Long after other areas of Oregon had already done so, the local agencies in the Portland region served by the Oregon Department of Transportation decided to form a regional Area Commission on Transportation. Why they decided to do so and what caused local agencies to delay forming one until long after other regions was not immediately clear. In this article, I examine the policy documents around the formation of the Region 1 ACT and how its policy history represents wider historical trends on regional transportation decision making nationally. Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. The Normalization Of The Exception: The Nexus Of Emergency Powers And Criminal Justice In Colonial And Postcolonial Jamaica, Jermaine Ar Young

Since the antiquity, the study of emergency powers has tended to revolve around the dichotomy between norm and exception, suggesting that governments follow established rules of law in ordinary circumstances and resort to extraordinary measures only in times of genuine emergency. My dissertation challenges this dichotomy by analyzing Jamaica’s colonial and post-colonial experiences with emergency powers in order to provide a different story about the norm-exception binary. In fact, Jamaica’s case shows there are no neat partitions between both spheres. Cities across the U.S. are facing alarming increases in traffic fatalities, especially among the number of pedestrians who are struck and killed by drivers. Last year, 70 percent of all pedestrian fatalities in Portland were of people experiencing houselessness. As the Portland Bureau of Transportation (PBOT) is updating the city's Vision Zero Plan, a team of PSU urban and regional planning masters students have been investigating how to reduce the risk of being hit and killed specifically for unhoused people. Although military sexual trauma (MST) is associated with an increased risk of suicide, suicide attempts, and suicidal ideation among service members and veterans, there is limited knowledge regarding the mechanisms of MST and suicidality among men. The current study examined whether MST was associated with sexual compulsivity and/or erectile dysfunction and if these, in turn, explained elevated suicidal thoughts and the likelihood of engaging in future suicidal behavior after accounting for mental health, military, and demographic characteristics. This study compared persuasive strategies of the governments of the U.S. and China during a public health crisis using social media messages. Collecting data with R and Python from two national public health sectors' official accounts on Twitter (N = 1,630) and Sina Weibo (N = 3,554), the researcher investigated how the organizations' messages reflected Cialdini's seven principles of persuasion and whether other emergent messaging patterns occurred. Accounting is the practice of measuring, documenting, and reporting on the economic dimensions of an organization, institution, or activity. Traditional views of accounting see it as a value-free technique to provide information for decision-making, and as such, compliance with standard accounting practices bestows legitimacy. In the 1970s and 1980s, critiques of the view of accounting as a neutral tool for rational decision-making emerged. These critical studies of accounting identified ways in which accounting was constitutive of reality rather than reflective, submerged conflicts and depoliticized internal relationships under a unitary image of the entity, provided tools of visibility that contributed to …

Reporting verbs are used in academic writing to establish authorial voice when referencing previous research. Although the practice is widespread, inexperienced academic writers and second-language learners may struggle to select appropriate reporting verbs within their given discipline or may overuse them in ways that signal outsider status. The present study explores the distribution of reporting verbs across six disciplines in a corpus containing 270 academic research background sections (introduction and literature review). The purposes of this study were to (1) determine beliefs in the health benefits of dietary fiber, an under-consumed nutrient of public health concern, and (2) determine the relationship between beliefs about dietary fiber and consideration of fiber when making food choices. We conducted a nationally representative within-subject randomized online survey of 42,018 US primary shoppers in May–June 2021. Participants selected health benefits they believed were associated with consumption of fiber from a list of six benefits recognized by the Food and Drug Administration (FDA), one indirect benefit, and one unrelated benefit. The purpose of this paper was to utilize the literature to better understand how reparations have a causal effect on, (a) internalized oppression; (b) racial centrality; (c) systemic inequity; and (d) mental health outcomes within the African American community. Reparations are examined through both monetary gains and the significance of societal recognition of the history of African chattel slavery. In addition, the White versus African American wealth gap is utilized to display the relationship between unpaid reparations and contemporary economic oppression. Although law enforcement in the United States has faced past challenges, it is currently facing unprecedented crises. Previous research has shown that police officer retention and recruitment rates are diminishing, causing ripple effects throughout the U.S. police departments (Bowman et al., 2006). This paper explores the use of queer performance art as a tool for community mobilization and resistance to socio-legal oppressions. This essay is grounded in movements for queer liberation in the Global South, racialized working-class queer communities, and queer disability justice. As queer culture and aesthetics are often misappropriated for wider cisheteronormative audiences, this work reminds the revolutionary nature of queer performance art.

This study investigated the relationship between stressors, coping strategies, and well-being among undergraduate students during the COVID-19 pandemic. Undergraduate students were asked to complete a series of measures designed to assess their general health levels, financial anxiety, subjective well-being, and resilience. In addition, they were asked open-ended retrospective questions regarding the coping strategies they had used over the course of the school year and the perceived effectiveness of these strategies. It was hypothesized that stress would be prevalent among many undergraduate students who face moderate to high anxiety levels. The Covid-19 pandemic of 2020 forced large parts of the globe and entire industries to shut down. Network connectivity became a necessary lifeline deploying a host of technologies that, while once considered experimental, were to be adopted as a vital part of just-in-time solutions-based practices. This report examines the implementation of one of these topologies in the form of an artist-built, artist-owned global network in the hopes that other small-sized organizations can benefit from these ad hoc, but successful solutions.
