Measuring the performance of individual library services and processes is now well developed; it is more difficult, however, to identify best practice or to measure the overall organisational performance of libraries. In the absence of relevant sector-wide benchmarks, the University of Wollongong Library (UoW) adopted the principles outlined in the Australian Quality Council’s (AQC) Business Excellence Framework and then benchmarked its performance by applying for, and subsequently winning, an Australian Business Excellence Award. This paper provides a model that allows for interpreting bids in a Vickrey auction when the good has public good attributes. It also examines information obtained from a Vickrey auction, which collected consumer’s willingness-to-pay for pork products that had embedded environmental attributes, and applies the new interpretation to the bids.

Two definitions of willingness-to-pay derived from a Vickrey auction with multi-product and multiple rounds with different information sets are examined. These definitions are examined in the context of valuing pork products with embedded environmental attributes and we show how information can have adverse effects on a base product of comparison.

Dairy Cow Ownership And Child Nutritional Status In Kenya, Charles F. Nicholson, Lucy Mwangi, Steven J. Staal, Philip K. Thornton

This study examines the hypothesis that dairy cow ownership improves child nutritional status. Using household data from coastal and highland Kenya, three econometric model formulations are estimated. Positive impacts on chronic malnutrition are observed for coastal Kenya. No negative effects on acute or chronic malnutrition are found for either region.

This "law and economics" article diagnoses why monopoly power infects so many markets in the electronic media, communications, and information technology industries (collectively the "Industry"),and recommends changes to prevailing intellectual property and antitrust doctrines to remedy this problem.

The analysis focuses on a single "norm" -- the maximization of economic value, as defined by standard welfare economic theory. Bounded Rationality, The Doctrine Of Impracticability, And The Governance Of Relational Contracts, Donald J. Smythe

This article uses a behavioral economics approach to analyze the effects of the doctrine of impracticability on “relational” contracts -- long-term contractual agreements that are typically adapted to changed circumstances and unforeseen contingencies as they arise. In contrast to conventional law and economics studies, the article concludes that the impracticability doctrine has the potential to improve the efficiency and productivity of a wide range of long-term contractual agreements, and offers normative guidelines as to how the doctrine should be applied. This research application project provides guidelines for how a leader would plan a service project using two leadership models: shared leadership and servant leadership. These two leadership models complement each other; a service project using only one would lack the depth of the models used simultaneously.

Shared leadership develops skills and deepens engagement among group members as well as utilizes the expertise within the organization receiving the service. Service that incorporates an educational component enriches the experience for participants. Equity management is always challenging for agricultural cooperatives, which generally rely on patronage-based methods for accumulating equity and are frequently subject to competing pressures from current and former patrons. Current patrons, who must pay income tax on patronage refunds, may seek to have a greater proportion of refunds paid in cash. Meanwhile, former patrons may press to have retained patronage refund allocations redeemed in a more timely manner. Faced with these demands, many cooperatives have experienced considerable difficulty in maintaining adequate levels of equity capital.

The US dairy industry is shaped by a patchwork of regulations accumulated over a long history of intervention to achieve various, sometimes conflicting, policy goals. Price supports have long been a central feature of dairy markets, but were largely withdrawn beginning in 1988. Since that time, there has been a dramatic increase in the variability of farm milk and milk product prices. Gaze-Centered Updating Of Visual Space In Human Parietal Cortex., W Pieter Medendorp, Herbert C Goltz, Tutis Vilis, J Douglas Crawford

Single-unit recordings have identified a region in the posterior parietal cortex (PPC) of the monkey that represents and updates visual space in a gaze-centered frame. Here, using event-related functional magnetic resonance imaging, we identified an analogous bilateral region in the human PPC that shows contralateral topography for memory-guided eye movements and arm movements. Furthermore, when eye movements reversed the remembered horizontal target location relative to the gaze fixation point, this PPC region exchanged activity across the two cortical lobules. This shows that the human PPC dynamically updates the spatial goals for action in a gaze-centered frame.

On July 2 the European Parliament approved a new regulation governing Genetically Modified Organisms (GMOs) that includes a requirement for products with more than 0.9 percent of biotech material to be labeled as: “This product is produced with GMOs.” The regulation also includes provisions for tracing GMOs at all stages of production. The regulation is expected to be approved by the Council of Ministers of Agriculture and pass into law before the end of the summer. French Quality And Eco-Labeling Schemes: Do They Also Benefit The Environment?, Thomas Dobbs, Genevieve Nquyen, Sherry Bertramsen, Bruno Legagneux

In this paper, results are reported for analyses we recently conducted to examine the environmental effects of major 'quality' and 'eco-labeling' schemes in use in the Midi-Pyrenees region of the south of France. Schemes analyzed are described in the next section. Following that, the data and methods of analysis are explained. Next, results of statistical analyses are presented. These results are complemented by qualitative results drawn from in-depth case studies of three food quality schemes. Conclusions and policy implications are presented in the last section of the paper.
