Venue Preference And Earthquake Mitigation Policy: Expanding The Micro-Model Of Policy Choice, Junghwa Choi, Wesley Wehde Jul 2019

Venue Preference And Earthquake Mitigation Policy: Expanding The Micro-Model Of Policy Choice, Junghwa Choi, Wesley Wehde

Public Administration Faculty Publications

Seismologists have reported that a majority of recent earthquakes in Oklahoma have been triggered by the activities of oil and gas companies. Despite this fact, there is evidence of strong opposition toward earthquake mitigation policy. In this article, we argue that how individuals define issues affect their policy choice. Furthermore, we incorporate the concept of venue shopping from the literature on macro theories of the policy process to investigate the effect of problem definition in shaping individual venue preference for policy choice. Using unique survey data, we find that problem definition, particularly issue causality and issue image, is strongly related …

Practical Representation And The Multiracial Social Movement, Vernon D. Johnson, Kelsie Benslimane Jul 2019

Practical Representation And The Multiracial Social Movement, Vernon D. Johnson, Kelsie Benslimane

Vernon D. Johnson

The issue of representation has been brought to us by scholars in social theory, ethnic and women’s studies, and literary and cultural criticism. In political science representation became an issue as various social movements became concerned with their empowerment. This work is focused on the social movement side of the study of representation. It is concerned with the political construction of racial identity and movements for empowerment based upon those identities. Utilizing Stuart Hall’s theory of representation (1997); and building upon Winant’s model of racial hegemonic projects (1990), this paper identifies ideas and practices of racial identity and representation within …

Immigration And Domestic Politics In South Africa: Contradictions Of The Rainbow Nation, Vernon D. Johnson

Vernon D. Johnson

The region of Southern Africa has been part of the global capitalist system since its inception in the late 15th century, when Portugal incorporated Angola and Mozambique into its empire. In 1652 the Dutch East India Company established a "refreshment station" at the Cape of Good Hope for ships travelling between Europe and the Far East.1 From that time the region has experienced several periods of deepening incorporation into the global system.

Measuring The Effects Of Problem-Based Learning On The Development Of Postformal Thinking Skills And Engagement Of First-Year Learning Community Students, Charles T. Wynn Sr., Richard S. Mosholder, Carolee A. Larsen

Charles Wynn

This article presents an instructional model for teaching a gateway history course that affects students by: 1) improving their ability to think at higher levels; 2) increasing engagement; and, 3) enhancing their perception of the relevancy of the course material in comparison to traditional lecture and discussion. The model includes problem-based learning, a metacognitive reflection inducing approach to discussion, and integration into a learning community (PBL LC). The researchers conducted an evaluation of the outcomes of PBL LC and compared them to the outcomes of the same course taught by model methods without the learning community (PBL History) and by …

Kristin M. Mattocks

In response to widespread concerns regarding Veterans' access to VA care, Congress enacted the Veterans Access, Choice and Accountability Act of 2014, which required VA to establish the Veterans Choice Program (VCP). Since the inception of VCP, more than two million Veterans have received care from community providers, representing approximately 25% of Veterans enrolled in VA care. However, expanded access to non-VA care has created challenges in care coordination between VA and community health systems. In March 2018, the VA Health Services Research and Development Service hosted a VA State of the Art conference (SOTA) focused on care coordination. The …

Improving Care Coordination For Veterans Within Va And Across Healthcare Systems, Kristina M. Cordasco, Denise M. Hynes, Kristin M. Mattocks, Lori A. Bastian, Hayden B. Bosworth, David Atkins

Kristin M. Mattocks

The VA faces a plethora of care coordination challenges. Many Veterans have multiple conditions and providers, and many get a portion of their care in the community, a number that will only grow as recent legislation expands options for private care. These challenges have spawned new VA initiatives for redesigning care to meet them, described in this supplement in an editorial by Hosenfeld and colleagues. The VA Health Services Research and Development (HSR&D) service, in partnership with VA’s Office of Primary Care, and Office of Community Care, sponsored a State of the Art (SOTA) conference with the goals of (a) …

Understanding Maternity Care Coordination For Women Veterans Using An Integrated Care Model Approach, Kristin M. Mattocks, Aimee Kroll-Desrosiers, Rebecca L. Kinney, Sara Singer

Kristin M. Mattocks

BACKGROUND: An increasing number of women veterans are using VA maternity benefits for their pregnancies. However, because the VA does not offer obstetrical care, women must seek maternity care from non-VA providers. The growing number of women using non-VA care has increased the importance of understanding how this care is integrated with ongoing VA medical and mental health services and how perceptions of care integration impact healthcare utilization. Therefore, we sought to understand these relationships among a sample of postpartum veterans utilizing VA maternity benefits.

