the goal of ensuring high academic achievement for all students by attracting, preparing, and supporting leaders for urban public schools. Shooting On A Moving Target: Explaining European Bank Rates During The Interwar Period, Kirsten Wandschneider

This paper describes the monetary policy response of countries during the inter-war period. How did central banks react to the Great Depression? How did countries balance the externals demands of the gold standard with domestic policy pressures? What was the optimal level of international policy coordination? We use weekly data over the period 1925-1936 to estimate central bank rate reaction functions for a panel of 22 countries during the inter-war gold standard. The estimates suggest to us changing objectives for monetary policy. Countries moved away from the sole objective of convertibility and towards a more ‘modern’ monetary policy based on …

Lifting Without Seeing: The Role Of Vision In Perceiving And Acting Upon The Size Weight Illusion, Gavin Buckingham, Melvyn Goodale

BACKGROUND: Our expectations of an object's heaviness not only drive our fingertip forces, but also our perception of heaviness. This effect is highlighted by the classic size-weight illusion (SWI), where different-sized objects of identical mass feel different weights. Here, we examined whether these expectations are sufficient to induce the SWI in a single wooden cube when lifted without visual feedback, by varying the size of the object seen prior to the lift.

METHODOLOGY/PRINCIPAL FINDINGS: Participants, who believed that they were lifting the same object that they had just seen, reported that the weight of the single, standard-sized cube that they …

Web sites about sexual health lack the interactivity, humor, and “viral” nature required to attract young adults. The Midwest Teen Sex Show (www.midwestteensexshow.com) is an interactive, humor-based Web site that provides sexual health information to young adults. One episode from the Web site was shown to six focus groups of young women, ages 18–30. Women found it funny, but some were offended or confused. Women were unable to differentiate between facts and humor; however, women could identify the key messages. Designing a robust sensor network to detect accidental contaminants in water distribution systems is a challenge given the uncertain nature of the contamination events (what, how much, when, where and for how long) and the dynamic nature of water distribution systems (driven by the random consumption of consumers). We formulate a set of scenario-based minimax and minimax regret models in order to provide robust sensor-placement schemes that perform well under all realizable contamination scenarios, and thus protect water consumers. Economies Of Scope For Microfinance: Differences Across Output Measures, Valentina Hartarska, Christopher Parmeter, Denis Nadolynak, Beibei Zhu

In banking, scope economies of mobilizing deposits and lending are often estimated, while consideration of the same measures for microfinance institutions (MFI) is still in its infancy. An open issue remains regarding what characterizes an output of an MFI. Moreover, depending on the output used, do estimated scope economies differ? We use a novel data set for over 800 MFI across more than 70 countries to estimate economies of scope. Our findings suggest that statistical differences arise between estimates of scope economies. However, our qualitative findings indicate that both of these measures provide similar overviews of the landscape of scope …
