How Much Information Disclosure Of Building Energy Performance Is Necessary?, David Hsu Dec 2013

How Much Information Disclosure Of Building Energy Performance Is Necessary?, David Hsu

David Hsu

Many different governments have begun to require disclosure of building energy performance, in order to allow owners and prospective buyers to incorporate this information into their investment decisions. These policies, known as disclosure or information policies, require owners to benchmark their buildings and sometimes conduct engineering audits. However, given substantial variation in the cost to disclose different types of information, it is natural to ask: how much and what kind of information about building energy performance should be disclosed, and for what purposes? To answer this question, this paper assembles and cleans a comprehensive panel dataset of New York City …

Substance Use Disorders & Ethical Considerations For Social Workers, John Orwat, Lynn Boyle, Michael Dentato, Tamara Faulkner-Beard Dec 2013

Substance Use Disorders & Ethical Considerations For Social Workers, John Orwat, Lynn Boyle, Michael Dentato, Tamara Faulkner-Beard

Michael P. Dentato, PhD, MSW

A code of ethics are central to professional social work practice, setting standards by which social workers seek guidance and direction with their work.  Such codes guide ethical decision making and educate professionals about their ethical behavior and challenges and, to some extent, standards of practice.  Practice with substance use disorders, however, encompasses several unique factors that warrant elucidation and discussion. With a focus on the substance use disorder treatment system, this chapter will focus on the various macro, mezzo, and micro level issues that present situations in which ethical principles conflict.  The goal is not to identify “correct” ethical …

Worlds Without End: The Many Lives Of The Multiverse, Mary-Jane Rubenstein Dec 2013

Worlds Without End: The Many Lives Of The Multiverse, Mary-Jane Rubenstein

Mary-Jane Rubenstein

Worlds without End explores the recent proliferation of "multiverse" cosmologies, which imagine our universe as just one of a vast, even infinite, number of others. While this idea has been the stuff of philosophy, religion, and literature for millennia, it is now under consideration as a scientific hypothesis, with wildly different models emerging from the fields of cosmology, quantum mechanics, and string theory. Beginning with the Atomistic and Stoic philosophies of ancient Greece, this book assembles a genealogy of the multiverse, seeking to map contemporary models in relation to their forerunners, and to ask why the proposition has become such …

Bypassing Equity? Transit Investment And Regional Transportation Planning, Kate Lowe Dec 2013

Bypassing Equity? Transit Investment And Regional Transportation Planning, Kate Lowe

Kate Lowe, PhD

Regional planning may require a better understanding of multijurisdictional planning and equity within intergovernmental context. This research explores how intergovernmental context and metropolitan planning organization (MPO) activities impact rail proposals for low-income and minority communities. In two case studies, Boston and Miami, other government agencies determined the projects within MPO plans. In Boston, however, advocates leveraged agreements and federal rules to secure rail, and the MPO has developed extensive equity analyses. The cases exemplify the fiscal paradox that MPOs face—they have fiscally constrained plans but control little funding. Findings indicate the need to better relate multijurisdictional planning ambitions to intergovernmental …

When Public Tragedies Happen: Community Practice Approaches In Grief, Loss & Recovery, Nancy Kropf, Barbara Jones

Nancy P. Kropf

While an expansive literature exists on individual experiences after a catastrophic event, there is less attention to how the community as a social structure experiences a significant tragedy. These ‘public tragedies’ create disruptions across multiple domains of community functioning. Using the Community Capacity model (Hart, 1999) as a framework for assessment, outcomes of a public tragedy are described. Additionally, community practice approaches are identified for the three phases that communities subsequently experience: crisis, processing of the event, and adaptation.

Mobility And Community In Urban Policy, Kenneth Stahl Dec 2013

Mobility And Community In Urban Policy, Kenneth Stahl

Kenneth Stahl

Urban policymakers have long debated whether to focus on people or on places. Should the government give poor people the means to leave deteriorated neighborhoods, or attempt to bolster such neighborhoods by reinforcing the social norms of the community? Should cities direct the police to crack down on low-level crime, or foster informal connections between the police and local institutions? Definitive answers to these questions have been elusive, but Robert Sampson’s new book GREAT AMERICAN CITY, perhaps the most ambitious work of urban sociology in a generation, provides some needed insight. Using a massive set of data, Sampson demonstrates that …

An Evaluation Of The Effectiveness Of Farmland Protection Policy In China, Man Li Dec 2013

An Evaluation Of The Effectiveness Of Farmland Protection Policy In China, Man Li

Man Li

This paper examines the effectiveness of the Basic Farmland Protection Regulation in protecting high-quality farmland from urban development in China in the first decade after it came into effect (1995‒2005). The theoretical basis for this study is a spatial urban development model with a splitting equation. The empirical evaluation is conducted with georeferenced, longitudinal data on more than 2,000 counties in the country. Results indicate that the Regulation was effective in preserving farmland with high productivity potential only during the period 1995‒2000. There is no evidence of effectiveness of the Regulation in protecting lands with good irrigation conditions or lands …

