Essence, Alienation And Regression Of Title Of Scientific And Technological Talents, Qiang Bai
Bulletin of Chinese Academy of Sciences (Chinese Version)
The management and use of the title of scientific and technological talents is related to the strategic planning of building a strong country in science and technology. In recent years, people have been widely criticized for the problems in the use of the titles of scientific and technological talents, and the whole society has been deeply worried about the management of many titles of scientific and technological talents. Therefore, it has important theoretical and practical value to systematically study the historical origin, connotation essence, and alienation of the title of scientific and technological talents, and find the way to return …

Safety In Policy: An Assessment Of The Utilization And Perceived Efficacy Of Sex Offender Legislation, Morgan Graham
Safety In Policy: An Assessment Of The Utilization And Perceived Efficacy Of Sex Offender Legislation, Morgan Graham
Honors Theses
Current sex offender legislation in the United States is the result of a number of laws passed during the 1980-1990s. This study evaluates the efficacy and perception of these laws in Nebraska, including registration, community notification, and housing restriction policies. Using data from the Nebraska Annual Social Indicators Survey (NASIS), 1,814 people from 2008 and 1,232 people from 2017 were examined to determine the efficacy and popularity of sex offender legislation and how the data has changed over time. Results showed that only a minority of Nebraskans have accessed the registry. Of those who checked, women and individuals with children …

Bounded Confidence: How Ai Could Exacerbate Social Media’S Homophily Problem, Dylan Weber, Scott Atran, Rich Davis
New England Journal of Public Policy
The advent of the Internet was heralded as a revolutionary development in the democratization of information. It has emerged, however, that online discourse on social media tends to narrow the information landscape of its users. This dynamic is driven by the propensity of the network structure of social media to tend toward homophily; users strongly prefer to interact with content and other users that are similar to them. We review the considerable evidence for the ubiquity of homophily in social media, discuss some possible mechanisms for this phenomenon, and present some observed and hypothesized effects. We also discuss how the …
Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna
Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna
New England Journal of Public Policy
This article uses the current Russian-Ukrainian conflict as a jumping-off point for a broader, preliminary reflection on the continuing evolution of war in the digital age. It is the contention here that we are witnessing an emergent phenomenon of what we might call csywar. Intervening states engaged in csywar—best understood as an indirect, hybrid strategy—seek to attain data, infrastructural, and epistemic dominance over the target state. This article discusses various defensive counter-csywar strategies that target states could pursue, such as fostering data, infrastructural, and epistemic resilience internally, and makes the case for developing deterrent counter-csywar capabilities against hostile intervening states.

Responding To Turbulent Times: Where Does Leadership Come In?, Mike Hardy Cmg Obe Frsa
New England Journal of Public Policy
Leadership is a major twenty-first-century concern because of the need to make sense of an increasingly complex context and to make choices between options for the positive changes that are deemed required. Reviewing the success of leadership responses to challenges of violent conflict and health pandemics as well as the extent to which we see futures through fragmented or solidarity lenses has created real interest in global perspectives in leadership and a new research agenda that is associated with this imperative. The article concludes by identifying work in progress, that is, by assessing the universality of characteristics that have been …

What Motivates Barrier-Crossing Leadership?, Michael D. Buhrmester, Michael A. Cowan, Harvey Whitehouse
New England Journal of Public Policy
From large-scale wars, natural disasters, and pandemics to community-level religious and ethnic conflicts, many leaders wield power during crises by championing their group’s goals against those of rivals. But there is also a rarer breed of leader—barrier-crossers who pursue group interests by recognizing rivals’ interests and working with them to achieve mutually beneficial outcomes. Though such leaders have played vital roles in resolving conflicts, little is known about their extraordinary motivation. Here we report survey results contrasting barrier-crossing with barrier-bound leaders from seven communities. In line with new theories from group psychology and anthropology, we found that barrier-crossers uniquely reported …

Managing The Atmosphere: Intelligence And Assessment In The Early Years Of The Northern Ireland Peace Process—An Interview With Sir John Chilcot, Graham Spencer
New England Journal of Public Policy
Though the Northern Ireland peace process was shaped by the involvement of many actors and participants, it is also evident that certain figures were central to its development. One such figure was Sir John Chilcot, who, based in the Northern Ireland Office in the formative years of the peace process, provided a point of focus for communicating with and managing a range of individuals and groups with the overriding objective of ending conflict in Northern Ireland. This article is based on an extended interview with Chilcot about the challenges he faced in assessing intelligence across a range of sources and …

