The project of the “Treaty that establishes a Constitution for the Europe”, beyond its political consequences, puts some challenges to the classical constitutional theory. At first sight, it seems completely heterodox towards canon constitutional tendencies, and first of all in what concerns the constituent power classical theories. However, a more rigorous analysis of the history of the modern constitutionalism and its founding texts, mainly French, can lead us to detect very revealing bridges between the liberal modern constitutionalism of the XVIIIth century and the present constitution making of a codified European Constitution. The relationship between innovation and employment is a complex one and has long been a topical issue in economic theory. Moving from the classical question ‘‘does technology create or destroy jobs?’’ recent research has investigated the impact of different types of innovation and the structural and institutional factors affecting the quantity of employment change. The Powers Of The Central Governments And The Problems Of Enlarging And Deepening The European Union: An Essay Of Constitutional Political Economy, Antonio García Lorenzo, Andrés Faiña, Jesús López-Rodríguez

In this paper we present an adaptation of Buchanan and Tullock’s model in order to apply it to the constitutional choices regarding the assigning of powers to a supranational authority. The outcome of the economic-political model developed in this paper demonstrates that there are constraints in the supply of integration, suggesting that the enlargement and deepening of the European Union will have to be based on federalist conceptions.

Several authors have described the variety of Portuguese spoken on the island of São Miguel (Azores,) but the speech of the Micaelans has never been analyzed from a contemporary sociolinguistic perspective. In this work, we present a quantitative analysis of the dialect of the village of Northeast (São Miguel), in which a vowel system is revealed whose variation oscillates between the island pronunciations of the tonic vowels and the corresponding forms of the Portuguese standard language. Alvarez Machain was wrongly decided because the Supreme Court rejects natural law arguments out of hand. Natural law and positive law are not dichotomous. They are complementary. The Supreme Court will eventually be forced to review all cases rejecting arguments due to a rejection of natural law.

Labor-Force Heterogeneity As A Source Of Agglomeration Economics In An Empirical Analysis Of County-Level Determinants Of Food Plant Entry, David E. Davis

Results of this study show that a heterogeneous labor force serves to attract new food manufacturing investment. We conduct analysis for SIC 20, Food and Kindred Product Manufacturing, and disaggregate analysis on all nine three-digit SIC food industries. Heterogeneity variables are a significant factor in nearly all specifications. We also examine which factors create the greatest increases in the expected number of new establishments. Areas with a high degree of labor heterogeneity are found to have large advantages. Labor heterogeneity is among the most important factors attracting food manufacturing to urban areas over rural areas.
