Anecdotal evidence suggests that historically African American communities on the fringes of cities and towns in North Carolina have been systematically denied access to municipal drinking water service. This paper presents the first statistical analysis of the role of race in determining water access in these fringe areas, known as extraterritorial jurisdictions. Using publicly available property tax data, we quantified the percentage of residences with municipal water service in each census block in Wake County (the second-largest by population in North Carolina). Using the resulting water service maps plus 2010 U.S. Census data, we employed a logistic regression to assess …

Local health departments (LHDs) across the United States deliver a range of essential public health services, yet little is known about the costs that LHDs incur in providing these services and the factors that may cause costs to vary both within and across health departments. This report first describes the variations in the costs of one core public health activity commonly provided by LHDs: food hygiene services. In view of the critical role local health departments (LHDs) play among agencies responsible for responding to natural and man-made emergencies, Bevc et al. examined the LHDs’ emergency preparedness and capacity. They compared LHDs in North Carolina with those across the country for preparedness along eight domains. Significant declines in emergency preparedness were noted from 2010 to 2012 for five out of eight domains, raising questions about our national priority concerning this important function of public health agencies. These findings have numerous implications, some of which are covered in this commentary.

Local health departments (LHDs) are essential to emergency preparedness and response activities. Since 2005, LHD resources for preparedness, including personnel, are declining in the face of continuing gaps and variation in the performance of preparedness activities. The effect of these funding decreases on LHD preparedness performance is not well understood. This study examines the performance of preparedness capacities among NC LHDs and a matched national comparison group of LHDs over three years. At the height of the US civil rights movement in the mid-1960s foreign-born persons were less than 1 percent of the African American population (Kent, 2006). Today, 16 percent of America’s African Diaspora workforce consists of first or second generation immigrants and 4 percent are Hispanic. African American immigrants experience racialized labor market assimilation, with intergenerational improvement, education, and exogamous heritage being important paths of labor market assimilation. Homelessness arose as a public problem in the 1980s and led to the Stewart B. McKinney Homeless Assistance Act, the country’s first and only legislation to acknowledge homelessness and direct resources toward addressing it. The act has since inspired a national movement to end all types of homelessness by 2020 and chronic homelessness by 2015. A permanent supportive housing model known as Housing First, which provides government subsidized apartments and case management to chronically homeless individuals, is poised to play a crucial role in the movement. Recent decisions by the Ontario ombudsman suggest that informal meetings of small groups of municipal councillors in which municipal business is discussed are in violation of Ontario’s Municipal Act. In this province the Municipal Act provides that, except in certain specified circumstances, municipal council and committee meetings must be open to the public. If a municipality has not appointed its own “closed meeting investigator,” the provincial ombudsman is charged with investigating complaints from the public about municipal meetings that have allegedly been improperly closed. In early 2014 Elizabeth Fretheim, Director, Business Strategy and Sustainability for Logistics with Walmart, was reviewing with other members of the transportation team data on the fuel efficiency of their private fleet, which included over 6,000 trucks and 61,000 trailers operated by over 7,000 drivers. The logistics and transportation groups were vigilant in their basic goals of (1) loading trucks efficiently, (2) driving fewer miles, and (3) investing in fuel efficient equipment. The U.S. divorce rate increased substantially from WWII until the 1980's. Although the number of divorces decreased marginally in the past decade, the number of marriages also decreased, causing the divorce rate to remain nearly unchanged from 2000 to 2010. The most frequently cited negative effect of divorce and separation is perhaps the loss of father-child contact, although little research was dedicated to understanding the post-divorce outcomes of fathers - especially with regard to their long-term outcomes. Work-life conflict (WLC) occurs when an employee is unable to simultaneously fulfill the responsibilities of their home and work roles. This study attempted to understand the perceptual antecedents of employees’ WLC. Specifically, this study investigated how employees and their leaders think about time and perform their work in regard to time. The temporal perceptions of interest include time urgency, pacing, and future time perspective. Two hundred employees and their supervisors were recruited to participate in this study. Children in foster care are more likely to face difficulties in forming a secure attachment relationship and to have problem behaviors than children not in foster care (Dozier & Rutter, 2008). Parent-Child Interaction Therapy (PCIT) is an evidence-based treatment that focuses on strengthening the attachment relationship between the child and the caregiver, as well as reducing the number and intensity of behavior problems. Although PCIT is based on attachment theory, very few studies have examined the effect of PCIT on child-parent attachment or examined the effect of PCIT on attachment in foster care families. The purpose of this study was to determine relationships between homelessness and incarceration among veterans. What the study found was a correlation between homelessness and incarceration, with veterans who are chronically homeless/incarcerated experiencing serious health problems or drug/alcohol abuse/dependence. Ultimately the study found that homeless incarcerated veterans were mostly incarcerated for non-violent crimes. The recommendations for future research include standardizing definitions of homelessness and other elements for appropriate comparison of data. Likewise, studies should look to include greater assessments of external, uncontrolled factors.

Among ethnic minority youth, Latino adolescents disproportionately report higher levels of depression and anxiety than their peers of other ethnic backgrounds. The purpose of the present study is to better understand the familial and sociocultural factors that impact mental health among Latino adolescents. Specifically, the present study examines how youth cultural values (i.e., family obligation and affiliative obedience) moderate the relation between parenting dimensions (i.e., parental acceptance and parental psychological control) and youth internalizing symptoms (i.e., depression and anxiety) cross-sectionally and longitudinally. The degree to which individual members of social minority groups identify with their stigmatized ingroup vary—some closely identify whereas others distance themselves from it as a byproduct of stigmatization. Research findings are mixed in regard to whether group identity influences well-being. One reason is that the relationship may be obscured by other factors. Much of the research on sexuality during adolescence has focused on the potential negative sequelae of adolescent sexual behavior such as STI acquisition or teenage pregnancy. Researchers have begun to advocate for examining adolescent sexuality as a normative aspect of adolescent development. One aspect of this examination would be to form a more complete understanding of how adolescents develop their sexual identity – their conceptualization of themselves as a sexual being. Whilst Ghana has made momentous strides in national food security over the last decade, peasants in the rural north, indeed, those who produce the bulk of the country’s food, are also the hungriest population. This paradox immediately raises profound questions for research in human-environment geography. This thesis uses stable isotopes of carbon and nitrogen derived from bone collagen and tooth dentin to study infant feeding behaviour, diet, and mobility at the 19^th century Sacred Heart Cemetery in Ingersoll, Ontario, in use from 1848 to 1880. d¹⁵N and d¹³C bone values indicate a diet high in protein with a mix of C₃ and C₄ plants. The most significant source of dietary C₄ plants is through secondary consumption, via livestock raised on maize fodder. The dietary profile of the Sacred Heart population is similar to two contemporary Ontario populations. …
