The frightening reality is that the Nation is adrift in a dangerous cyberspace domain, a warfighting domain that stores, processes, and analyzes data under the uncertain eye of ill-prepared senior cyber leaders. This article is squarely focused on a recommendation to deliberately develop senior cyber leaders within the Department of Defense (DOD) to win in this dangerous battlespace.

The programs responsible for teaching joint professional military education (JPME) Phases I and II are undergoing a significant transformation in demonstrating their mission fulfillment. Governed by the Officer Professional Military Education Policy (OPMEP), particularly OPMEP-F, implemented on May 15, 2020, these institutions are moving towards outcomes-based military education (OBME). Unlike previous versions, OPMEP-F requires programs to prove achievement on defined learning outcomes, marking a departure from merely demonstrating coverage of mandated content. This shift reflects a comprehensive change in validating JPME program success and ensuring graduates reach specified levels of achievement on defined learning outcomes.

The Department of Defense (DOD) needs a new approach to electrical grid infrastructure to maintain security and access to operational energy. Recent natural disasters and cyber attacks have exposed the vulnerability of the current system, posing threats to military operational readiness. Strategic military facilities currently acquire most of their electric power directly from the national grid, which is increasingly vulnerable to failures. The problems experienced to date could be exponentially worse if targeted by a sophisticated adversary.

Social media data provide unprecedented access to discussions of active, naturalistic, and often real-time cannabis use in an era of cannabis policy liberalization. The aim of this study was to explore psychological and environmental correlates of cannabis effects by applying computational social science approaches to a large dataset of unprompted reports of naturalistic cannabis use with corresponding self-reported numerical ratings of subjective highness. Telehealth's uptake in behavioral health services has been accelerated by the COVID-19 pandemic. However, many clinicians continue to lack focused training in providing trauma-informed and culturally-responsive telehealth care. This article outlines a model curriculum that was created to instruct and coach behavioral health providers in California on how to integrate anti-racist and trauma-responsive techniques into telehealth. Topics like evidence-based trauma therapies, racial/ ethnic trauma, marginalized communities, digital divide, and provider selfcare were all covered in the nine-part curriculum. Every three-hour session included evidence-informed didactic content, telehealth skills practice, and concrete planning for implementation. This paper aims to address the relevance of localization in humanitarian mine action (HMA), delineating principles, challenges, and advocating for increased attention. Drawing upon evidence from localization initiatives from DanChurchAid (DCA) and Danish Refugee Council (DRC) programming, we list tenets we believe should guide future project design and development. Contrary to the perception that localization offers limited value in mine action, this paper argues that applying it to HMA projects is both urgent and highly beneficial. Lucala-2 is a small village located in the northern part of Angola, with 750 residents situated by a bridge crossing the Lucala river. This area gained strategic importance during the Angolan Civil War (1975–2002), particularly due to the Lucala bridge, which served as a critical crossing point. Throughout the war, minefields were strategically laid at all four corners of the bridge, illustrating the extensive use of landmines that has continued to impact Angola. These mines remain a harrowing legacy, contributing to ongoing casualties and significantly hindering development efforts long after the war's conclusion. This Dissertation-in-Practice (DiP) explores the transformative potential of collaborative innovation at Lakeside College’s Peninsula Campus, a rural-serving regional college campus in Ontario, Canada. Employing constructivist and systems thinking, this DiP examines the barriers to innovation and strategic adaptation at the Peninsula Campus. The findings highlight the challenges of systemic underfunding, bureaucratic inertia, underdeveloped dynamic innovation capabilities, and the critical role of leadership in dismantling these barriers. Analysis reveals that a culture valuing cocreation, open communication, shared leadership, and a strong ethical foundation that explicitly commits to community engagement enhances innovation. Promoting health communication about organ donation remains a crucial objective within Native American communities. The goals of the current study were to communicate with young adult Native Americans about the Organ Donation Willingness Model (ODWM; Horton & Horton, 1991) to gain their responses to materials from campaigns about donation strategies tailored to Native American communities. Six focus groups were conducted with a total of 31 participants. We combine design-based implementation research with a pre-registered RCT to address a long-standing challenge in psychological science: How to use psychological principles to address real-world problems while designing and implementing interventions in the field. We posit this as a design methodology for optimizing the translation between psychological science and real-world applications. We tested the efficacy of an extensively co-designed version of a game-based rational number intervention, Fraction Ball, versus "business-as-usual" math instruction and physical education in a sample of 4th/5th grade Latine students (N=360). Luigino Bruni and Robert Sugden have provided a normative defense of markets from a virtue ethics perspective. They interpret market exchange as being a practice in the sense of Alasdair MacIntyre. For Bruni and Sugden, the telos of a market is mutual benefit and a market virtue is a character trait or disposition that contributes to the realization of this benefit. They regard market virtues as embodying a moral attitude towards market interactions that is characterized by reciprocity. For MacIntyre, this is a partial account of a virtue. Adverse childhood experiences (ACEs) and financial hardship are associated with increased likelihood of heavier alcohol use and health challenges in adulthood among persons living with HIV (PWH). We examined whether retrospectively captured lifetime drinking trajectories are a pathway through which childhood hardships affect current health in a sample of 365 adult PWH. Childhood economic hardship and ACEs were used as main predictors. Measures of alcohol use included age at first drink and lifetime drinking trajectories. Health indicators included health-related quality of life, frailty, number of comorbidities, and symptoms of anxiety, depression, and post-traumatic stress disorder (PTSD). Medicaid Expansion In Maine Significantly Reduced Uncompensated Care Costs During The Covid-19 Pandemic, Jordan H. Rhodes

Maine Policy Review

This study examines the impact of Maine’s 2019 Medicaid expansion through the Affordable Care Act on hospitals’ uncompensated care costs. The author finds that this expansion reduced uncompensated care costs by an average of 26 percent per year, leading to a $126 million reduction in uncompensated care costs during the first two years of the COVID-19 pandemic. The most pronounced reduction in costs occurred across larger, general acute care hospitals. When comparing bad debt vs charity care, the reduction in uncompensated care costs is driven by a steep decline in reported charity care costs. This decline offsets increases in bad …
