“Ten Key Issues” Of Think Tank Double Helix Methodology, Jiaofeng Pan, Xiao Lu, Huihui Liu
Bulletin of Chinese Academy of Sciences (Chinese Version)
With the deepening of think tank construction, the importance of think tank research has become increasingly prominent. Think tank double helix methodology focuses on solving the problem of "how to do" think tank research, provides a systematic cognitive perspective for think tank research. Starting from the origin of think tank research, this study proposes the "ten key issues" of the think tank double helix methodology. The first key issue is "the decomposition and analysis of think tank problem". This issue is the critical starting point for think tank problem research. The think tank problem is simplified and decomposed into the …

Perspective On Challenges In Accurately Estimating Remaining Carbon Budget For Climate Targets Of Paris Agreement, Tianjun Zhou, Xiaolong Chen
Perspective On Challenges In Accurately Estimating Remaining Carbon Budget For Climate Targets Of Paris Agreement, Tianjun Zhou, Xiaolong Chen
Bulletin of Chinese Academy of Sciences (Chinese Version)
In 2015, by signing up to the Paris Agreement on climate change, the United Nations Framework Convention on Climate Change (UNFCCC) parties pledged to keep global temperatures "well below" 2℃ above pre-industrial levels and to "pursue efforts to limit the temperature increase even further to 1.5℃". Limiting warming to 1.5℃/2℃ requires strictly limiting the total amount of carbon emissions between now and the end of the century. Global mean surface temperature has already witnessed a 1℃ more warming since the pre-industrial era and the cumulative anthropogenic CO2 emission has reached around 2 390 Gt CO2. An accurate estimation of the …

Thoughts On Data-Driven Discursive Logic And Triangulation Of Think Tank, Jianjun Sun, Lei Pei, Yaxue Ma, Yang Li
Bulletin of Chinese Academy of Sciences (Chinese Version)
The rapid accumulation of data resources and the development of analysis technologies have expanded the scope of think tank research, and prompted think tanks to pay more attention to data intelligence. Meanwhile, higher requirements are put forward on the quality and innovation of the think tank. Facing the development needs of think tanks, i.e., modernization, innovation, and conscientization, this paper demonstrates the change of data-driven think tank researches from the perspective of the information chain. The paper analyzes the urgent need to reshape the discursive logic of the think tank, and discusses the construction scheme of triangulation for data-driven think …
Integration Of Natural And Social Sciences: Only Way To Develop New Think Tanks Of High Quality— On Construction Of Think Tank Science, Xizhong Liu
Bulletin of Chinese Academy of Sciences (Chinese Version)
The relationship between natural science and social science has experienced convergence, separation, and convergence again, shows a trend of accelerated integration under the background of modernization. The genes of new think tanks come from the two sources, i.e., natural science and social science, which is the demand for decision-making consultation that put forward by modernization construction. The only way to develop the new think tank of high quality is to establish the organizational leadership and policy traction system of think tanks that integrate natural science and social science, the internal and external coordination system of think tank research, the scientific …
Green Consumption Under Carbon-Orientated: Connotation, Transmission Mechanism And Countermeasures, Hongchun Zhou, Zuoting Shi
Green Consumption Under Carbon-Orientated: Connotation, Transmission Mechanism And Countermeasures, Hongchun Zhou, Zuoting Shi
Bulletin of Chinese Academy of Sciences (Chinese Version)
As the proportion of consumption to GDP increases and its role in stimulating economic growth in China, the impact of residents' consumption has apparently become increased on resources, the environment and carbon dioxide emissions. Production is for consumption, and consumption in turn promotes production; consumption determines production and also guides the direction and development trend of production. Green consumption is not only a consumer's responsibility, but also higher requirements for producers:the entire process from raw material procurement, product production and transportation, product use, second product recycling, and final disposal must be low-carbon standards. It is very significant important to promote …

Alert To The Migration Of Air Pollution And Carbon Emission To Northwest China, Guiqian Tang, Yuting Liu, Wenkang Gao, Yinghong Wang, Tao Song, Mengtian Cheng, Yuesi Wang
Bulletin of Chinese Academy of Sciences (Chinese Version)
Air pollutants have strong homology with greenhouse gases and are closely related to fossil fuel combustion. The high-intensity energy use in the eastern region of China has turned this region into a hot area of carbon dioxide emission and heavy air pollution in the past. Since the implementation of the Action Plan for the Prevention and Control of Air Pollution, the adjustment of industrial structure and the improvement of terminal treatment technology have been driving the succession of key species of air pollution and the spatio-temporal distribution of greenhouse gases in China. This paper analyzes the trend in major air …

Scientific And Technological Reasons, Contents And Corresponding Policies Of Constructing “Coastal Grass Belt”, Weihua Xu, Jianlin Wang, Xiaojing Liu, Qi Xie, Weicai Yang, Xiaofeng Cao, Zhensheng Li
Bulletin of Chinese Academy of Sciences (Chinese Version)
Not only the grain rations must be secured absolutely in China, but also the feed grains. However, the limited arable land resource in China determines that grass planting shall not "compete for land with staple food". Planting high quality salt-tolerant forage grass on the saline wasteland and developing animal husbandry production can not only meet the demand of increasing proportion of animal protein in Chinese diet structure, but more importantly, it can help to solve the problems of insufficient forage planting and import over-dependence. Hence it plays an important role in guaranteeing national food security. Therefore, it is necessary to …

