The specification of a convex production technology is a potential issue in estimating firm-level Johansen plant capacity utilisation rates and their subsequent use in the short-run Johansen industry capacity model of the fishery. There are different plant capacity utilisation estimates with convex and nonconvex technologies. When entered as parameters in the short-run Johansen industry model, this leads to different distributions in the activity vectors. With non-convex technology, more vessels remain active in the fleet, and there is no longer an overestimation of the number of decommissioned vessels compared to the use of a convex technology. Sunk Cost And Entry-Exit Decisions Under Individual Transferable Quotas: Why Industry Restructuring Is Delayed, Niels Vestergaard, Frank Jensen, Henning P. Jørgensen

The paper shows that explicit modelling of sunk cost and a firm's entry-exit decision in a traditional deterministic investment model may give an explanation of the slow transition to the optimal fleet structure following the introduction of individual transferable quotas (ITQs). The analysis shows that the annual lease unit price of quota may be in a range where the long-run fieet structure will not be attainable at once. Over time, firms with zero gross investment as optimal behavior may leave the industry as the capital decays and over the transition period the optimal fieet structure prevails.

This article uses the stalled Draft Declaration on the Rights of Indigenous Peoples as the impetus for an examination of arguments championing and opposing the framing of Indigenous rights as human rights. Failings both theoretical and practical – in the conceptualisation, promulgation and interpretation of human rights – have long left Aboriginal peoples at a disadvantage. The dual focus of Indigenous claims is unique in the rights lexicon, asserting the right to be simultaneously different from and equal to the majority population. Yet Indigenous rights are often perceived, by governments with the power to block their progress, as a threat …

New Entry And The Rate Of Return To Education: The Case Of Registered Nurses, Surrey Walton, Philip E. Graves, Robert L. Sexton

In the 1970's, the percentage of high school graduates completing RN training increased with little change in the rate of return to training. During the 1980's this percentage declined, despite large increases in the rate of return. The national data employed here examine long-run trends (with emphasis on the 1970's and 1980's) in financial incentives and entry into the nursing profession and suggest that broader professional career opportunities in the 1980's exerted a large impact vis-a-vis the 1970's, among other factors. Value Priority And Human Rights Policy: A Comparison Between China And Western Nations, Hong Xiao

At the centre of controversy over human rights policy in China is the disagreement on the relationship between two sets of human rights: civil and political rights on the one hand, and social and economic rights on the other. Much of the debate, however, has been undertaken on theoretical and normative levels. Empirical evidence is needed to advance this debate. Drawing data from a multination survey, this research explores whether Chinese and Westerners differ in their human rights policy preferences. There are an increasing plethora of sites associated with death, tragedy or the macabre that have become significant tourist ‘attractions’. As a result, the term ‘dark tourism’ has entered academic discourse. However, dark tourism literature is both eclectic and theoretically fragile. This is especially the case with regards to consumption and its implications for understanding the ‘dark tourist’. Thus it is suggested that the dimensions of dark tourism consumption have not been extracted or interrogated – only assumed. The paper shows how - using as an example the trade flows between eleven European countries and 31 OECD `reporting' countries - the result of a gravity model, in terms of potential trade, changes substantially when country heterogeneity and dynamics are taken into account.