METHODS: We fielded a modified version of the Patient Perceptions of Integrated Care survey among …

Health Policy And Social Change: Women’S Advocacy Groups And Narrative Mobilization, Jill Moffatt

Electronic Thesis and Dissertation Repository

The goal of this study is to systematically investigate the mobilization of co-created (storyteller and story-gatherer) narratives for policy and social change. A case study format investigated the mobilization of narratives by a women’s health organization in London, Ontario. Semi-structured interviews resulted in transcripts from key actors. These transcripts were thematically coded and analyzed. All interview participants emphasized that from their perspective the organization did influence health policy or social change through their narrative use. Specific policy change examples were provided by participants, and social change was subjectively recognized as realized through the creation of awareness and affirmed through audience …

Factors In Refugee Resilience Building During Humanitarian Response, Rachel Starner Jul 2019

Factors In Refugee Resilience Building During Humanitarian Response, Rachel Starner

Capstone Collection

If countries hosting refugees want to build resiliency and reduce dependency on foreign relief, humanitarian response and local development need to be addressed simultaneously, and collaboration at all levels of stakeholders needs to take place in planning and decision making. Additionally, innovation and strong leadership are strong factors in creating and leading new ideas as funding and world leadership dynamics change, especially with traditional leaders such as the US and the UN losing influence. Observations made at the Mahama Refugee Camp in Rwanda as well as existing document analysis reflect these traits by active efforts of camp administrators and humanitarian …

Dynamic And Integrated Models Of The Energy-Water-Land Nexus: Economic And Environmental Evaluation Of Policy Decisions, Elmira Kalhor

Economics ETDs

This dissertation contributes to the field of environmental and natural resource economics by employing data and hybrid simulation models to assess the economic and environmental outcomes of policy instruments applied to the complex systems of humans and the physical environment. Three integrated and dynamic models are developed to measure short- and long-term outcomes of price scenarios and resource capacity constraints.

The first chapter examines the balancing problem faced by a state-level policymaker. The Permian Basin is a source of significant revenue to the state of New Mexico; however, unconventional oil and gas production in this highly productive field requires large …

He Spoke, I Spoke: A Usage-Based Examination Of Homophony In The Navajo Verb Complex, Michael Peter Drinkwater Jul 2019

He Spoke, I Spoke: A Usage-Based Examination Of Homophony In The Navajo Verb Complex, Michael Peter Drinkwater

Linguistics ETDs

This study examines homophony between first and third person verbs and between second and third person verbs in Navajo. The typical paradigm for person-marking in Navajo has a sh- prefix for first person, a ni- prefix in second person, and a zero-marked third person. In some phonological environments, however, the first and second person pronouns are elided, producing cases of homophony between first and third and between second and third persons.

I examine all cases of this in Navajo and also provide data from Jicarilla Apache, Hupa (a Pacific Coast Athabaskan language), and three Northern Athabaskan languages: Chilcotin, Koyukon, and …

The Price Of Independence In An Echo Chamber With Dependence Ambiguity, Lorán Chollete, Michael Klass, Victor De La Peña Jul 2019

The Price Of Independence In An Echo Chamber With Dependence Ambiguity, Lorán Chollete, Michael Klass, Victor De La Peña

WCBT Working Papers

How much should we pay to remove the interdependence of biased information sources? This question is relevant in both statistics and political economy. When there are many information sources or variables, their dependence may be unknown, which creates multivariate ambiguity. One approach to answer our leading question involves use of decoupling inequalities from probability theory. We present a new inequality, designed to cope with this question, which holds for any type of dependence across information sources. We apply our method to a simple formalization of a political echo chamber. For a given set of marginal information, this bound is the …

The World Is In Better Shape Than Most People Think, Wesley Peterson

Cornhusker Economics

Steven Pinker (2018, page 40) reports that “… large majorities in eleven developed countries said ‘the world is getting worse’ and in most of the last forty years a solid majority of Americans have said the country is ‘heading in the wrong direction.’” Recent polls conducted by the Pew Research Center show that Americans are pessimistic about the future (Gramlich, 2019) and that around the world many people are dissatisfied with the way democracy works in their countries (Wike et al., 2019). According to Twenge (2019), the level of happiness in the United States has been trending down for the …

Designing A Curriculum In Active Shooter Behavioral Indicators For Students In Institutions Of Higher Education In The State Of New Jersey, David J. Sierotowicz

Seton Hall University Dissertations and Theses (ETDs)

The research in this study was conducted to explore proactive preventative measures to address the increasingly violent problem of active shooter scenarios for institutions of higher education within the State of New Jersey. Colleges and universities pose a unique threat when assessing risk factors, as these venues are open and, as a result, do not afford substantial protection against a violent assailant. The State of New Jersey has traditionally embraced a reactionary model of response, learning from past incidents and adjusting necessitated tactics accordingly. Active shooter training has become commonplace on college campuses in the State of New Jersey, and …
