Finland: Government Guarantee Fund, Blanket Guarantee, 1992, Anmol Makhija Dec 2022

Finland: Government Guarantee Fund, Blanket Guarantee, 1992, Anmol Makhija

Journal of Financial Crises

Following a period of rapid financial liberalization and a record credit boom in the 1980s, Finland’s financial system suffered steadily increasing loan losses and falling earnings beginning in 1990. The Finnish Parliament created the Government Guarantee Fund (GGF) in April 1992 to support banks with loans, capital, and guarantees. In a press release issued on August 6, 1992, the government said the GGF would “secure the stable functioning of the banking system under any circumstances [emphasis added]”. Six months later, the Parliament of Finland specifically required the GGF to guarantee that all Finnish banks could meet their commitments. The government …

Denmark: General Guarantee Scheme, 2008, Benjamin Hoffner

Journal of Financial Crises

As foreign credit in Denmark dried up during the summer of 2008, Danish banks became increasingly reliant on short-term borrowing. The government took over the failing Roskilde Bank, the country’s eighth-largest bank, in late August. On October 5, 2008, the government announced a voluntary General Guarantee Scheme to fully insure deposits and other senior liabilities of participating banks. Banks could participate in the scheme by becoming members of the financial sector’s banking consortium, Det Private Beredskab, or in English, the Private Contingency Association (PCA), before October 13, 2008. The General Guarantee Scheme fully insured all depositors and senior unsecured creditors …

Reserve Requirements Survey, June Rhee, Carey K. Mott, Greg Feldberg, Andrew Metrick Dec 2022

Reserve Requirements Survey, June Rhee, Carey K. Mott, Greg Feldberg, Andrew Metrick

Journal of Financial Crises

Banks have a private motive to hold some level of cash and liquid reserves, but the negative externalities of bank runs create a public interest in setting a regulatory level higher than the privately optimal level. We can think of such reserve requirements (RRs) as the original form of liquidity regulation. In this paper, we focus on 14 cases in which central banks adjusted RRs after crises hit, typically to deal with liquidity shortages in the banking system. We observe that RR adjustments have several advantages in a crisis: (1) such changes require little process, and the change for banks …

Blanket Guarantees Survey, Christian M. Mcnamara, Carey K. Mott, Greg Feldberg, Andrew Metrick Dec 2022

Blanket Guarantees Survey, Christian M. Mcnamara, Carey K. Mott, Greg Feldberg, Andrew Metrick

Journal of Financial Crises

This paper surveys 10 blanket guarantee (BG) programs across 13 Key Design Decisions. The defining characteristics of these programs in terms of their inclusion in our BG series are (a) that they guaranteed a broader range of liabilities beyond deposit accounts and (b) that the guarantees covered existing liabilities in addition to newly issued ones. Each case represents an effort to eliminate creditors’ incentive to withdraw funding from institutions by guaranteeing that the funding will be paid back even if the institutions are unable to do so themselves. The main themes that emerge are: (a) the inability of blanket guarantees …

Fire Sales, The Lolr, And Bank Runs With Continuous Asset Liquidity, Ulrich Bindseil, Edoardo Lanari Dec 2022

Fire Sales, The Lolr, And Bank Runs With Continuous Asset Liquidity, Ulrich Bindseil, Edoardo Lanari

Journal of Financial Crises

Banks’ asset fire sales and recourse to central bank credit are modeled with continuous asset liquidity, allowing us to derive the liability structure of a bank. Both asset sales liquidity and the central bank collateral framework are modeled as power functions within the unit interval. Funding stability is captured as a strategic bank run game in pure strategies between depositors. Fire sale liquidity and the central bank collateral framework determine jointly the ability of the banking system to deliver maturity transformation without endangering financial stability. The model also explains why banks tend to use the least liquid eligible collateral with …

The Financialization Of Recession Response, Aaron Klein Dec 2022

The Financialization Of Recession Response, Aaron Klein

Journal of Financial Crises

This paper analyzes economic policy responses to the COVID-19-induced recession, focusing on the American policy response. Despite widespread political distrust between the two parties sharing control of the government and the timing of the upcoming presidential election, America’s political system was able to enact a massive policy response that reduced the severity of the recession. This political response happened faster than any automatic policy response would have, based on the delays in data reporting. The economic policies enacted continued America’s trend toward financialization of fiscal policy. The Federal Reserve and America’s private banking and financial systems were heavily relied upon …

The Federal Reserve System: Diversity And Governance, Kaleb Nygaard, Peter Conti-Brown Dec 2022

The Federal Reserve System: Diversity And Governance, Kaleb Nygaard, Peter Conti-Brown

