The "Historic Faubourg Tremé Association Mapping & Analysis" is a continuation of public participation geographic information systems (PPGIS) work started with WhoData.org in spring 2014. The mapping of on-the-ground property conditions with City designated blight provides the HFTA Land Use Committee with additional resources to develop and deploy plans to revitalize the whole of Tremé. The maps and analysis were completed by the University of New Orleans Department of Planning & Urban Studies students in MURP 4081/5081 Information Technology for the Planning Profession.

This report provides a detailed review of available evidence on the extent and nature of the undeclared economy in the Former Yugoslav Republic of Macedonia (FYROM), as well as on the institutional actors involved in tackling the phenomenon and their policy approach and measures used.

Proposals for climate engineering—intentional large-scale interventions in climate systems—are increasingly under consideration as potential additional responses to climate change, yet they pose risks of their own. Existing international regulation of large-scale field testing and deployment is considered inadequate. This article looks to the closest existing analogy—nuclear power—for lessons, and concludes that climate engineering research will most likely be promoted and will not be the subject of a binding multilateral agreement in the near future. Interest in the role that parenting assumes in child obesity has increased the need for valid and reliable screening tools that are specific for populations targeted by programming efforts. While low-income families comprise a large audience for Cooperative Extension obesity prevention programs, valid and reliable selfadministered parenting assessments for this population are lacking. Development of such tools requires understanding low-income parents’ interpretations of questions related to their parenting. The exploration of public attitudes toward animal research is important given recent developments in animal research (e.g., increasing creation and use of genetically modified animals, and plans for progress in areas such as personalized medicine), and the shifting relationship between science and society (i.e., a move toward the democratization of science). Hiring As A Herd: Optimal Unemployment Insurance With Asymmetric Information, Brandon Lehr

This paper characterizes optimal unemployment insurance (UI) in terms of estimable statistics in the presence of negative duration dependence for the unemployed, with endogenous callback rates generated by asymmetric information. I show how this characterization generalizes the standard Baily-Chetty framework. In addition, I construct an approximation for optimal UI as a function of the average elasticity of callback rates with respect to unemployment benefits. There is no estimate of this elasticity in the literature, but I illustrate the responsiveness of optimal UI to this elasticity.

The Beijing subway system, the third largest in the world, serves more than ten million passengers a day. As Beijing is the capital city of China and thus a booming urban center, its subway system has experienced rapid evolution from a local single line system to a complicated network. As government resources for community programs diminish, it is vital that Cooperative Extension make greater efforts to show program efficacy. Assessing the appropriate amount of an intervention optimal for reaching desired outcomes can help inform program development and provide for a more efficient use of limited resources. The current pilot study (funded by CYFAR, NIFA, USDA award #2008-41520-04810) focuses on dosage and its effect on outcomes in parenting education delivered in four states.

Parenting Across The Social Ecology Facilitated By Information And Communications Technology: Implications For Research And Educational Design, Susan K. Walker, Jessie R. Rudi

To inform parenting research and aid educators seeking to deliver programs that support effective parenting, this study explored types of information and communications technology (ICT) used to fulfill childrearing goals. Mothers’ (N = 1,804) reports of ICT activity frequency were examined from data collected from an online survey. Results suggest that mothers’ ICT use for parenting is less frequent than general use in adulthood. Mothers employ ICT to fulfill parenting goals within and across five domains of the parenting social ecology: (a) parent development, (b) parent-child relationships, (c) child development, (d), family development, and (e) culture and community. Evaluating For Public Value: Clarifying The Relationship Between Public Value And Program Evaluation, Scott A. Chazdon, Nathan Paine

This article presents a framework that integrates the concept of public value, known primarily in public administration and public sector economics circles, with program evaluation. We identify four components of this Evaluating for Public Value (EPV) framework. These are: (1) the “publicness” of the participant and the participant’s goals; (2) organizational credibility, which incorporates participant and stakeholder perceptions of the program, as well as the delivery organization; (3) program outcomes, with an emphasis on the value gained by program participants; and (4) broader impacts. Cooperative Extension professionals have a long tradition of helping improve the lives of the families they serve by sharing research-based information. More than ever, families are getting their information online, creating a need for Extension professionals to deliver content via technology. This article describes a training designed to teach Extension professionals ways to increase their reach to families through the use of technology in their work. Extension professionals attended an 8-hour, face-to-face training in which they completed a pre, post, and follow-up survey. One of the fastest growing student groups today is the biracial student population. This study is part of a larger exploratory descriptive study on biracial college students with a focus on the extent to which parents socialized their biracial children in the cultures of both parents while growing up and how these students chose to self-identify. Biracial students at a large, predominantly white, research university in the northeastern United States completed an online survey. We are proud to share with you this special edition issue of the JDFSL. This year, JDFSL partnered with both the 6th International Conference on Digital Forensics and Cyber Crime (ICDF2C) and Systematic Approaches to Digital Forensic Engineering (SADFE)–two prominent conferences in our field that were co-hosted. Fifty-three papers were submitted, and the Technical Program Committee accepted only 17 after a rigorous review process.

More To Love: Obesity Histories And Romantic Relationships In The Transition To Adulthood, Hilary Morgan Dotson

Previous research suggests that obesity can be stigmatizing in interpersonal relationships, including romantic relationships. Timing of obesity and weight stability are also especially important. The negative effects of obesity on interpersonal relationships appear most salient in women and Whites, while men and racial/ethnic minorities appear to experience fewer negative consequences from obesity in their relationships, suggesting that an intersectional lens is necessary in studies on the long-term effects of obesity on interpersonal relationships. In this dissertation, I employ an intersectional lens to understand how histories of obesity, gender, and racial/ethnic identity work together to influence three aspects of romantic relationships …

Family intervention literature on adolescent parenting describes the pathways between outcomes for adolescent mothers and their children and the contexts of the pregnancy itself (e.g., poverty, low or no prenatal care, lower educational attainment). The aim of these descriptions is often to inform intervention designs that promote adaptive functioning for the child, the mother, and the dyad. Mental health services are an important component of many of these interventions; these services may be delivered by a clinician within the organization providing the intervention, or the organization may connect mothers with external mental health services in their communities. Building positive relationships with participants is an important component of qualitative research in the field of special education. Research poems allow expression of the evolution of participant-researcher relationship in a sensitive and nuanced manner. In this paper, I use a research poem about gardening to demonstrate how a researcher can construct a positive relationship with his/her participants. Each line of the poem represents the sequence and evolution of relationship development between the researcher and families who participated in the research.

In this the 50th year since President Lyndon Johnson and the U.S. Congress declared a national domestic war to address the massive crisis of poverty in the United States, it seems a fitting time to take a “completely fresh look” at the multiplicity of factors underlying this devastating and extremely-complex problem. Based on a combination of unique historical and community-cultural characteristics and the very poor poverty-related outcomes described in this paper, the City of Omaha [Nebraska] provides a case study to better understand the roots and nature of poverty.
