Perpetrator Workplace Aggression: Development Of A Perpetrator Aggression Scale (Pas), Md Rashedul Islam Jan 2022

Perpetrator Workplace Aggression: Development Of A Perpetrator Aggression Scale (Pas), Md Rashedul Islam

Browse all Theses and Dissertations

Perpetrator workplace aggression has always been considered as a uni-dimensional construct from the uni-dimensional perspective. The most popular and widely used scale, interpersonal deviance scale (IDS; Bennett & Robinson, 2000), to assess perpetrator workplace aggression has only seven items (i.e., seven content areas), which lacks a high level of content-related and construct-related validity. Recently, researchers have suggested that perpetrator workplace aggression may be a construct with a general factor at the top (Sackett & DeVore, 2001); however, this general factor can be less clear for a more complex model (Marcus et al., 2016). Using three samples (N = 271, 337, …

The Balance Of Convertibility: Manipulating External Support In Civil War, Kimberly L. Wolfe Jan 2022

The Balance Of Convertibility: Manipulating External Support In Civil War, Kimberly L. Wolfe

Browse all Theses and Dissertations

Despite the pervasive trend in civil war of multiple sponsors backing rebels or the government, there is surprisingly minimal analysis on how the balance of support influences conflict duration. Building on the research of Sawyer et al. (2017), who find that the “fungibility” of external support leads to longer civil war, this thesis contributes a new scoring method for analyzing the balance of “fungible” (hereafter “convertible”) support among combatants (rebels versus government), discovering that a balance of convertibility contributes to shorter conflict. Convertible resources are those that combatants manipulate to enhance their warfighting capacity, such as funding, while troops or …

What Makes States Comply With Their Environmental Treaty Commitments : A Comparative Case Analysis Of Australia And Canada During The Kyoto Protocol, Brandon Enric Weeber Jan 2022

What Makes States Comply With Their Environmental Treaty Commitments : A Comparative Case Analysis Of Australia And Canada During The Kyoto Protocol, Brandon Enric Weeber

Browse all Theses and Dissertations

Climate change, or global warming at the time, made a significant public outcry in the 1970s. Two major international treaties, the Montreal Protocol of 1987 and the Kyoto Protocol of 1997, were created from the spark of international demand for action. Why is it that after such a movement, the global community still fails to cooperate on climate change action? What makes a state comply with its international environmental treaty commitments, like the Kyoto Protocol? This thesis' research findings indicate that neither public opinion, elite framing of climate change as a threat, nor a state's capacity impact a state's compliance …

The Occurrence Of Cross Border Riverboat Casino Gambling Between Illinois And Indiana, Andrew N. Jenkins Jan 2022

The Occurrence Of Cross Border Riverboat Casino Gambling Between Illinois And Indiana, Andrew N. Jenkins

MPA/MPP/MPFM Capstone Projects

Casino and sports gambling implementation has been a hotly debated topic in recent years as several states have passed legislation allowing it. Most states have had some form of gambling in their state for years even if it is the lottery; however, riverboat gambling is legal in six states. These casinos offering table and electronic gaming are legal as long are they remain moored on the shoreline. For example, table games take the form of poker or blackjack and electronic gaming takes the form of slots. While the introduction of casino gaming produces large annual tax payments, players do not …

Comparative Demographic And Geographic Analysis Of Civic Participation In Lexington, Kentucky, Grant Long

MPA/MPP/MPFM Capstone Projects

What are the underlying motivations which may have an effect on voter turnout in Lexington? In June 2020 the nonprofit organization CivicLex conducted a round of online surveys of Lexington residents in order to gauge how to increase levels of civic knowledge and civic participation in Lexington. This project utilized this survey data, Census data, and 2020 election data to study the effects of age, engagement and trust in Lexington-Fayette Urban County Government, familiarity with their District Councilmember, and education on city council and presidential turnout. I created scatterplots to see if there are any correlations between these variables and …

Forced Treatment Orders With Long-Acting Injectable Antipsychotics: Are They Forcing Implicit Biases?, Hunter Matthews Jan 2022

Forced Treatment Orders With Long-Acting Injectable Antipsychotics: Are They Forcing Implicit Biases?, Hunter Matthews

MPA/MPP/MPFM Capstone Projects

Involuntary treatment is a lengthy legal process through which an individual that is deemed to be a danger to themselves or to others is forced to receive psychiatric treatment against their will. Often, involuntary treatment utilizes a medication called a long-acting injectable antipsychotic (LAI). With the rise of implicit bias awareness as of late, there has been new research showing that Black patients receive LAIs at disproportionate rates compared to White patients. There has not been research, however, to show the impact of diversity, equity, and inclusion (DEI) training of healthcare providers on the utilization rate of LAIs among the …

Analysis Of Regulatory Options To Reduce Ethylene Oxide Emissions In Southern Louisiana, Claire Oyler Jan 2022

Analysis Of Regulatory Options To Reduce Ethylene Oxide Emissions In Southern Louisiana, Claire Oyler

MPA/MPP/MPFM Capstone Projects

Toxic chemicals are dangerous when exposed directly to humans but are often vital for the production of goods and services. Ethylene Oxide is a carcinogenic gas used as a commercial sterilizer and emitted during the manufacturing process of common household goods. The term fence-line communities describes the residents living adjacent to facilities emitting toxic chemicals into the air. Several predominately minority, low-income fence-line communities in Southern Louisiana are exposed to higher than average levels of Ethylene Oxide from nearby manufacturing facilities. This raises environmental justice and overall public health concerns in the area. The Environmental Protection Agency (EPA) is charged …

A Study Of The Improvement Of Weighting Scheme Using Administrative Data In A Panel Data, Sanggi Lee Jan 2022