Journal of Financial Crises

A growing chorus has called on the Federal Reserve System to diversify its ranks at all levels to reflect better the heterogeneity of the United States. So far, most of these efforts speak to the diversity of the Fed’s principals, namely, the members of the Fed’s Board of Governors and the presidents of the 12 Federal Reserve Banks, who together form the Federal Open Market Committee. In this study, we look instead at a vital part of Federal Reserve governance that has so far not received the same sustained attention: the directors of the Federal Reserve Banks, those private citizens …

Adherence To Best Practices For Stated Preference Valuation Within The U.S. Marine Ecosystem Services Literature, Daniel K. Lew, Leif E. Anderson, Douglas W. Lipton, Tammy B. Murphy, Kristy Wallmo

Journal of Ocean and Coastal Economics

Non-market economic values derived from stated preference (SP) methods are often of interest for policy analysis and evaluation, program design, green accounting, and damage assessments and are increasingly in demand with adoption of ecosystem-based management approaches that emphasize accounting for ecosystem services and their values. A recent guidance prescribes a set of twenty-three best practices guidelines (BPGs) to follow when conducting a SP study to ensure the validity of the results and maximize its ability to provide reliable economic value information. In this article, we evaluate adherence to these guidelines within the U.S. SP marine ecosystem service valuation literature. Our …

Abstract

The current study examined relationships between operant conditioning derived dog training techniques and aggression, fear, and dog-owner relationship. Participants (N = 326) completed two online surveys; 1) a survey created for this study measuring the frequency of use of 14 common dog training techniques, which were grouped into four categories based upon operant conditioning: positive reinforcement, negative punishment, positive punishment, and negative reinforcement and 2) the Canine Behavioral Assessment and Research Questionnaire (C-BARQ), which measured several factors related to dog behavior. There were no statistically significant results related to the use of positive reinforcement or positive punishment. However, dog …

Effects Of The Form Of Address “You Guys”, Jocelyn Sawyer

Theses and Dissertations

Renewed focus on workplace inclusivity has prompted calls to eliminate the mixed-gender group address “you guys” due to its potential to lower women’s sense of belonging. Our study found that interactions between this address and participant gender affected opinions on gender inequality but did not affect women’s sense of belonging.

Can A Combined Agriculture And Nutrition Behaviour Change Intervention Improve Women’S Empowerment? A Mixed Methods Feasibility Study In Rural Bangladesh, Elizabeth K. Kirkwood, Michael J. Dibley, Wajiha Khatun, Gulshan Ara, Mansura Khanam, Anowarul Bokshi, Mu Li, Neeloy Ashraful Alam

The Qualitative Report

Many agricultural and home gardening interventions aim to improve the nutritional status of women and children in low- and middle-income countries by focusing on women as the recipients of the intervention and make assumptions that women will be empowered as a result. This paper examines the potential impact of an intervention study that combined home garden training and support, and nutrition behaviour change communication, with a social safety net payment, on women’s empowerment in rural Bangladesh. We assessed the implementation of this study in terms of feasibility, acceptability, and practical application. Twenty in-depth interviews were conducted with randomly selected women …

Digital Bookplates: Cataloging Processes And Workflows, Alie Visser

Western Libraries Publications

Historically, bookplates were found in the front of print monographs. Transitioning them to digital allows libraries to expand their visibility to researchers and to fundraising activities within institutions. Digital bookplates offer significant opportunities to honor or memorialize individuals with gifts to libraries at varying donation levels. This article discusses digital bookplates in an academic library and provides examples of the cataloging, metadata, and web processes involved in maintaining and collaborating on this active fundraising program. A previous article on this topic was published in 2012 and this article provides an update to its procedures and workflows a decade later.

Inequality Among The Disadvantaged? Racial/Ethnic Disparities In Earnings Among Young Men And Women Without A College Education, Byeongdon Oh, Daniel Mackin Freeman, Dara Shifrer

Sociology Faculty Publications and Presentations

Despite the rapid expansion of higher education, many young adults still enter the labor market without a college education. However, little research has focused on racial/ethnic earnings disadvantages faced by non-college-educated youth. We analyze the restricted-use data from the High School Longitudinal Study of 2009 to examine racial/ethnic earnings disparities among non-college-educated young men and women in their early 20s as of 2016, accounting for differences in premarket factors and occupation with an extensive set of controls. Results suggest striking earnings disadvantages for Black men relative to white, Latinx, and Asian men. Compared to white men, Latinx and Asian men …

The Role Of Neighbourhood Groups In Municipal Governance: A Case Study Of Abandoned Buildings In Windsor, John B. Sutcliffe, Sarah Cipkar Dec 2022