Fundamental Resource Dis/Advantages, Youth Health And Adult Educational Outcomes, Cheryl Elman, Linda Wray, Juan Xi

Cheryl Elman

Recent studies find lasting effects of poor youth health on educational attainment but use young samples and narrow life course windows of observation to explore outcomes. We apply a life course framework to three sets of Health and Retirement Study birth cohorts to examine early health status effects on education and skills attainment measured late in life. The older cohorts that we study were the earliest recipients of U.S. policies promoting continuing education through the GI Bill, community college expansions and new credentials such as the GED. We examine a wide range of outcomes but focus on GEDs, postsecondary school …

Pluralistic Ignorance In Virtually Assembled Peers: The Case Of “World Of Warcraft., Margaret De Larios, John Lang Dec 2013

Pluralistic Ignorance In Virtually Assembled Peers: The Case Of “World Of Warcraft., Margaret De Larios, John Lang

John T. Lang

This article presents a study of pluralistic ignorance situated within the virtual community of guilds in World of Warcraft (WoW). Pluralistic ignorance is a mistaken perception of social norms that overwhelms personal attitudes and leads to behavior contrary to an actor’s attitude, and it has never been studied in the context of a virtual world. We analyze the presence of pluralistic ignorance in WoW guilds with the use of a sample of 195 players who responded to an Internet-based survey and 15 focus group participants. Findings show that pluralistic ignorance has a demonstrably lower presence in that community of WoW …

Viability, Information Seeking, And Vote Choice, Stephen Utych, Cindy Kam Dec 2013

Viability, Information Seeking, And Vote Choice, Stephen Utych, Cindy Kam

Stephen Utych

Existing research suggests that candidate viability influences strategic voting decisions among citizens. We argue that viability can influence electoral decision making beyond strategic considerations. We analyze original experimental data and novel observational data to examine viability’s impact on vote choice and information seeking. We conduct two mock primary election campaigns within the Dynamic Process Tracing Environment where we experimentally manipulate candidate viability. In both experiments, we find that subjects read more information about viable candidates, report more favorable ratings of viable candidates, and are more likely to vote for viable candidates. We demonstrate the generalizability of these results by assessing …

Show Me Your Desire: Critical Discourses Of Legislating Voter Identification, Right To Work, And Sb 1070., Michelle Kearl

Michelle Kelsey Kearl

While popular and political discourses seeking to shore up the mobility of bodies ‘to be’ in public is nothing new, the recent convergence of a host of legislating is worth noting. The rhetoric surrounding voter identification and right to work laws, as well as Arizona’s Senate Bill 1070 underscore xenophobic compulsions to reconstitute the appropriate public body. In this manuscript I am specifically interested in the intersection of race and class as they emerge in the political discourses of these cultural and legislative debates. In these three cases several tropes emerge including traditional arguments to preserve the American Dream for …

The Role Of Sectoral Initiatives In Solving The Employment Problems Of Opportunity Youth, Kevin Hollenbeck Dec 2013

The Role Of Sectoral Initiatives In Solving The Employment Problems Of Opportunity Youth, Kevin Hollenbeck

Kevin Hollenbeck

An estimated 6.7 million individuals in the United States are between the ages of 16 and 24 and are not employed, not in school, and have not earned a postsecondary credential. This paper examines the extent to which sectoral initiatives, which operate on the demand side of the labor market, can play a role in facilitating pathways into productive careers for these individuals, who we refer to in the paper as opportunity youth (OY). It is mainly a review of the literature about the effectiveness of workforce development sectoral initiatives and other programs specifically focused on OY. It first reviews …

Tailored Nutrition Education And Food Assistance Improve Adherence To Hiv Antiretroviral Therapy: Evidence From Honduras, Sebastian Linnemayr Dec 2013

Tailored Nutrition Education And Food Assistance Improve Adherence To Hiv Antiretroviral Therapy: Evidence From Honduras, Sebastian Linnemayr

Sebastian Linnemayr

Food insecurity and malnutrition negatively affect adherence to antiretroviral therapy (ART) and are associated with poor HIV clinical outcomes. We examined the effect of providing household food assistance and nutrition education on ART adherence. A 12-month prospective clinical trial compared the effect of a monthly household food basket (FB) plus nutrition education (NE) versus NE alone on ART adherence on 400 HIV patients at four clinics in Honduras. Participants had been receiving ART for an average of 3.7 years and were selected because they had suboptimal adherence. Primary outcome measures were missed clinic appointments, delayed prescription refills, and self-reported missed …
