The recent spate of cases in which reporters have been subpoenaed, fined, jailed, or otherwise disciplined has laid bare the divisions among the courts over the existence and scope of the “reporter’s privilege.” The cases have also exposed the doctrinal, historical, and theoretical infirmities of the broader legal framework that governs newsgathering. Resolving these conflicts has grown more urgent with the democratization of media and the emergence of bloggers and other news providers who have challenged traditional conceptions of “journalists” and “the press.” To settle these controversies, this Article moves past the courts’ desultory analyses, focuses on core principles, and …

Economic Evaluation Of Continuing Care Interventions In The Treatment Of Substance Abuse, Michael T. French, Ioana Popovici, James R. Mckay

The chronic and relapsing nature of substance abuse points to the need for continuing care after a primary phase of treatment. This article reviews the economic studies of continuing care, discusses research gaps, highlights some of the challenges of conducting rigorous economic evaluations of continuing care, and offers research guidelines and recommendations for future economic studies in this emerging field. Rigorous economic evaluations are needed by health care providers and policy makers to justify the allocation of scarce resources to continuing care interventions. As libraries change to meet the evolving needs of our patrons, including the development of online services, many libraries are considering consolidating physical service points to maximize staff and better serve the in-house patron. This article describes the planning, implementation, and evaluation process involved in merging the circulation and reference desks at the University of New Orleans Library. The cross-training process is described in detail, and benefits as well as problems experienced are outlined. The authors also provide advice for those considering a merger at their library.

Teaching Students And Teaching Each Other: The Importance Of Peer Learning For Teachers (With Elias Bruegmann), Clement (Kirabo) Jackson

Using student examination data linked to longitudinal teacher personnel data we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test scores in reading and math respectively (about one third …

This paper looks at intelligence led strategic planning, specifically within the context of an operational private sector corporate security unit which the author managed from 1994 to 2005. It examines the role, mission and objectives of the unit, with specific emphasis on management models, planning frameworks, policy and strategy, client relations and performance measuring. It develops the concept that risk assessment and intelligence development are in fact the same process, acting to direct governance and informing decision making at both tactical and strategic levels.

Student Demographics, Teacher Sorting And Teacher Quality: Evidence From The End Of School Desegregation, Clement (Kirabo) Jackson

The reshuffling of students due to the end of student busing in Charlotte-Mecklenburg provides a unique opportunity to investigate the relationship between changes in student attributes and changes in teacher quality that is not confounded with changes in school or neighborhood characteristics. Comparisons of OLS and IV results suggest that the spatial correlation between teachers’ residences, students’ residences and schools could lead to spurious correlation between student attributes and teacher characteristics. This paper describes and analyzes the use of Augusto Boal's Theater of the Oppressed (TO) as a form of academic and social support used in a recruitment and retention program for bilingual teachers in the Southeastern United States. We analyze changing epistemic stances of performers to understand how TO works to disrupt monologic relationships and reestablish dialogue between teachers and others in their professional lives.

A fascinating example of taking available designs and then engaging in the act of designing new designs is the application of the British Neoclassical architectural style to new buildings in the Ionian Islands off the west coast of Greece. This occurred when Britain occupied these Islands in 1809 which then received independent status in 1815 under the British crown. It is ironical that the country that created classical architecture had neoclassical architecture introduced from the outside. Making wealth requires people to do what they say. In relationships and repeat transactions, reciprocity makes people do what they say, even without contract law. Relationships and repeat transactions, however, preclude competition. Competition involving transactions with strangers invigorates an economy and enables it to flourish. Making strangers do what they say requires them to commit legally. According to the contract principle for economic cooperation, the law should enable people to commit to doing what they say. Objective: To examine the association between family cohesion and behaviors linked to health or overweight in adolescents. Method: Cross-sectional analyses of family cohesion and eating behaviors of 2,379 girls (followed from ages 9–19) who participated in the National Heart, Lung, and Blood Institute Growth and Health Study (NGHS). Height and weight measurements were obtained on an annual basis. Family cohesion was measured by the Family Adaptability and Cohesion Evaluation Scale (FACES) III. Food diaries were used to assess frequency of breakfast consumption and intake of milk, soda, fruits, and vegetables. Results: Family cohesion was significantly associated with less soda intake …

Natural disasters, organizational crises, and acts of terrorism have received increased attention in recent years from communication scholars. A consistent theme emergent in this literature is the diversity of responses to crisis messages. Affected publics hailing from different demographic and economic backgrounds have demonstrated different interests, informational needs, and psychological and behavioral responses to crisis messages. Although this research strongly recommends the consideration of multiple publics and custom tailoring messages to their informational needs, government agencies and crisis practitioners continue to produce generalized crisis messages that do not adequately address these diverse needs. The notion of measuring human rights can be used with students beginning their studies of statistical analysis to foster a sense of creativity and encourage critical thinking. This article outlines ideas for four lessons which incorporate statistical analysis of human rights, from graphing the right to health using illness concentration curves to using ordinary least squares regression to examine differences in the human rights reporting of Amnesty International and the US State Department. Classroom discussion of measuring human rights can be used to stimulate an awareness of the need to examine statistics as products of socio-political forces.

Aboriginal communities in New South Wales currently are engaged in negotiating with government agencies
about cultural activities focussing on access to and harvest of wild resources on and off protected areas. These
are ‘co-management’ situations in the broadest sense, where both Indigenous peoples and protected area