The Role Of Neighbourhood Groups In Municipal Governance: A Case Study Of Abandoned Buildings In Windsor, John B. Sutcliffe, Sarah Cipkar

Political Science Publications

Neighbourhood groups are a feature of municipal politics across Canada yet are understudied in mid-sized cities. They are often portrayed as a mechanism for allowing residents to be more engaged in decisions affecting their neighbourhoods and to improve municipal decisions by incorporating the lived experience of municipal residents into that decision-making. It is therefore important to examine the formation of neighbourhood groups, whether they influence municipal decisions, and whether they are representative of their neighbourhoods. This article examines these issues through a case study of four neighbourhood groups in Windsor, Ontario. Using interview data as well as analysis of primary …

In devolved governments like the Philippines, local government units (LGUs) must be engaged to develop and coordinate responses to tackle the multisectoral problem of childhood undernutrition. However, current Philippine nutrition interventions, such as decentralized school feeding programs (SFPs), generally rely on the national government, public school teachers, or the private sector for implementation, with mixed results. The central kitchen model for SFPs was developed by 2 Philippine nongovernmental organizations and facilitated large-scale in-school feeding through community multisectoral action. This case study documented coordination processes in February 2018 for 1 urban city and 1 rural province-the model's earliest large-scale implementation sites-that …

Migrant Visits Over Time: Ethnographic Returning And The Technological Turn, Loretta Baldassar Dec 2022

Migrant Visits Over Time: Ethnographic Returning And The Technological Turn, Loretta Baldassar

Research outputs 2022 to 2026

This paper reflects on four decades of research (via ethnographic returning) to explore the social transformations in travel and communication technologies that have impacted the lived experiences, and consequently the theoretical conceptualization, of migrant visits. A comparison of migration waves between Italy and Australia reveals both continuities in visiting experience as deeply relational practices that facilitate a mutuality of being, but also transformations brought about by the technological turn. Visits take on different meanings depending on individual/ family life stage, generation, and community and national histories. The capacity for both physical and virtual copresence must be understood as coconstitutive, requiring …

Critique Of Hayek's Liberalism And The Rule Of Law, Kacper Mykietyn

Compass: An Undergraduate Journal of American Political Ideas

In this paper, I raise a few doubts about the adequacy of Hayek's liberal theory and the rule of law in the twenty-first century. I argue that the theory 1) fails to be morally neutral by not giving proper attention to the harm experienced by the minorities, 2) does not acknowledge a satisfactory account for the exploitation of the working class, and 3) operates with a parochial definition of freedom.

Liberating The Truth In Augustine’S Confessions And Douglass’ Narrative, Vincent Hanrahan

Compass: An Undergraduate Journal of American Political Ideas

In this paper, I explore how Frederick Douglass’ and St. Augustine's understanding of the corruption of God's word produced their respective achievement of freedom. In examining Augustine’s Confessions and Douglass’ Narrative, we come to understand the moral imperative of public service both thinkers promoted; the idea that individuals have a distinct social obligation to share their knowledge in a promotion of the greater good.

Doctoral Studies As Learning To Rename The World, Hyleen Mariaye

Journal of Multicultural Affairs

The reflective experience documented in this paper engages with doctoral learning from Freire’s (1968/2000) conceptual lens of naming the world. Written from the narrative lens of the supervisor, it considers how doctoral level studies in education can position both the supervisor and the candidates as agents actively reconstructing their understanding of the world and their place in it. The doctoral journey is viewed as praxis compelling researchers to expand their frames for reading the world, accommodating the other, including multiple voices and thus demonstrating commitment to a global and yet constantly contested notion of citizenship.

Ticuna Ceramics Amidst The Expansion Of Illicit Coca: Rendering New Relations, Manuel Martín Brañas, Sydney M. Silverstein, Margarita Del Aguila Villacorta, Ricardo Zárate Gómez, Cecilia Núñez Pérez, Alonso Cándido Yumbato, Juan José Palacios Vega, Rosario Rodríguez Romaní

Tipití: Journal of the Society for the Anthropology of Lowland South America

In Ticuna communities across Amazonia, ceramics are useful objects employed for cooking and storage. Their practical importance, however, does not describe the extent of their significance. In the following article, we consider Ticuna ceramics and ceramic-making practices as a means of studying the changes set in motion by the transformation of Ticuna ancestral lands in Peru’s lowland Amazonian region into zones of illicit coca cultivation. Drawing on mixed-methods ethnographic research, including participant observation, interviews, and a participatory film project focused on ceramic production, we evaluate contemporary practices of ceramic-making within three Peruvian Ticuna communities in the context of these transformations, …