Journal of Nursing & Interprofessional Leadership in Quality & Safety
Abstract
A university-affiliated tertiary medical center with a newly developed Advanced Heart Failure and Mechanical Circulatory Support program identified the need to implement a more systematic approach to the preanesthesia assessment process for patients with a Left Ventricular Assist Device (LVAD) undergoing noncardiac procedures and standardized guidelines to determine the best blood pressure monitoring system for patients with an LVAD during these noncardiac procedures. A multidisciplinary panel of clinical experts developed an LVAD Preanesthesia Toolkit using standard recommendations identified via evidence-based literature and expert opinion. The Toolkit included an LVAD Preanesthesia Assessment (VaPA) tool and an LVAD Blood Pressure Monitoring …

Equivalent Access To Library: A Means Of Bridging The Gap Between The Abled And Disabled, Mukesh Kumar Jha
Library Philosophy and Practice (e-journal)
Libraries, bookkeepers and their subsidiary establishments have for some time been logically proactive in giving equivalent access to data to everybody. Notwithstanding a characteristic proclivity for this demeanor, there are number of laws that require this stance. In the course of the most recent two decades, there has been a change in perspective in the manner in which the general public perspectives people with handicaps. This distinction in methodology for example seeing handicap not as an individual pathology but rather as a social develop not just discovers articulation in the lawful instruments that have been authorized for their social, monetary …

The Cost Of Being A Woman: How Race And Education Affect The Gender Pay Gap, Erin Bisesti, Marc A. Garcia
Population Health Research Brief Series
The gender pay gap in the United States workforce has remained relatively stable over the past few decades despite women having more access to advanced education and higher-pay jobs than in the past. Inequities in earnings have lifetime impacts on women's mental and physical health. This brief explores pay inequities in 2020 by race/ethnicity, gender, and educational attainment. The authors find that Black and White women would need at least one additional education degree to earn as much as less educated men, and Latinx women would need two additional degrees to earn as much as less educated Latinx men. The …

Contrafreeloading In Kea (Nestor Notabilis) In Comparison To Grey Parrots (Psittacus Erithacus), Gabriella E. Smith, Amalia P. M. Bastos, Martin Chodorow, Alex H. Taylor, Irene M. Pepperberg
Publications and Research
Contrafreeloading—working to access food that could be freely obtained—is rarely exhibited and poorly understood. Based on data from Grey parrots ( Psittacus erithacus ), researchers proposed a correlation between contrafreeloading and play: that contrafreeloading is more likely when subjects view the task as play. We tested that hypothesis by subjecting a relatively more playful parrot species, the kea ( Nestor notabilis ), to the same experimental tasks. Experiment 1 presented eight kea with container pairs holding more- or less-preferred free or enclosed food items, and examined three types of contrafreeloading: calculated (working to access preferred food over less-preferred, freely available …

TW: mentions of sexual violence and rape
When it comes to the subject of sexual violence, there are systemic and cultural effects that prevents assaulters from being properly prosecuted. In the U.S., perpetrators of sexual violence largely consists of heterosexual, white men (RAINN, 2022). So, we begin to question the ways in which sexual violence and masculinity are interconnected. By conducting a psychoanalytic analysis of Emerald Fennell’s 2020 film Promising Young Woman, the ideas of toxic masculinity and “rape culture” will be deconstructed in regard to Cassie’s–the protagonist–story. Theories by Sigmund Freud and Carl Jung will be connected to real-life …

"Emerging data show that use of permanent hair dyes, chemical relaxers, and straightening products might contribute to increased risk of hormone-related cancers (1-5) and potentially breast tumors with features indicative of more aggressive phenotypes (6). Given the wide use of these products globally, they are an important source of exposure to potentially harmful chemicals, including endocrine-disrupting chemicals—to which we are ubiquitously exposed (7)—and mutagenic and/or genotoxic compounds. The unequal burden of exposure across populations plausibly contributes to cancer inequities as the groups with the greatest exposure also experience poorer cancer outcomes (8). …
