The main focus of China's science and technology (S&T) investment has shifted from the lack of total investment to solve the contradiction between the need for high-quality development and the inefficiency of investment. In order to enhance the efficiency of S&T investment, the structural, institutional, and managerial problems should be solved. Based on the requirement of "enhancing the efficiency of S&T investment" raised at the 20th National Congress of the CPC, the study analyzes the main contradictions in China's S&T investment and factors that restrict the efficiency of S&T investment, and puts forward policy suggestions.

65-year-old lady suffering from cough for the last one month with white colored scanty sputum. Past three weeks she has developed wheeze with shortness of breath. She also complains of on and off mid fever for last two weeks with evening raise of temperature. No evidence of chest pain or hemoptysis. No past history of pulmonary tuberculosis or allergic airway disease. Non diabetic and non-hypertensive.

General physical examination was normal. On auscultation there was reduced air entry with crackles in the right mid and lower zones. Rest of the systems was normal.

When a person is reported missing there are substantial costs for the individual, their family and society. This paper conceptualises the experience of missing persons episodes, through a public health approach. This then allows police, stakeholders and the community to engage in discussions about who is vulnerable to going missing by intervening in a way that addresses risk. Historically, a missing persons episode involves an absence, typically followed by police involvement in consultation with next of kin with establishing the whereabouts of the missing person being the primary focus. Tax Noncompliance: The Role Of Tax Morale In Smokers’ Behavior, James Prieger

School of Public Policy Working Papers

Measuring and predicting compliance with tax obligations is important but challenging. Survey data from California smokers are investigated to show that several forms of tax avoidance and evasion were common. About 43% of smokers avoided taxes by purchasing cigarettes outside the state in the previous year, 15% admit to evading taxes through cross-border purchases, and 26% bought likely or certainly untaxed cigarettes in the state in the past month. Attitudinal factors involving tax morale contributed more toward explaining the variance in compliance rates than demographic or law-and-economics factors. The implications for policy are discussed.

Racially restrictive covenants are agreements, typically embedded in property deeds, that limit the transfer of property to non-white people. The covenants remain common features of property deeds in the St. Louis region, though enforcement of them was outlawed by the U.S. Supreme Court’s Shelley v. Kraemer decision in 1948. This brief discusses the covenants and identifies strategies for communities to deploy in addressing them.
