This Joint Fire Science funded project seeks to understand individual and organizational learning from prescribed fire operations, particularly how existing review processes do or might promote capture and transfer of lessons from prescribed fire escapes. We seek to understand what aspects of current reviews (processes, venues/formats, timing, and distribution techniques) are most effective in promoting organizational learning.

Supplementing A Librarian's Information Literacy Toolkit With Textbooks: A Scan Of Basic Communication Course Texts, Melissa Kozel-Gain, Rick A. Stoddart

This inquiry subjectively examines selected basic communication textbooks for information literacy concepts from the communication discipline point of view. Librarians can build on these concepts in library skills instruction sessions for first-year communication students. This analysis reveals that communication textbook authors are addressing information literacy concepts and standards with content, exercises, examples, and, most importantly, context; and the authors are often utilizing their own discipline-specific terminology to do so. Because finding, using, and evaluating information is a cornerstone of communication education and because the most successful information literacy efforts result from learning its tenets in a variety of contexts, librarians …

How much does the current social security system redistribute from rich to poor? We propose alternative concepts of well-being that can be used to classify individuals from rich to poor, and we show how social security redistributes differently under each concept. We use the PSID to estimate lifetime wage profiles and actual earnings each year for a sample of 1778 individuals, and we use mortality probabilities to calculate expected payroll taxes and social security benefits. For a given set of “facts” about the net flows experienced each year by each individual, measured progressivity depends on many assumptions. This paper attempts …

While prior literature has identified various effects of environmental policy, this note uses the example of a proposed carbon permit system to illustrate and discuss six different types of distributional effects: (1) higher prices of carbon-intensive products, (2) changes in relative returns to factors like labor, capital, and resources, (3) allocation of scarcity rents from a restricted number of permits, (4) distribution of the benefits from improvements in environmental quality, (5) temporary effects during the transition, and (6) capitalization of all those effects into prices of land, corporate stock, or house values. Optimal Taxation Of Externalities Interacting Through Markets: A Theoretical General Equilibrium Analysis, Xiaolin Ren, Don Fullerton, John Braden

This study develops a theoretical general equilibrium model to examine optimal externality tax policy in the presence of externalities linked to one another through markets rather than technical production relationships. Analytical results reveal that the second-best externality tax rate may be greater or less than the first-best rate, depending largely on the elasticity of substitution between the two externality-generating products. These results are explored empirically for the case of greenhouse gas from fossil fuel and nitrogen emissions associated with biofuels.

The influence of gender in qualitative research studies of masculinities is considered in this article. The findings are based on two separate studies of masculinities involving men who participated in semi-structured individual interviews while enrolled at a private research university. Using West and Zimmerman’s theory of gender performance, the authors argue that participants expressed themselves as men and offered responses to interview questions in ways that were aligned with traditional assumptions about gender roles and expectations. “Cool Posing” On Campus: A Qualitative Study Of Masculinities And Gender Expression Among Black Men At A Private Research Institution., Frank Harris Iii, Robert T. Palmer, Laura E. Struve

Using theories and concepts relating to the social construction of Black masculinity and male gender role conflict, the authors explored contextualized meanings of masculinities and corresponding behavioral expressions among 22 Black men enrolled at a private research university. The concepts of toughness, aggressiveness, material wealth, restrictive emotionality, and responsibility underscored the meanings the participants ascribed to masculinities. Participants expressed these concepts behaviorally through their pursuit of leadership and academic success, homophobia, and the fear of femininity, and through the sexist and constrained relationships they experienced with women. This Article challenges the mathematical probability system that underlies law and economics and behavioral analysis and argues that many of the core insights of both approaches are irremediably flawed. The Article demonstrates that mathematical probability is only suitable for pure gambles and hence does not provide a useful epistemic tool for analyzing individual decisionmaking. As a result, mathematical probability cannot serve as a useful tool for lawmakers. Mathematical probability, the Article proposes, ought to be replaced with causative probability—a system of reasoning compatible with the causal structure of people’s physical, social and legal environments. Leadership education in the 21st century cannot ignore the global risks, opportunities and realities of our interconnected world; so too international education cannot avoid its responsibility to provide the knowledge and vision needed to resolve critical issues we will face as a global community. We argue that a model of international education is needed which acknowledges the diverse global community in which institutions are based and learning takes place. In linking leadership and international education, we propose an alternative approach to both based on recognition, reciprocity and responsibility toward others.

For decades now, Canada has been seen as a global exemplar of peacemaking and peacekeeping, yet the troubled relationship between its state and the Indigenous peoples within its borders does little to support this image. There is, in fact, a strong case to be made that the ongoing crisis of Indigenous–settler state relations in Canada is best understood as a protracted war; or more succinctly, as a failure to achieve peace following the initial violence of conquest and colonisation. Accordingly, it makes sense to apply just war theory — a doctrine of military ethics — to the issue. Grounded in …

This paper maps and evaluates the area of migrant labour integration in Cyprus. This is is not an easy task as the issue of integration has for years been a non-starter. Until the end of 2010, when the first national action plan on integration was adopted, the policy framework could only be schematically imagined. It concludes that Integration requires a serious change in the whole way in which migrants are perceived and are structurally located in society. En este artículo se investiga a nivel macroeconómico y regional la naturaleza y condiciones del estancamiento económico existente en México desde 1982, con especial énfasis en el periodo 1993-2010. Utilizando la teoría kaldoriana como marco de referencia, se supone que las manufacturas representan el motor del crecimiento económico. Los resultados econométricos permiten confirmar la hipótesis. De esta forma, la insuficiencia dinámica del sector manufacturero es la causa principal detrás de las bajas tasas de crecimiento económico y empleo en México. La formación de cadenas productivas es una condición indispensable para el desarrollo económico local bajo el nuevo escenario que genera un entorno globalmente competitivo.
