The Death Penalty: The Law Lords Alter Course In The Commonwealth Caribbean, Harold A. Young J.D./Llb, Phd

Journal of International and Global Studies

This article is a critical examination of the decisions of the Judicial Council of the Privy Council (JCPC) in death penalty appeals from the Commonwealth Caribbean from 1966 to 2008. It contributes to our understanding of how court rulings may be influenced by specific aspects of the judicial environment, which is shaped by the majority party in parliament, whose prime minister selects judges and which may make substantive changes in the law. In a quantitative examination of death penalty appeals, I find an increased likelihood that the court will set aside the death penalty when the judicial environment changes.

The relationship between grip strength and mortality is often used to underscore the importance of resistance exercise in physical activity guidelines. However, grip strength does not appear to appreciably change following traditional resistance training. Thus, grip strength could be considered reflective of strength independent of resistance exercise. If true, grip strength is not necessarily informing us of the importance of resistance exercise as an adult, but potentially highlighting inherent differences between individuals who are stronger at "baseline" compared to their weaker counterpart. We propose a class of multiple-prior representations of preferences under ambiguity, where the belief the decision-maker (DM) uses to evaluate an uncertain prospect is the outcome of a game played by two conflicting forces, Pessimism and Optimism. The model does not restrict the sign of the DM’s ambiguity attitude, and we show that it provides a unified framework through which to characterize different degrees of ambiguity aversion, and to represent the co-existence of negative and positive ambiguity attitudes within individuals as documented in experiments. Charities often send annual “thank you letters” to express gratitude to donors, but seek to defray these costs by inviting additional donations or engagement. However, the additional asks may backfire if potential donors see the thank you message as “insincere” or “manipulative.” We test this trade-off by conducting a field experiment in cooperation with a leading charity in India. We find that an explicit ask for additional donations or even a request to follow the organization on Facebook reduces giving. We propose a multiple-prior model of preferences under ambiguity that provides a unified lens through which to understand different formalizations of ambiguity aversion, as well as context-dependent negative and positive ambiguity attitudes documented in experiments. This model, Boolean expected utility (BEU), represents the belief the decision-maker uses to evaluate any uncertain prospect as the outcome of a game between two conflicting forces, Pessimism and Optimism. The Kent State University (KSU) spectral decomposition method provides information about the spectral signals present in multispectral and hyperspectral images. Pre-processing steps that enhance signal to noise ratio (SNR) by 7.37–19.04 times, enables extraction of the environmental signals captured by the National Aeronautics and Space Administration (NASA) Glenn Research Center's, second generation, Hyperspectral imager (HSI2) into multiple, independent components. We have accomplished this by pre-processing of Level 1 HSI2 data to remove stripes from the scene, followed by a combination of spectral and spatial smoothing to further increase the SNR and remove non-Lambertian features, such as waves. The CPTPP, or the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, is an example of a “mega-regional” free trade agreement, whose provisions on the rules of origin and trade facilitation can have potentially large impacts on the CPTPP-wide supply chains. In this paper, we investigate whether the CPTPP members are key upstream and downstream trade partners to each other in the global value chains. We develop formulas of bilateral upstreamness and downstreamness, based on the gross-export decomposition framework of Koopman, Wang and Wei (2014) and Borin and Mancini (2017). However, it consistently faces the lowest approval ratings among the American public.
