Following a period of rapid financial liberalization and a record credit boom in the 1980s, Finland’s financial system suffered steadily increasing loan losses and falling earnings beginning in 1990. The Finnish Parliament created the Government Guarantee Fund (GGF) in April 1992 to support banks with loans, capital, and guarantees. In a press release issued on August 6, 1992, the government said the GGF would “secure the stable functioning of the banking system under any circumstances [emphasis added]”. Six months later, the Parliament of Finland specifically required the GGF to guarantee that all Finnish banks could meet their commitments. The government …

As foreign credit in Denmark dried up during the summer of 2008, Danish banks became increasingly reliant on short-term borrowing. The government took over the failing Roskilde Bank, the country’s eighth-largest bank, in late August. On October 5, 2008, the government announced a voluntary General Guarantee Scheme to fully insure deposits and other senior liabilities of participating banks. Banks could participate in the scheme by becoming members of the financial sector’s banking consortium, Det Private Beredskab, or in English, the Private Contingency Association (PCA), before October 13, 2008. Banks have a private motive to hold some level of cash and liquid reserves, but the negative externalities of bank runs create a public interest in setting a regulatory level higher than the privately optimal level. We can think of such reserve requirements (RRs) as the original form of liquidity regulation. In this paper, we focus on 14 cases in which central banks adjusted RRs after crises hit, typically to deal with liquidity shortages in the banking system. We observe that RR adjustments have several advantages in a crisis: (1) such changes require little process, and the change for banks …

This paper surveys 10 blanket guarantee (BG) programs across 13 Key Design Decisions. The defining characteristics of these programs in terms of their inclusion in our BG series are (a) that they guaranteed a broader range of liabilities beyond deposit accounts and (b) that the guarantees covered existing liabilities in addition to newly issued ones. Each case represents an effort to eliminate creditors’ incentive to withdraw funding from institutions by guaranteeing that the funding will be paid back even if the institutions are unable to do so themselves. Banks’ asset fire sales and recourse to central bank credit are modeled with continuous asset liquidity, allowing us to derive the liability structure of a bank. Both asset sales liquidity and the central bank collateral framework are modeled as power functions within the unit interval. Funding stability is captured as a strategic bank run game in pure strategies between depositors. Fire sale liquidity and the central bank collateral framework determine jointly the ability of the banking system to deliver maturity transformation without endangering financial stability. This paper analyzes economic policy responses to the COVID-19-induced recession, focusing on the American policy response. Despite widespread political distrust between the two parties sharing control of the government and the timing of the upcoming presidential election, America’s political system was able to enact a massive policy response that reduced the severity of the recession. This political response happened faster than any automatic policy response would have, based on the delays in data reporting. Non-market economic values derived from stated preference (SP) methods are often of interest for policy analysis and evaluation, program design, green accounting, and damage assessments and are increasingly in demand with adoption of ecosystem-based management approaches that emphasize accounting for ecosystem services and their values. A recent guidance prescribes a set of twenty-three best practices guidelines (BPGs) to follow when conducting a SP study to ensure the validity of the results and maximize its ability to provide reliable economic value information. Introduction: The purpose of this study was to investigate the potential associations between physical and technical match performance and to compare these activities in relation to the match outcome. Materials and methods: The research was based on an analysis of 622 matches of the Polish Ekstraklasa during three consecutive seasons. Such variables as total distance, distance covered in different speed zones, effective playing time, ball possession, number of passes and passing accuracy were taken into account. The current study examined relationships between operant conditioning derived dog training techniques and aggression, fear, and dog-owner relationship. Participants (N = 326) completed two online surveys; 1) a survey created for this study measuring the frequency of use of 14 common dog training techniques, which were grouped into four categories based upon operant conditioning: positive reinforcement, negative punishment, positive punishment, and negative reinforcement and 2) the Canine Behavioral Assessment and Research Questionnaire (C-BARQ), which measured several factors related to dog behavior. Renewed focus on workplace inclusivity has prompted calls to eliminate the mixed-gender group address “you guys” due to its potential to lower women’s sense of belonging. Our study found that interactions between this address and participant gender affected opinions on gender inequality but did not affect women’s sense of belonging.

