NEO-MORALISM UNDER NEOLIBERALISM INTERNATIONAL CONFERENCE
One defining character of HIV care in Taiwan is that it’s built as an integral part of the punitive regime of HIV control, a regime buttressed by stigmatizing public health measures such as name-based reporting, quarterly tracking, mandatory testing, and above all, criminalization of HIV transmission. Within this context, transnational technologies of care and prevention have come to be assembled in specific ways. Notably, a new apparatus of the hospital-based HIV case management program was installed in 2005 as the state’s attempt to tighten its control over the drug-using HIV population. With its increasing link to the burgeoning local AIDS …

Want To Honor Vets This Memorial Day? Help End Veterans' Homelessness, Christopher R. Fee
English Faculty Publications
Memorial Day is a day for remembering the men and women who died while serving in the United States Armed Forces.
As we gather around the grill with loved ones, let's also remember veterans who survived their term of service only to find themselves without a place of their own to celebrate holidays.
When I first began grappling with homelessness in my local community years ago, Dave, then the director of the local homeless shelter in our small town, told me a story which illustrates some of the special circumstances faced by homeless veterans in America. [excerpt]

Antitrust And The Close Look: Transaction Cost Economics In Competition Policy, Herbert J. Hovenkamp
Antitrust And The Close Look: Transaction Cost Economics In Competition Policy, Herbert J. Hovenkamp
All Faculty Scholarship
This paper briefly examines the contributions of Transaction Cost Economics (TCE) to antitrust analysis, focusing on vertical integration and its contractual substitutes, mainly, minimum and maximum resale price maintenance, vertical nonprice restraints, tying, bundled discounts and exclusive dealing and related exclusionary contracts.
TCE generally assumes that business firms organize their activities so as to maximize their value, which they can do both by economizing and also by obtaining higher prices. Sensible antitrust policy recognizes that both advantageous contracting and monopoly can be profitable to a firm, and it can be expected to pursue both when they are available. Nevertheless, the …

Present discourse on Hongkongers' value systems considers this community of Chinese refugees as having an apolitical "utilitarian familism" (Lau); that colonial politics reinforced “an existing psychology of conservatism and timidity” (Tsang 31); that "Hongkongers (mainly its younger generations) express generally a very inward-looking and regressive mentality… an extreme materialism, hedonism and negativity.” (Tsang, 35) Despite a severe gap between the rich and poor, until …

NEO-MORALISM UNDER NEOLIBERALISM INTERNATIONAL CONFERENCE
This paper is an audience research on the TV drama series of Woju (蝸居), with focus on the making of neoliberal subject of Chinese college graduates. This drama series, which began airing in July 2009, made the term “woju” a public idiom, which now refers to the cramped living environment of middle-lower class in Chinese cities. The huge gap between educated young adult’s aspirations and their living and working conditions is routinely discussed and dramatized in media. However, despite the association frequently made by the media between Woju and the social and cultural problems of Chinese crony capitalism, such …

Taiwan's "China Factor" : Democracy And Its Discontent, Keng Liang, Ted Cheng
NEO-MORALISM UNDER NEOLIBERALISM INTERNATIONAL CONFERENCE
The notion "China Factor" in Taiwan, emerging as one of the causes in the anti-media monopoly movement in 2012, refers to a cross-strait media monopoly impeding the press freedom and the freedom of speech. At the same time, liberalist intellectuals further defined “China Factor” as the approaching political impact of “Cross-strait politician and capitalist alliance” on Taiwan’s democracy, and proposed the idea of “a third way of imagining China” beyond nationalist independence of Taiwan and reunification with China (Wu 2012). “Freeman Manifesto” was also proposed as a new political cross-strait framework. However, as a political signifier rather than a …
Predicted Causality In Decision Making: The Role Of Culture, C Dominik Guess, Bernadette Robinson
Predicted Causality In Decision Making: The Role Of Culture, C Dominik Guess, Bernadette Robinson
Psychology Faculty Research and Scholarship
In the wider sense, decision making is embedded in the problem-solving process and its many stages (Davidson and Sternberg, 2003; Güss et al., 2010). In the narrow sense, decision making is understood as the ability to select one of several alternatives and to act accordingly (Güss 2004). Previous research has often focused on decision making in relatively predictable environments with clear goals (e.g., expected utility theory of von Neumann and Morgenstern, 1944). In recent decades the focus has been on decision making heuristics, i.e., strategies or rules of thumb, applied in uncertain situations (e.g., Tversky and Kahneman, 1974; Simon, 1979; …
Beyond Biracial: The Complexity Of Identity Construction For Women With One Black And One White Parent, Roxanne Kymaani
Beyond Biracial: The Complexity Of Identity Construction For Women With One Black And One White Parent, Roxanne Kymaani
Dissertations
In the United States, the post-Civil Rights Movement era changed forever the social perceptions about race and the self-perceptions of people who are born with mixed racial origin. Choosing to identify as mixed race in America inevitably leads to a racial cross-examination linked to America’s continued struggle with its racial heritage and the enduring legacy of a dominant discourse.
This dissertation focuses on the lived experience of women with one Black and one White parent. While subject to labels such as Black and White, Black, mulatto, biracial, mixed, or other, the central question is what do these women wish to …

