In this essay, the first of a series, we explore the theoretical implications of one particular type of fiscal limitation on state legislatures - namely, special rules limiting tax increases. In this first essay we will explore the analytic soundness of these tax increase limitations (TILs). In future essays in this series we will analyze some of the consequences of TILs and in particular how they can be 'evaded.' Reviewing the 17 years since the enactment of NAFTA, the U.S. and Canada have undertaken many initiatives to improve cross-border connections. While the range of issues that receive dedicated treatment is broad, this article focuses on crossborder transportation. Since NAFTA, both countries have set up multi-year federal investment programs for cross-border transportation – the U.S. Coordinated Border Infrastructure Program (CBI) in 1998 and the Canadian Border Infrastructure Fund (BIF) in 2002. In 2000, the U.S. Department of Transportation (USDOT) and Transport Canada (TC) signed a memorandum of cooperation (MOC) on transportation issues which led to the creation of the U.S.-Canada …

In prior articles we have described problems with efficacy of the Free and Secure Trade (FAST) trusted-shipper program at the Blaine, Washington, port-of-entry (POE). At Blaine, state and provincial transportation agencies invested in the construction of highway lanes dedicated to FAST trucks, but there has been relatively light usage of those lanes. In a 2009 field study we found that 23 percent of southbound trucks and just 2 percent of northbound trucks used the FAST lanes. Of the southbound FAST traffic, 73 percent of the trucks were empty. With the aim of increasing practitioner competence, this dissertation provides marriage and family therapists and mental health service providers with insight into the experiences of legally married same-sex couples. Specifically, the inquiry's objective was to elicit narratives of strength and agency from these couples who navigated the oppressive circumstances of an anti-gay amendment campaign situated within the debate over the extension of marriage rights to same-sex couples. An Immigrant, Not A Worker: Depiction Of The 2006 ‘Day Without An Immigrant’ Protests In Printed Media Of The United States, Teal Ruthschild

writing about the Day Without an Immigrant (DWI) Protests within the year of the 2006 protests are analyzed in order to understand narratives on labor activism of documented and undocumented immigrants in the United States. DWI protests marked an anticipated ‘turning point' in collective action among immigrant workers in the United States. Content analysis was employed to ascertain the portrayal of the protesters by a variety of print media sources. Both univariate and multivariate procedures utilized find that charged rhetoric of racialized anti-immigrant sentiment is present in most sources regardless of the ‘political leaning' of the press, reaffirming the status …

"This thesis is an exploration of two questions that are neither novel nor lacking in exploration: Is an International Environmental Court (IEC) needed? Is such a court feasible? Proposals for an IEC have a rich history, are well founded and numerous. On the issue of necessity, this thesis attempts to pull together historical and current information on two distinct areas of international environmental law and use these analyses to contextualize the need for an international environmental tribunal. "Child marriage is a harmful traditional practice that affects approximately 60 million children around the globe. This thesis examines the different laws that protect children from this practice and analyzes its implementation in countries where traditional practices violate children’s rights. International provisions, such as the Convention on the Rights of the Child, charges state parties with the responsibility to protect their children. Each state has the capacity to transcend traditional practices and implement local laws that protect their children. "Governance, globalization, and regionalism are all statements regarding the nature of integration in the current international relations system, but they do not readily explain what brings nation-states together in the first place. At first glance, regional institutions seem to be established on a basis of proximity, suggesting a spatial model of regional integration. However, a deeper investigation of the motivations and factors that lead to the creation of these institutions show this is not the case. Every year in the United States close to 25% of students fail to graduate with the classmates with whom they began high school. The economic, social and personal impact of not completing high school is staggering on the individual and society. The literature fails to adequately document relational factors in the classroom that can alter the academic trajectory of at-risk students. This dissertation explores how nine at-risk adolescents view the impact of relationships with helpful and not-helpful teachers on their academic success. Despite this recognition of the importance of narratives in diary writing, little attention has been paid to the role of research diaries in the process of learning about research, and learning how to be a researcher. During the author's own research into the construction of teaching knowledge by pre-service trainees, she became aware that her research diary was scaffolding her own construction of research knowledge. In the library literature, a great deal of interest in patron-driven collection development has recently been expressed, especially in those programs that link acquisitions with interlibrary loan. However, the implementation of such programs has been limited, at least in part because of concerns over the potential for wasteful spending. The authors will attempt to address this common concern by assessing whether monies spent via a patron-driven acquisitions program were more or less effective than monies spent via traditional modes of acquisition.

This study reviews data-driven appraisals of No Child Left Behind (2001) as well as the nation's at-risk student- and teacher dropout problems. The attrition of minority students is fast becoming a salient issue in higher education. Academic advising has long been viewed as a determinant of participation, persistence and success. Persistence focuses on retention. Participation and success are two objectives of the Texas Higher Education Coordinating Board's initiative "Closing the Gap." This study used quantitative and qualitative methods to examine African American male college students' (AAMCSs) perceptions of advising center practices, advisor practices and affinity factors and their influence on participation and persistence.
