The multicultural counseling movement emphasizes the critical nature of counselor attitudes in providing culturally competent service (e.g., Sue, 2001; Sue, Arredondo, & McDavis, 1992; Sue et al, 1982; Sue & Sue, 2003). Until recently, however, the counseling professions have paid little attention toward transgender people as a cultural minority group. The purpose of this study was to conduct the first assessment of counseling professionals' attitudes toward transgender people and to examine relationships between such attitudes and responses to a transgender client.

This research study specifically addressed; how vocational preparedness programs effect the career aspirations of Black youth, within the context of the Middle Tennessee Council Boy Scouts of America’s Exploring program. The goal of this research is to represent Black youth participating in a vocational preparedness program. Interviews, journals, and rich, thick descriptions are utilized in this work.

Testing Structural Change In Partially Linear Models, Liangjun Su, Halbert White

We consider two tests of structural change for partially linear time-series models. The first tests for structural change in the parametric component, based on the cumulative sums of gradients from a single semiparametric regression. The second tests for structural change in the parametric and nonparametric components simultaneously, based on the cumulative sums of weighted residuals from the same semiparametric regression. We derive the limiting distributions of both tests under the null hypothesis of no structural change and for sequences of local alternatives. As truck loads continue to get bigger, the demand on many aging bridges increases. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This …
