This research confronted a critical public administration challenge within a law enforcement agency: the absence of formal diversity training and policies. The study explored, from the perspective of officers, what the department should consider when developing future diversity training that can positively influence job performance, and from the perspective of officers, the policies or practices regarding diversity that would positively influence job performance. The study drew upon a conceptual framework, emphasizing the necessity of diversity training and its key components: why, who, what, and how. This article argues that conditions favor American retrenchment from the Middle East because the United States can shift burdens to capable states in the region, there are few areas where US commitments are interdependent, and the local conquest calculus favors defense. Forward military deployments do not positively influence potential threats in the Middle East, and maintaining deployments there will detract from meeting challenges from China. Through comparisons to prior cases of great-power ordinal decline, this article puts America’s modest decline in historical perspective and finds that retrenchment policies will likely have positive consequences.

This article examines Raven Sentry, a project that employed artificial intelligence to provide advance warning of insurgent attacks in Afghanistan. During 2019 and 2020, the Resolute Support Deputy Chief of Staff for Intelligence (J2) benefited from a command culture open to innovation, the urgency created by the US drawdown, and a uniquely talented group of personnel that, aided by commercial sector experts, built an AI system that helped predict attacks. The war’s end cut Raven Sentry short, but the experience provides important lessons on AI and the conditions necessary for successful innovation.

This dynamic field is influenced by world events, cultural trends, and politics. Civil-military relations is at the heart of the discourse. An international and interdisciplinary journal, Armed Forces & Society reflects the changing nature of the field over the last 50 years. I have edited the journal since 2001 and bring this experience to the discussion.

In Ukraine, soldiers’ psychological resilience is of paramount concern. Therefore, the Armed Forces of Ukraine have developed a new intervention, Combat Path Debriefing, designed to address combat stress and promote unit readiness for soldiers returning to combat. This article outlines the components of Combat Path Debriefing and discusses how it is rooted in principles of combat and operational stress control and the unique characteristics of Ukrainian military life. This perspective offers US and allied leaders real-world experience that can inform future efforts to support soldiers’ mental health and combat performance.

The relationship between cities and wetland cover varies across the globe, with some cities converting wetlands to low‐ and high‐density urban cover and others preserving, conserving, or restoring wetlands, or constructing new ones. This study investigates Zoom Dysmorphia, a heightened self-awareness and self-criticism of perceived physical flaws due to prolonged self-view on video conferencing platforms, with associated behaviors resembling symptoms of Body Dysmorphic Disorder (BDD). Drawing on Veale’s (2001, 2004) and Neziroglu’s (2004) cognitive-behavioral models of BDD and prior studies on BDD which suggest the development and maintenance of BDD through excessive self-focused attention and attentional bias, this study explores the potential cognitive and emotional implications of this phenomenon. This paper considers a large mural of “The Modern Woman” painted in France by the American artist Mary Cassatt for the Woman’s Building at the World’s Columbian Exposition in Chicago in 1893. It focuses in particular on the large central panel of the mural titled Young Women Plucking the Fruits of Knowledge or Science that depicts women and girls apple-picking. Scholars have explored the factors responsible for shaping people’s attitudes towards economic inequality. Yet, this research has focused almost exclusively on Western countries. This is an important limitation: only by looking at the different world regions, scholars can fully elucidate the major factors involved. To address this, the paper examines data from the World Value Survey, a database of representative samples drawn from more than one hundred countries. The analyses reveal that people tolerate economic inequalities more when they have higher salary, are better educated, are male, and live in poorer countries. From World War II to the present, Latin America has participated in the current process of economic globalization to varying degrees. The Washington Consensus of the late twentieth century supplanted the region’s earlier model of state-led development and increased its participation in the global capitalist regime. However, Latin America has shown minimal participation in the current process of economic globalization since the late 2000s and, instead, espouses regionalization. Cookbooks are subjects of culinary nostalgia with the reading of a recipe capable of triggering in the reader a memory of a meal enjoyed, a dish cooked in times past by a loved one, or recollections of the disgust felt for a food hated in childhood. The replication of human concept representation is a critical task for the pursuit of artificial general intelligence. With the recent influx of large language models that demonstrate text-generation capabilities nearly on par with humans, the question stands on whether these large language models can capture concepts within language. We examine this question by exploring differences in concept representation across similarity spaces between humans and LLMs. We find that, while concept representation within LLMs does partially mimic human concept representation, LLMs are greatly limited by their dependence on semantic information and cannot therefore develop an understanding of human social code or …

Humans excel at understanding the thoughts and intentions of others (theory of mind) and leverage this ability to learn and adapt in social environments. However, replicating this capability in artificial agents remains a challenge. This paper explores the gap between fast, efficient learning often achieved by Reinforcement Learning (RL) algorithms and the interpretability and adaptability desired in agents interacting with humans. We propose a novel approach that integrates an inference network within existing RL frameworks. However, their application in strategic multi-agent decision-making environments is hampered by significant limitations including poor mathematical reasoning, difficulty in following instructions, and a tendency to generate incorrect information. These deficiencies hinder their performance in strategic and interactive tasks that demand adherence to nuanced game rules, long-term planning, exploration in unknown environments, and anticipation of opponents’ moves. We obtain a necessary and sufficient condition under which random-coefficient discrete choice models, such as mixed-logit models, are rich enough to approximate any nonparametric random utility models arbitrarily well across choice sets. The condition turns out to be the affine-independence of the set of characteristic vectors. When the condition fails, resulting in some random utility models that cannot be closely approximated, we identify preferences and substitution patterns that are challenging to approximate accurately. We also propose algorithms to quantify the magnitude of approximation errors.

Algorithms make a growing portion of policy and business decisions. We develop a treatment-effect estimator using algorithmic decisions as instruments for a class of stochastic and deterministic algorithms. Our estimator is consistent and asymptotically normal for well-defined causal effects. A special case of our setup is multidimensional regression discontinuity designs with complex boundaries. We apply our estimator to evaluate the Coronavirus Aid, Relief, and Economic Security Act, which allocated many billions of dollars worth of relief funding to hospitals via an algorithmic rule. The funding is shown to have little effect on COVID-19-related hospital activities. Naive estimates exhibit selection bias.

Is there dimensionality in how people form impressions of speakers? The first portion of the study generated trait terms via text survey responses to recordings from the Emotional Speech Database (ESD). Following the analysis of this initial data, a second survey invited subjects to rate the speaker on a specific trait for each of many ESD recordings. The trait terms were selected from the text responses from the first survey that were most strongly correlated via a mixed-effects model with the speaker of each recording rather than the emotion or sentence.