This descriptive exploratory study utilized open-ended questions in interviews of adult survivors of childhood sexual abuse (CSA) in order to increase understanding of the spiritual relationship specifically between survivors of CSA and their healing processes, from the survivors' perspective. Adult participants, with no gender specification, were recruited through flyers at the University of Wyoming, local social service and mental health agencies, faith communities, as well as newspaper advertisements in Laramie and Cheyenne, Wyoming. Further recruitment, as needed, expanded across the state of Wyoming, into Northern Colorado and Rapid City, SD. Eight to ten interviews were conducted utilizing audio recording and …

The Spanish Export Led Recovery, David Wagner
Undergraduate Economic Review
I researched the export-led recovery currently taking place in Spain. My thesis revolved around Mariano Rajoy and the Popular Party coming into power in 2011 and instituting reforms in three distinct categories; financial market reforms, fiscal measures, and labor market reforms. These reforms have had a significant impact in restoring credibility in Spain's capital markets and decreasing unit labor costs. In turn, Spain has shown impressive export growth in the past two years, especially compared to its neighbors Italy and France.

The site has been touted as potentially useful to retailers trying to determine where to locate future outlets.
However, Australian Privacy Foundation vice-chair Katina Michael said companies applying profiles could get it dramatically wrong or right.
Michael said that consumers had a choice to make in light of the "big data" trend, which often mischaracterised people.
"We can continue to believe the rhetoric that says: "We are doing no harm to individuals, it is hardly tracking when profiling small neighbourhoods"... or we can begin to demand an end to the on-selling of personal information,"she said.

Adam Smith's Lectures On Jurisprudence-Justice, Law, And The Moral Economy, Walter J. Kendall Lll
Walter J. Kendall lll
Adam Smith, a leading thinker of the British Enlightenment, is universally known as the author of the Wealth of Nations and an economic theorist. He is less well known as the author of a Theory of Moral Sentiments and an ethicist. And known almost not at all for his Lectures on Jurisprudence or as a legal theorist. This essay looks at Smith’s thought through the lens of his Lectures on Jurisprudence. It highlights the almost paradoxical positions Smith had on self-interest, markets, government, and economic expansion. Obscured by his reputation and these paradoxes are his views on justice, equality, and …

Seeking An Identity: The Portrayal Of Archivists In Film, Anne Daniel, Amanda Oliver
Western Libraries Presentations
The image of archivists in media can sometimes seem nebulous. From descriptions of dusty, unorganized vaults and cardigan-clad gatekeepers, there appears to be many stereotypes perpetuated in media. Building upon previous research in this area, this study aims to investigate how archivists are portrayed in film. Films involving archives and archivists were selected and a content analysis of these films was conducted to address the following questions: is there an archivist in the film and how is the character portrayed? Can specific stereotypes be identified? Do archivists have their own distinct identities in films or is the archivist a non-descript …

Reduction Of Transportation Greenhouse Gas Emissions To Mitigate Climate Change Impacts, Mary Snow, Richard Snow
Publications
Weather affects almost all modes of transportation in a modern society, and likewise, transportation has an enormous impact on the weather. Transportation greenhouse gas emissions (GHG) impact climate change, which impacts transportation in return. Reduction of transportation impacts on climate change can mitigate the reverse climate change impacts on transportation. This paper examines the relationship between transportation and climate change and establishes prospective solutions to reduce transportation greenhouse gas emission impacts on climate change and mitigate the reverse climate change impacts on transportation.

