In an age of suicide bombers and paranoid political rhetoric, the concept of martyrdom can make ordinary Christians uncomfortable or even squeamish, filled simultaneously with fascination and with dread. Despite a large body of scholarship elucidating mechanisms for aligning participant behaviors with public service goals in boundary-spanning collaborations, the most challenging of these collaborations – those with potential for lacking both common goals and common resources – have received relatively little attention from public management scholars. This study investigates approaches to structure and authority by managers of this sort of collaboration, specifically by the managers of cooperative research centers involving government, industry, and university actors. In the past decade the entertainment industry has waged a legally very successful campaign against online copyright infringements. In a series of high profile decisions, content industries persuaded courts to accept expansive interpretations of contributory enforcement, to create novel doctrines of copyright infringement, and to apply broad interpretations of statutory damage provisions. Many private file-sharers, technology companies, university administrators and Internet service providers have felt the reach of this litigation effort. We integrate the concept of signaling theory to propose that organizations create psychological and legal contracts through their human resource management practices (HRM). Focusing on the strength of the signal generated by HRM practices, we develop a framework for contract creation. Specifically, we define and outline how weak signals generate psychological contracts and strong signals develop legally binding contracts. We provide several examples of HRM hiring practices, the weak and strong signals which they emit and the psychological and legal contracts which they create. Large-scale randomized interventions have the potential to uncover the causal effect of programs applying to a large population, thereby improving on the insights gained from currently dominant smaller randomized studies. However, the external validity gained through larger interventions typically risks deviation from the randomization protocol. This paper investigates the impact of the Nutrition Enhancement Program, which aims to improve child nutrition in Senegal. The analysis deals with deviation from the planned treatment and suggests approaches for combining ex-post adjustments such as propensity score matching with the randomized treatment plan. Capturing Environmental Affordances: Low-Income Families Identify Positive Characteristics Of A Hotel Housing Solution, Terri Lewinson

This qualitative study describes the positive characteristics of an extended-stay hotel as identified by low-income families that resided there. Interviews were conducted with ten hotel residents using a semi-structured interview guide and participant photographs to elicit a deeper understanding of experiencing home at a hotel. Framed in the theoretical perspective of environmental affordances, findings suggest that despite discomforts of the hotel environment, residents were still able to enjoy family independence, social engagement, a sense of safety and connection to a community context. What are the health impacts of retirement? As talk of raising retirement ages in pensions and social security schemes continues around the world, it is important to know both the costs and benefits for the individual as well as the governments’ budgets. In this paper we use the Survey of Health, Ageing and Retirement in Europe (SHARE) dataset to address this question in a multi-country setting. We use country-specific early and full retirement ages as an instrument for retirement behavior. These statutory retirement ages clearly induce retirement, but are not related to an individual’s health. Exploiting the discontinuities in retirement …

Fershtman and Judd (1987) and Sklivas (1987) show that strategic delegation reduces firm profits in the one-shot Cournot game. Allowing for infinitely repeated interaction, strategic delegation can increase firm profits as it improves cartel stability.

Examining The Effect Of Correctional Programming On Perceptions Of Likelihood Of Recidivism Among Incarcerated Prisoners, David May, Timequa Brown

For many years, policymakers and criminal justice scholars have debated the impact of correctional programming on recidivism. This debate is currently unresolved. Using data from 1,234 currently incarcerated inmates in a mid-Southern state, this study examines whether inmates who participate in correctional programming while incarcerated are less likely to feel that they will recidivate upon release from prison. The findings from this research suggest that program participation while in prison has little impact on the inmates’ perceived recidivism, although important programming effects may still occur. Policy implications and directions for future research are discussed.

The Bay Checkerspot Butterfly reached its threatened status largely as a result of habitat loss through development. The species now benefits from the habitat pro- tection powers of the Endangered Species Act, yet the biggest new hazard to the survival of remaining Bay Checkerspot Butterfly populations may come from atmospheric nitrogen deposition. Driven by combustion and agricultural emissions, such deposition is an important cause of change in ecosystem structure and function, including potentially critical changes in the remaining Bay Checkerspot Butterfly habitat. This paper investigates how accountability pressures under No Child Left Behind (NCLB) may affect children’s rate of overweight. Schools facing increased pressures to produce academic outcomes may reallocate their efforts in ways that have unintended consequences for children’s health. For example, schools may cut back on recess and physical education in favor of increasing time on tested subjects. To examine the impact of school accountability programs, we create a unique panel data set of schools in Arkansas that allows us to test the impact of NCLB rules on students’ weight outcomes. Today’s students exhibit generational differences in the way they search for information. Observations of first-year students revealed a proclivity for simple keyword or phrases searches with frequent misspellings and incorrect logic. Although no students had strong mental models of search mechanisms, those with stronger models did construct more complex searches.

This paper takes seriously the notion that individuals may bear responsibility for the transgressions of their group even where they do not bear the hallmarks of individual culpability. More specifically, I contend that citizenship itself can ground responsibility for the crimes of one’s nation-state, and I advance this contention in the context of a discussion about Americans’ responsibility for abuses committed in the course of the war in Iraq.

Within the current period of shifting international trade, sexuality has been “globalized” in new ways. Rather than working with the generalization that characterizes globalization in line with the somewhat predictable binaries of the WTO/US market opening hegemonic model versus the anti-hegemonic opponents of this same capitalist enterprise, sex as presented in pornography on the World Wide Web offers a counterintuitive way of thinking about globalization.
