Changes In Educational Inequality In China, 1990-2005: Evidence From The Population Census Data, Xiaogang Wu, Zhuoni Zhang

This paper examines the trend in school enrollment and transitions to senior high school and to college in China for selected young cohorts since the 1990s, based on the analyses of the sample data from population censuses in 1990 and 2000 and the mini-census in 2005. We pay particular attention to educational inequality based on gender and the household registration system (hukou) in the context of educational expansion. Results show a substantial increase in educational opportunities over time at all levels. In particular, women have gained relative more and gender inequality has decreased over time, and the gap in college …

The paper explores the relationship between industry shares in production and their determinants including factor endowments, technology and government policies, in a GDP-function framework. We use a new international panel data set on production and trade compiled by the World Bank. As an intermediate step we calculate Hicks-neutral productivity indices that vary across industries, time and countries. We find that own-TFP is robustly associated with industry shares across time and countries and that, after correcting for these productivity differences, output shares are related to factor endowments (Rybczynski effects) in a plausible way. The Redistributive Effects Of Political Reservation For Minorities: Evidence From India, Nishith Prakash, Aimee Chin

We examine the impact of political reservation for disadvantaged minority groups on poverty. To address the concern that political reservation is endogenous, we take advantage of the state-time variation in reservation in state legislative assemblies in India generated by national policies that cause reservations to be revised and the time lags with which revised reservations are implemented. Using data on sixteen major Indian states for the period 1960-2000, we find that increasing the share of seats reserved for Scheduled Tribes significantly reduces poverty while increasing the share of seats reserved for Scheduled Castes has no impact on poverty. This paper contributes to the growing interest in comparative political theory by examining hypothetical antecedents in both Chinese and Western political thought and how these thought experiments impact conceptions of ‘good government’ and political behavior. A fundamental starting point in Western thought is the ‘state of nature’, commonly characterized by competing visions provided by Hobbes and Rousseau. From each, one derives assumptions about the purpose of politics, society, and appropriate behavior with regard to government. Similarly, reference to the “Sage Kings” of Chinese antiquity plays a comparable role in classical Chinese political philosophy. The reference invokes an idealized hypothetical past, …

This study took a sociocultural theory perspective and investigated interactive contact with French by 18 participants in a short-term study abroad (SA) program and the degree to which interactions with homestay families, U.S. peers, and other French speakers in the local community were perceived as valuable affordances for language learning. Findings demonstrate that whereas contact in French with host families was viewed as a valuable affordance for cultural and / or linguistic learning, participants' interactions in the local community were infrequent and viewed less positively. Peer-to-peer interaction in French was construed by some students as useful for developing confidence with …

Although the professional development of graduate students in foreign language (FL) departments is of critical importance, discussion of its significance and evolution was all but absent in the 2007 MLA Report “Foreign languages and higher education: New structures for a changed world," a document advocating curricular and structural reforms of FL departments in forthright terms. What Shapes Short-Term Study Abroad Experiences? A Comparative Case Study Of Students' Motives And Goals, Heather W. Allen

This comparative case study explored the motives and goals of two American students participating in a short-term study abroad program from an activity-theoretic perspective. Findings demonstrated that despite numerous shared characteristics and language-learning histories prior to study abroad, the students were learning French and participating in SA for different reasons. Dissimilarities between the two students' motives for language learning and initial goals for study abroad led to significant differences during study abroad in their experiences using French outside class and interacting with their host families and, later, to shifts in their goals and language-learning strategies. The 2007 MLA Report calls for large-scale reform in university foreign language (FL) departments to integrate the study of language, literature, and culture and move beyond the the language-content dichotomy that has characterized the undergraduate curriculum for decades. This article explores the implications of these recommendations for introductory FL courses, arguing in favor of a pedagogy of multiliteracies (New London Group, 1996; Kern, 2000) as one pathway toward curricular reform. This study investigated the development of language-learning motivation during short-term study abroad for six intermediate-level students of French. Taking an activity theory perspective, findings demonstrated that one of two orientations motivated participants to learn or continue learning French at the college level: linguistic motives or career-oriented motives. The choice to study abroad was seen as either a critical step to achieving fluency or a means of travel and cultural learning. Enhanced language-learning motivation emerged, to varying degrees, for participants with linguistically oriented motives for learning French who viewed study abroad as a language-learning experience but not for participants with primarily …

Marketing institutions in supply managed industries are evolving due to broad globalization pressures. The output and sales decisions of chicken processing firms under two different pricing mechanisms are modeled using a linear-quadratic inventory model. Decision rules lead to structural equations that relate output and sales to their own lagged values, lagged inventories and lagged prices and cost indicators. A Generalized Method of Moments (GMM) estimator is applied to the system of equations. The null hypotheses no adjustment costs in processing and no role for inventories in marketing are rejected. Language policy implementation is a complex, multilayered process that produces both planned and unplanned outcomes. Understanding the policy implementation process can be achieved by identifying the agents, layers, and processes of language planning and policy activities, analyzing the layers independently, and examining the relationships among the layers. With respect to deaf education policy, such a multidimensional approach calls for attention to federal, state, and district guidelines as well as to how individuals act as policy-implementing agents when determining appropriate educational contexts for deaf students. Objective. Disasters are a regular occurrence throughout the world. Whether all eligible victims of a catastrophe receive similar amounts of aid from governments and donors following a crisis remains an open question. Methods. I use data on 62 similarly damaged inland fishing villages in five districts of southeastern India following the 2004 Indian Ocean tsunami to measure the causal influence of caste, location, wealth, and bridging social capital on the receipt of aid. A Little Now For A Lot Later: A Look At A Texas Advanced Placement Incentive Program, Clement (Kirabo) Jackson

The Texas Advanced Placement Incentive Program pays both students and teachers for passing grades on Advanced Placement (AP) exams. The program was implemented in schools serving primarily low-income, minority populations. Using a difference-in-differences strategy, I find that program adoption is associated with increased AP course enrollment and AP exam taking. Moreover, the program is associated with an increase in students scoring above 1100/24 on the SAT/ACT, and an increase in students matriculating in college. I find no evidence that the rewards distorted behaviors in undesirable ways. I present empirical evidence that teachers and students were not simply aiming to maximize …

Do Students Benefit From Attending Better Schools?: Evidence From Rule-Based Student Assignments In Trinidad And Tobago, Clement (Kirabo) Jackson

In Trinidad and Tobago students are assigned to secondary schools after fifth grade based on achievement tests, leading to large differences in the school environments to which students of differing initial levels of achievement are exposed. This paper uses instrumental variables based on the discontinuities created by the assignment mechanism, and exploits rich data which include the students’ test scores at entry and secondary school preferences to address self-selection bias. I find that attending a better school has large positive effects on examination performance at the end of secondary school. The effects are about twice as large for girls than …