Cleared For Deposit! Tool For Reviewing Faculty Cv's And Depositing Articles In An Institutional Repository, Graham Hukill
Library Scholarly Publications
This poster will focus on a tool we have made to streamline the process of reviewing faculty publications, most often via their CV, for deposit and self-archiving in a Institutional Repository. The tool uses an HTML/CSS webpage for the front-end, a MySQL backend, and pulls in publisher self-archiving policies via the SHERPA/RoMEO API.
Many libraries are beginning to review faculty CVs for publications that can be deposited in their Open Access Institutional Repository. SHERPA/RoMEO, "...a searchable database of publisher's policies regarding the self- archiving of journal articles on the web and in Open Access repositories," is primarily how librarians decide …

We investigated the moderating impact of the personality construct alexithymia on the ability of younger and older adults to control the recall of negative and neutral material. We conducted two experiments using the directed forgetting paradigm with younger and older adults. Participants studied negative (Experiment 1) or neutral (Experiment 2) words. Participants were instructed to forget the first half and remember the second half of an entire list of words. Overall, we found that alexithymia impairs the ability of both younger and older adults to cognitively control negative material (through both recall and inhibition). The “externally oriented thinking” factor of …

School District Bond Campaigns: Strategies That Ensure Successful Outcomes, Linda L. Florence
Dissertations and Theses
When the polls close and the ballots are counted, the best sound is the roar of ecstatic cheering from delighted but exhausted campaign committee members. A bond campaign takes an inordinate amount of work, but the results are worth the effort when the campaign is managed in a systematic way. Districts can be successful bond recipients when they effectively market their schools to gain the support of their constituents.
Public schools across the U.S. are in dire need of major repairs, remodeling, and rebuilding to meet the educational needs of students. Unfortunately, passing a school bond election is entrusted to …

This brief is about stressors during military service that OEF/OIF female veterans experienced and how they coped with the stress. In policy and practice, female veterans should tell healthcare providers of their healthcare needs, and should form support groups with other veteran women; family members should support returning female service members; the VA should adapt its services to address the needs of female veterans, policymakers should allocate funding toward creating non-VA mental health and substance abuse counseling, and the VA should offer gender-specific mental health programs. Suggestions for future research include analyzing differences between age groups and length of time …

The current study examined the use of and the consistency of use of the polygraph exam by law enforcement agencies throughout the United States as part of the screening process to find suitable applicants for employment as police officers. The polygraph exam can be a valuable tool for law enforcement agencies to use in screening applicants, but research has shown that there are questions with regard to the validity and the reliability of the polygraph exam and that improvements in the consistency of use and standardization of practices would increase the validity and reliability of the polygraph exam as a …

The purpose of the current study was to examine the consistency of the use of the psychological evaluation as part of the law enforcement candidate selection process. The International Association of Chiefs of Police (IACP) provides guidelines for the psychological evaluation, but research has found that law enforcement agencies use a variety of procedures with no consensus as to what should be used and why (Dantzker, 2011). Research has also found that very few applicants pass the psychological evaluations and that law enforcement agencies may be screening out candidates who would have been successful police officers (Chang-Bae, 2006; Dantzker, 2011). …

Capturing The Ride: Exploring Low-Density Flexible Transit Alternatives In Salem-Keizer, Darwin Moosavi
PSU Transportation Seminars
Current fixed-route transit service provided by Salem-Keizer Transit is inefficient in the low-density neighborhoods of West Salem, South Salem, and Keizer. The lack of sidewalks, non-gridded circuitous streets, and large single-family residential lots all contribute to a lack of ridership. As a result, traditional fixed-route transit service is not cost-effective in these areas. Through a five month planning process, a group of Portland State University graduate students, better known as Paradigm Planning, tackled the task of addressing this problem in each of the three study areas. Paradigm’s planning process explored mode and route options in order to produce a plan …
