Article 25 of the Universal Declaration of Human Rights specifies that everyone has a right to adequate medical care. Yet what constitutes adequate medical care and how to deliver it is a problem states across the world confront as they face similar problems of rising costs, access, quality of service, and technological development. This article compares health care reform in the United States and the Russian Federation since 1990. Despite differences these two countries and their health care systems have, they show interesting parallels, convergences, and lessons in terms of how reform occurs.

This paper aims to explore new trends in Brazilian refugee and migratory law in the last 20 years. In doing so it addresses the evolution of the definition of “refugee” in Brazil, expanding the eligibility grounds provided by the 1951 Geneva Convention on the Status of Refugees (1951 Convention). Reviewing international and regional refugee law, the article analyzes the broader understanding of the notion of “refuge” and its complexity expressed in regional and national legal frameworks, taking account of lawyers, scholars and activists who criticize the narrow scope of the classical refugee definition from 1951 which has become distant from …

There has been much debate in the literature regarding the intermingling of evolutionary theory and terror management theory. The purpose of the current paper was to examine any possible effects of mortality salience (MS) in evolutionary domains, namely jealous reactions to infidelity. Using traditional methodology from both sets of theories, participants were placed into one of four conditions based on the presence of MS and type of partner cheating (emotional or sexual) and then reported their feelings toward the behavior and the partner.  Results indicated that participants who are aware of their death reacted in ways predicted by evolutionary theory, …

Library-led publishing is one of the new approaches to journal publishing and open access that has grown tremendously in the last few years. A 2010 MLIS-funded survey found that 55% of respondents—from U.S. academic libraries of all different types and sizes—were already implementing or developing a publishing program. Library-led publishing has garnered such momentum because, by offering low- or no-cost publishing to university scholars, it addresses needs that traditional publishing has not been able to meet. Based on survey research, elite interviews, and an analysis of media treatment, this article explores the place of oil and gas in Russia’s national narrative and self-identity. Objectively, Russia’s economic development, political stability, and ability to project power abroad rest on its oil and gas resources. Subjectively, however, Russians are somewhat reluctant to accept that oil and gas dependency is part of their national identity. This is particularly true of the elites who play a crucial role in defining the dominant national narrative. Mid-twentieth century demographers were puzzled to find that, between 1880 and 1910, fertility rates had dropped more precipitously among African American than U.S. white women. Since then, demographic research has focused on historical fertility differentials in the South, where most African Americans lived before 1920. Under a multiple causes model, two major sources of race differences have found some empirical support. One stresses that timing differences in voluntary fertility control, due to a high demand for child labor in tenant farming, sustained both high overall southern rural fertility rates and race differences, to about 1940. In this article I describe the emergent field of heroism science. I identify several markers of its emergence and offer reasons why the science is now coalescing into an established and autonomous field of inquiry. Moreover, I discuss the importance of maintaining a dynamic symbiotic relationship between the scientific and activist wings of the heroism movement. The aims and scope of heroism science are discussed, and reasons are offered for producing a science that is inclusive, transdisciplinary, and risk-taking. I examine all these issues within the metaphorical framework of initiation.

This paper describes how public schools experience competition from private schools in the context of a low-income country: Nepal. I argue that experiencing competitive pressures is a necessary starting point for public schools to feel the need to initiate competitive reforms. I use qualitative analysis to illuminate how the experience of competition is linked to school and community characteristics, and principal perceptions. I find that there are key temporal and demographic dimensions that determine the public school’s experience of competition and their ability to respond with reforms. The purpose of this qualitative, phenomenological study was to gain a deep understanding of the shared experiences of therapists who provide counseling in non-traditional, natural environment settings. Eight participants shared their experiences about counseling in nature. The primary research question for this study was: What are the shared experiences of counselors who provide nature-based counseling? In our review, we draw from both ancient and modern spiritual traditions and a large body of psychological research on the determinants of happiness and mental health. Conventional wisdom pervades US presidential politics. Among "old politicians' tales" are that a political party's placement of a national convention in a state can affecting presidential voting there, swinging or flipping it to its presidential candidate. Second, that the selection of a vice-presidential candidate as a favorite son (or daughter) will deliver a state's electoral votes to a presidential ticket. This article examines the placement of national party conventions and selection of vice-presidential candidates for Democratic and Republican Parties since 1948. This article aims to investigate the treatment of older female migrants in Swedish healthcare. The study puts the emphasis on exploring if there are differences in the interpersonal treatment of older female migrants that make them feel discriminated against. The theoretic inspiration for the article comes from Fineman’s vulnerability theory and intersectional perspectives on equality. A critical approach to the understanding of equality as sameness of treatment is central to the study.
