Much attention has been devoted in recent years to students “hooking up” on college and university campuses across the United States. Hookups broadly entail sexual behaviors that range from anal and vaginal intercourse to oral sex, masturbation, and other physically pleasurable activities. In this article, we synthesize the literature on college hookup cultures. Specifically, we use sexual scripting theory to analyze and critique existing peer-reviewed studies. Ultimately, we present five themes pertaining to the study of hookup phenomena at U.S. colleges and universities. What does it mean for a government or an authority to be representative? Obviously, when democratic governments rule according to what ‘people/citizens’ desire they can be said to be representative. However, citizens’ expressed desires are shaped by the environment within which they live. In those cases, desires cannot be taken to be the benchmark against which actions of representative governments can be judged. Hence, Przeworski (1999:2 citing Pitkin 1967) defines representation more broadly as ‘acting in the best interest of the public’. We consider a game in which schools compete to place graduates by investing in education quality and by choosing grading policies. In equilibrium, schools strategically adopt grading policies that do not perfectly reveal graduate ability to evaluators (including employers and graduate schools). We compare equilibrium outcomes when schools grade strategically to equilibrium outcomes when evaluators perfectly observe graduate ability. With strategic grading, grades are less informative, and evaluators rely less on grades and more on a school's quality when assessing graduates. Consequently, under strategic grading, schools have greater incentive to invest in quality, and this can improve evaluator welfare.

As this globalized world has turned domestic issues into international issues, the analysis of U.S. government economists has had to concomitantly become more internationalized. Only through such a broad analytical perspective can government economists best understand issues and solve problems in a globalized world.

A Two Sided Carbon Story: Carbon Capture And Storage And Enhanced Oil Recovery, Juan B. Moreno-Cruz, Byung-Cheol Kim

We study the effects of a carbon emission tax on the interaction between carbon capture and storage (CCS) and enhanced oil recovery (EOR). We consider a CO2 market where CCS firms sell their CO2 to EOR firms that use this CO2 as an input to their production process. In this economic environment, we find that the effectiveness of a carbon tax may be hampered. A carbon tax shifts out the supply curve of CO2 leading to a decline in the market price of CO2. With lower input price, oil firms are indirectly subsidized and oil production and emissions increase. Nonetheless, …

What motivates the building of databases by scientific collaborations? In this paper, we argue that not only are databases being built to support scientific work per se, but also with the intention of performing a variety of social functions. To explore this, we present findings from a longitudinal ethnographic case study of a large, multidisciplinary, distributed scientific project studying subseafloor microbial life. A critical element of this project’s Data Management Plan is the construction of a data portal. We found a range of factors motivating not only the very construction of this portal, but also the inclusion of particular features. …

Social workers face many ethical and theoretical challenges in their work to improve quality of lives for individuals and work toward a more just and equitable society. One of the most challenging of these dilemmas is how to work within restrictive and authoritarian institutions such as prisons, juvenile detention centers and some mental institutions. This paper will discuss how social workers can provide treatment in settings where barriers to trust, recovery and hope are ever present and in which clients have difficulty identifying meaningful recovery-oriented goals. AIDS poses a unique and unprecedented challenge to South Africa. The country has the largest HIV epidemic in the world—with 6.4 million people living with HIV—and one of the largest TB epidemics in the world as well. The country’s recent AIDS response has generated enormous optimism, both in South Africa and internationally. The biggest change, in many ways, has been political—dramatic shifts in ideology and motivation at the highest levels of government have moved the country from denialism and inaction to a bold national mobilization to bring anti-retroviral treatment to scale.