Democratization Of Large Bureaucratic Organizations Having A Vertical Power Structure And An Authoritarian Leadership, Jorgen Bro
Great Plains Sociologist
This paper discusses how grass-root workers in large bureaucratic organizations can organize and thereby force democratic changes in the workplace when it has a vertical power structure and an authoritarian leadership. The kinds of organizations we are considering are large factories and similar organizations where a majority of the members are manual or low skilled workers. When we discuss leaders, we are primarily considering the management leadership, but under some circumstances also top-leaders when it is relevant. The paper will first define and discuss the relationship between democracy, bureaucracy, power, leadership, vertical power, and authoritarian leadership. Second, we will discuss …

Tenure Of Girl Scout Volunteer Leaders: An Issue Of Self-Role Merger, Donald E. Arwood, Linda Brandt, Jason Karsky, Forrest Sanner
Great Plains Sociologist
Past and present Girl Scout Volunteer Leaders (GSVLs) in a regional Girl Scout council were sampled to determine the factors that theoretically lead to self-role merger as a GSVL. Self-role merger as a GSVL exists when interacting with others, as a GSVL, is important in sustaining one's sense of worth as a person. The relationship between self-role merger and tenure as a GSVL was also examined. A test of hypotheses shows that the following variables are strongly related with self-role merger: a sense of achievement gained through role performances, the friendships developed through volunteering, and the extent of activities performed …
Poor Children And Vacation Homes: The Relationship Between Seasonal Homes And Child Poverty In Wisconsin Counties, Carol D. Miller
Poor Children And Vacation Homes: The Relationship Between Seasonal Homes And Child Poverty In Wisconsin Counties, Carol D. Miller
Great Plains Sociologist
Seasonal residents escape to their vacation homes in Northern Wisconsin to enjoy the natural resources and recreation. However, their presence affects the economies of Northern counties. U.S.Census data are analyzed and results show that high percentages of seasonal homes are correlated with higher child poverty rates. A higher percentage of seasonal homes in a county is associated with higher unemployment rates, high housing costs, more jobs in services and fewer jobs in manufacturing and extractive industries. Vacation homes distort local economies around retail and services that provide low-wage jobs for families, so children living in counties with a high percentage …

Stepmothers' Preparation For Remarriage: Influence On Spouse And Stepchildren Relations, Cindi Penor Ceglian, Donald Arwood, Renee Oscarson, Jason Karsky
Stepmothers' Preparation For Remarriage: Influence On Spouse And Stepchildren Relations, Cindi Penor Ceglian, Donald Arwood, Renee Oscarson, Jason Karsky
Great Plains Sociologist
Role theory suggests that preparation for one's role contributes to clearer guidelines and less ambiguity about role performance, which in turn contribute to unity and stability of family life (Cherlin, 1978). The purpose of this study was to examine if stepmothers preparation for remarriage (observation, reading, educational programs, or talking to their spouses) influenced their relationships with stepchildren and spouses. The results indicate that stepmothers who prepare for remarriage are more involved with their stepchildren, have higher levels of communication with the children's fathers regarding child rearing issues, and have positive relationships with their stepchildren.
The Devils Lake, North Dakota -- Manitoba Water Trouble Case: A Transitional Environmental Problem, Lisa Brandt
The Devils Lake, North Dakota -- Manitoba Water Trouble Case: A Transitional Environmental Problem, Lisa Brandt
Great Plains Sociologist
The Devils Lake—Manitoba water trouble case clearly shows the characteristics of a transnational environmental problem. This class of problem is difficult to negotiate because little innovative organizational structure has been created to manage contemporary multi-definitional problems. Furthermore, two major social forces, global interdependence and ethnolocal independence, act as mechanisms within an ecosystem management context to complicate attempts by parties to influence each others' behavior. Unilateral action rules the day but is under increasing pressure by social and cultural forces to give way to negotiated changes in transboundary cost-sharing and resource control situations.
Police Professionalism: An Occupational Misnomer?, Jeff Bumgarner
Police Professionalism: An Occupational Misnomer?, Jeff Bumgarner
Great Plains Sociologist
In recent years, much has been written about police professionalism by scholars and practitioners alike. Prevailing in these writings are discussions about various factors thought to be associated with professional policing, such as training and formal education, the organizational structure of the police agencies, and community policing initiatives. However, what is often being described as indicators of professional law enforcement are simply good police practices which, however worthwhile they may be, are not synonymous with professionalism. This article seeks to examine the occupation of policing against the backdrop of professionalism as defined in the literature.

Classroom Ecology And Academic Performance: An Exploration Of The Merits Of The Single-Row Horseshoe Classroom Design, A. Olu Oyinlade, Silvana Maria Russo Watson
Great Plains Sociologist
Many studies on the effects of the traditional row-column classroom arrangement on academic performance have concluded that an action zone-whereby students who sit in the front and middle rows perform better than those seated at the sides and the back-exists. Therefore the traditional classroom arrangement does not provide learning parity for all students based on their seating positions, suggesting therefore, that some students are at a learning disadvantage due to seating position.
The present study investigated the single-row horseshoe design for its learning merits, with an attempt to discover if it offers a learning parity for all students or if …