Many agricultural and home gardening interventions aim to improve the nutritional status of women and children in low- and middle-income countries by focusing on women as the recipients of the intervention and make assumptions that women will be empowered as a result. This paper examines the potential impact of an intervention study that combined home garden training and support, and nutrition behaviour change communication, with a social safety net payment, on women’s empowerment in rural Bangladesh. Digital Bookplates: Cataloging Processes And Workflows, Alie Visser

Historically, bookplates were found in the front of print monographs. Transitioning them to digital allows libraries to expand their visibility to researchers and to fundraising activities within institutions. Digital bookplates offer significant opportunities to honor or memorialize individuals with gifts to libraries at varying donation levels. This article discusses digital bookplates in an academic library and provides examples of the cataloging, metadata, and web processes involved in maintaining and collaborating on this active fundraising program. A previous article on this topic was published in 2012 and this article provides an update to its procedures and workflows a decade later.

Despite the rapid expansion of higher education, many young adults still enter the labor market without a college education. However, little research has focused on racial/ethnic earnings disadvantages faced by non-college-educated youth. We analyze the restricted-use data from the High School Longitudinal Study of 2009 to examine racial/ethnic earnings disparities among non-college-educated young men and women in their early 20s as of 2016, accounting for differences in premarket factors and occupation with an extensive set of controls. Results suggest striking earnings disadvantages for Black men relative to white, Latinx, and Asian men. Compared to white men, Latinx and Asian men …

In devolved governments like the Philippines, local government units (LGUs) must be engaged to develop and coordinate responses to tackle the multisectoral problem of childhood undernutrition. However, current Philippine nutrition interventions, such as decentralized school feeding programs (SFPs), generally rely on the national government, public school teachers, or the private sector for implementation, with mixed results. This paper reflects on four decades of research (via ethnographic returning) to explore the social transformations in travel and communication technologies that have impacted the lived experiences, and consequently the theoretical conceptualization, of migrant visits. A comparison of migration waves between Italy and Australia reveals both continuities in visiting experience as deeply relational practices that facilitate a mutuality of being, but also transformations brought about by the technological turn. Visits take on different meanings depending on individual/ family life stage, generation, and community and national histories. In this paper, I raise a few doubts about the adequacy of Hayek's liberal theory and the rule of law in the twenty-first century. I argue that the theory 1) fails to be morally neutral by not giving proper attention to the harm experienced by the minorities, 2) does not acknowledge a satisfactory account for the exploitation of the working class, and 3) operates with a parochial definition of freedom.

The reflective experience documented in this paper engages with doctoral learning from Freire’s (1968/2000) conceptual lens of naming the world. Written from the narrative lens of the supervisor, it considers how doctoral level studies in education can position both the supervisor and the candidates as agents actively reconstructing their understanding of the world and their place in it. The doctoral journey is viewed as praxis compelling researchers to expand their frames for reading the world, accommodating the other, including multiple voices and thus demonstrating commitment to a global and yet constantly contested notion of citizenship.

Drawing on data from a narrative multi-case study based in Toronto, Canada, this article discusses the lived experiences of one Black activist. Utilizing critical race theory, new literacy studies and the rhetoric of cultural production as theoretical frameworks, the article foregrounds the work of Ebele, a Toronto activist whose work supported the educational trajectories and emotional well-being of Black students, many of whom reported being marginalized in school. Through his creative labor, Ebele directly addressed the sociology of anti-Black racism that deeply influences the lives of Afrodiasporic people in Canada. In Ticuna communities across Amazonia, ceramics are useful objects employed for cooking and storage. Their practical importance, however, does not describe the extent of their significance. In the following article, we consider Ticuna ceramics and ceramic-making practices as a means of studying the changes set in motion by the transformation of Ticuna ancestral lands in Peru’s lowland Amazonian region into zones of illicit coca cultivation.
