Should Income Transfers Be Targeted Or Universal? Insights From Public Pension Influences On Elderly Mortality In Canada, 1921–1966, Jesse A. Matheson, J.C. Herbert Emery

We investigate the impact of Canada’s means-tested and universal public pension programs on the mortality rates of recipient age groups for the period 1921–1966. We find that only the universal program significantly reduced recipient age group mortality rates. The implied social value of the mortality risk reduction from this program is onetenth of the value per statistical life associated with contemporary government policy, meaning that Canadians did not need to place a high value on the life of a senior to justify the higher cost of the universal program.

Heterogeneity In Income Tax Incidence: Are The Wages Of Dangerous Jobs More Responsive To Tax Changes Than The Wages Of Safe Jobs?, David Powell

Income taxes distort the relationship between wages and non-taxable amenities. When the marginal tax rate increases, amenities become more valuable as the compensating differential for low-amenity jobs is taxed away. While there is evidence that the provision of some amenities responds to taxes, the tax literature has ignored the consequences for job characteristics which cannot fully adjust. This paper compares the wage response of dangerous jobs – measured by injury and fatality rates – to the wage response of safe jobs. When marginal tax rates increase, we should see the pre-tax compensating differential for on-the-job risk increase, implying the existence …

Spatial Variations In The Character Of Off-The-Books Entrepreneurship: Lessons From A Study Of Contrasting Districts In Moscow, Colin C. Williams

Although there is growing recognition that many entrepreneurs start-up trading partially or wholly off-the-books, few have evaluated whether the character of this hidden enterprise culture varies spatially. To begin to do so, this paper evaluates whether and how the nature of off-the-books entrepreneurship differs across an affluent, mixed and deprived district of Moscow. Drawing upon 313 face-to-face interviews, the finding is that wholly legitimate enterprises represent just the tip of the iceberg in Moscow. Beneath the surface in all the districts is a large hidden enterprise culture. However, off-the-books entrepreneurship in the affluent district is comprised more of registered businesses …

This paper reviews this burgeoning sub-field of entrepreneurship studies that recognizes how entrepreneurs do not always conduct their business affairs wholly by the rulebook. In recent years, there has been a growing realisation that beyond the realm of legitimate entrepreneurship is a large hidden enterprise culture composed of entrepreneurs conducting some or all of their trade off-the-books. Until now, however, few have evaluated how many entrepreneurs start-up their ventures trading off-the-books and why they do so. Reporting face-to-face interviews conducted in Ukraine during 2005-06 with 331 entrepreneurs, the finding is not only that the vast majority (90%) operate partially or wholly off-the-books but also that they are not all driven by necessity and as a last resort and survival strategy into entrepreneurship. Natural Resource Damage Assessment cases often call for compensation in non-monetary or restoration equivalent terms. In this paper we present an approach that uses a conventional economic model, a travel-cost random utility model of site choice, to determine compensatory restoration equivalents for hypothetical beach closures on the Gulf Coast of Texas. Our focus is on closures of beaches on the Padre Island National Seashore and compensation for day-trip users. We use a mixed logit site choice model in our application with revealed preference data. In this paper we consider the effects of negative and positive risk information on perceived seafood risks and seafood consumption by gender and race. The data is from a Mid-Atlantic survey of coastal seafood consumers. We elicit risk perceptions in three risk scenarios with a dichotomous choice with a follow-up question format. We elicit continuous revealed and stated preference seafood consumption in nine risk and price scenarios. Analysis in four gender and race categories indicates that demographic groups respond to the positive and negative information in different ways. Communication of risk information as risk mitigation policy is a challenge.

Measuring The Recreational Use Value Of Migratory Shorebirds: A Stated Preference Study Of Birdwatching On The Delaware Bay, Kelley H. Myers, George R. Parsons, Peter E T Edwards

In this article we estimate the recreational use value of household trips to view shorebirds during the annual horseshoe crab/shorebird migration on the Delaware Bay. We use contingent valuation to estimate the value of day and overnight trips separately and use a discrete choice question followed by a payment-card question to generate our valuation data. Our best estimates for the value of a day trip is about $66 - $90/household and for an overnight trip is about $200 - $425/household (2008$). In recent years, public schools have moved away from traditional grade configurations with junior high schools and have shifted towards integrating sixth grade students into middle schools. It has been argued that the effect this will have on students is to allow for additional freedom and earlier social growth. However, the counterargument to this debate is that these sixth grade students would then be exposed to an older cohort sooner and therefore would be exposed to negative peer influences. To date, most criminological research on digital piracy has focused exclusively on college student samples. This focus has left a vacuum in researching other populations potentially involved in such piracy. Specifically, adolescents are often associated with other crimes, yet have been severely understudied in relation to digital piracy. The present study seeks to address this by presenting the first multivariate examination of engagement in digital music piracy among middle school and high school students. Government Size And The Stability Of Output: Evidence From Emerging Market Economies, John Thornton

Fata ́ s and Mihov (2001a, b) reported a negative and statistically significant relation between government size and output variability in a cross-section of 20 Organization for Economic Cooperation and Development (OECD) countries and concluded that large governments stabilize output. This conclusion does not appear to be valid for Emerging Market Economies (EMEs). Results from cross-section and combined cross-section and time series regressions for a sample of 21 EMEs for the period 1970 to 2001 indicate that the relation between government size and output volatility is statistically significant and positive.

In recent years, at least 10 emerging market economies have sought to anchor their fiscal frameworks in fiscal responsibility laws. Key factors in the decision appear to include a prior improvement in fiscal discipline, particularly in the context of a federal fiscal system, substantial ethnic fractionalization and vulnerability to adverse shocks, such as real exchange rate volatility and inflation.

Panel cointegration techniques indicate that government revenue (REV) and expenditure (EXP) in a panel of five Asian economies for the period 1974 to 2001 were nonstationary and cointegrated series. However, the cointegration coefficient was significantly less than unity, indicating ‘weak’ fiscal sustainability and the likelihood that policy measures would be needed to put the public finances on a more sustainable basis
