Planning, Population Loss And Equity In New Orleans After Hurricane Katrina, Renia Ehrenfeucht, Marla Nelson Dec 2010

Planning, Population Loss And Equity In New Orleans After Hurricane Katrina, Renia Ehrenfeucht, Marla Nelson

Renia Ehrenfeucht

Shrinking, slow-growth and fast-growth cities have different opportunities and constraints. This paper uses New Orleans following the severe flood damage from the 2005 hurricanes as a case study to investigate the challenges to developing equitable and effective plans in a city with significant population loss. By addressing four elements that are necessary for effective planning in depopulated areas—strategies for targeted investment and consolidation; alternatives for underused areas; mechanisms to reintegrate abandoned parcels; and plans for infrastructure and service provision—we argue that the lack of effective tools was a pivotal impediment to effective planning.

Immigrant Transnationalism, Roger Waldinger Dec 2010

Immigrant Transnationalism, Roger Waldinger

Roger D Waldinger

To say international migration is to say cross-border connections: the ties linking sending and receiving countries are a salient aspect of the migration experience, appearing during present as well as past eras of migration. This essay reviews the sociology of these cross-state ties and spillovers, typically associated with the literature on transnationalism. This essay discusses the intellectual history of the transnational perspective on migration, offers a critical evaluation and then presents a different approach, designed to identify the mechanisms generating and attenuating cross-border connections across a range of activities. Focusing on the experience in the Americas, the paper then turns …

Using Examiner Assignment To Estimate Causal Effects Of Ssdi Receipt, Nicole Maestas, Kathleen Mullen, Alexander Strand Dec 2010

Using Examiner Assignment To Estimate Causal Effects Of Ssdi Receipt, Nicole Maestas, Kathleen Mullen, Alexander Strand

Nicole Maestas

We present the first estimates of the causal effect of SSDI receipt on the labor supply generalizable to the entire population of program entrants in the present day system. We take advantage of a unique workload management database to match Social Security Disability Insurance (SSDI) applicants to disability examiners, and use natural variation in examiners’ allowance rates to estimate the labor supply effects of SSDI. Because applicants are randomly assigned to examiners (conditional on observable characteristics), examiner-specific allowance rates can be used to instrument for the allowance decision in a labor supply equation contrasting denied vs. allowed applicants. We find …

The Status Quo Bias And Counterterrorism Detention, Greg Mcneal Dec 2010

The Status Quo Bias And Counterterrorism Detention, Greg Mcneal

Greg McNeal

Counterterrorism detention policy in the United States is a mess. Commentators on both sides of the political spectrum have decried the U.S. approach. Those on the left have criticized the arbitrary and unfair nature of U.S. policy; they argue that detention policy has unfairly trampled on the rights of individuals, producing results that are inconsistent and, perhaps, counterproductive, especially in the eyes of U.S. allies and the Muslim world. Others have approached this question from a security perspective, decrying the granting of privileges to those who fail to follow the rules of civilized nations yet then demand the protection of …

Labeling The Victim Of Sex Trafficking: Exploring The Borderland Between Rhetoric And Reality, Michelle Dempsey, Mary Bosworth, Carolyn Hoyle

Michelle Madden Dempsey

In this article we discuss findings from a small scoping study into the experiences of victims of trafficking and those who work with them. We use testimonies from our interviews to examine issues of choice, slavery and escape. We challenge some of the current language and terminology in the literature on trafficking and call for a more nuanced appreciation of the relationship between agency and victimization.