A Study Of The Improvement Of Weighting Scheme Using Administrative Data In A Panel Data, Sanggi Lee

MPA/MPP/MPFM Capstone Projects

This paper contains a problem that has been studied a lot in the household panel survey, that is, the contents of how to give initial weights to non-sample household members when they enter the sample household. In order to assign an initial weight to an object, information on its sampling probability is required, but it is difficult to obtain the first wave information for non-sampled household members. So, as a solution to this, the shared weights method and modeling method were studied and applied to the actual major household panel surveys. However, the data used in this paper is a …

Broadband Development In Lexington: A Study Of Access And Equity, Alex Sergent

MPA/MPP/MPFM Capstone Projects

Broadband equity is at the forefront of today’s issues. Those that have the ability to access the internet regularly from home are given an opportunity to participate in countless social, work, and learning opportunities that those without access must forgo. It is difficult to determine where broadband infrastructure fails. Through this study of Lexington-Fayette Urban County, it was found that connection within Urban Service Boundaries is on par with national goals, while rural areas are left out. This paper contains a descriptive analysis of the overall broadband access equity of Lexington-Fayette county.

Defunding The Police: True Police Reform Or Just Political Smoke And Mirrors? A Look At The City Of Camden, New Jersey And Its Approach To Police Reform, Anitra Austin

MPA/MPP/MPFM Capstone Projects

The summer of 2020 brought police brutality to the forefront of society. The deaths of Breonna Taylor and George Floyd at the hands of police officers ignited a firestorm of social justice movements. Black Lives Matter and other social justice organizations were calling for cities around the country to defund their police departments as a strategy for police reform. This strategy was largely unprecedented, and highly controversial. There was a lack of understanding of what defunding the police actually meant, as it seemed to mean different things to different people. The subtle suggestions of defunding the police quickly turned to …

Financial Condition Analysis: Louisville Orchestra, Louisville Ballet And Speed Art Museum, Andrew Pashoian Jan 2022

Financial Condition Analysis: Louisville Orchestra, Louisville Ballet And Speed Art Museum, Andrew Pashoian

MPA/MPP/MPFM Capstone Projects

Many factors can affect the financial status of a nonprofit entity, but at the core level, financial condition is the ability for an organization (for-profit or not-for-profit) to meet current and future financial commitments. Moreover, further insight into this definition is more complex in nature according to some academics. Maher, Ebdon, and Bartle (2020) mention definitions for financial condition that focus on time. For example, short-term financial health typically focuses on the ability to meet obligations in a 30 to 60-day period with cash on hand. Long term financial condition includes the capacity for an organization to meet annual obligations …

An Analysis Of Krs 123.487 And The Motor Vehicle Tax Rates Levied Among Special Districts In Kentucky, Beth Atkinson Jan 2022

An Analysis Of Krs 123.487 And The Motor Vehicle Tax Rates Levied Among Special Districts In Kentucky, Beth Atkinson

MPA/MPP/MPFM Capstone Projects

Kentucky Revised Statute 132.487 sets forth limitations on the motor vehicle tax rate, which can be levied by the state, counties, cities, and special taxing districts. According to the statute, the rate is formulated on a January 1, 1983 date without exception. However, a lack of oversight and understanding of KRS 132.487 has created problems among counties, cities, and special districts in Kentucky. In some cases, this has led to the adoption of tax rates which violate the statute and should be investigated and addressed by the legislature. This research suggests that non-compliance with KRS 132.487 is more prevalent among …

Irs Form 990 And Opportunity For Improvement, Sarah Bocklen

MPA/MPP/MPFM Capstone Projects

In the contemporary world, IRS Form 990 returns are increasingly being used to source data about the nonprofit sector, which have critical in enhancing the community's social welfare. However, there has been a considerable debate concerning the adequacy, reliability, and quality of the data contained in the document. This study incorporated a total of 150 nonprofit entities from the US to investigate the adequacy, reliability, and quality of Form 990 returns. I used both quantitative and qualitative research methods to evaluate the consistency in the selected data. Selected entries were used for analysis and compared with those of audited financial …

Kentucky’S K-12 Public School Spending And Its Relationship To Enrollment Percentages Of Students With Limited English Proficiency And Students Eligible For The Free And Reduced-Price Lunch Program, Christine Tarne Jan 2022

Kentucky’S K-12 Public School Spending And Its Relationship To Enrollment Percentages Of Students With Limited English Proficiency And Students Eligible For The Free And Reduced-Price Lunch Program, Christine Tarne

MPA/MPP/MPFM Capstone Projects

Public school funding formulas vary broadly between states in both the levels of funding and the mechanisms through which funding is distributed. Most states provide targeted funding for student populations that need supplemental resources, including low-income and limited English proficiency student populations, as does the Federal Elementary and Secondary Education Act (ESEA). In the past, a lack of school level enrollment and financial data made it difficult to determine whether funding provided to local education agencies has been equitably distributed to the schools with whom they are affiliated. The 2015 Federal Every Student Succeeds Act requires that school-level enrollment and …

An Analysis Of Tennessee’S New Medicaid Waiver: Tenncare Iii, Mary Moore Jan 2022

An Analysis Of Tennessee’S New Medicaid Waiver: Tenncare Iii, Mary Moore

MPA/MPP/MPFM Capstone Projects

Medicaid is a federal-state partnership to provide health coverage benefits to certain vulnerable groups. Each state is responsible for administering its own Medicaid program in accordance with certain federal rules which include mandatory benefits for covered groups, namely, low-income children and their parents and aged, blind, and disabled individuals. There are additional groups which may be covered by Medicaid at the discretion of the state. As a partnership, the federal government covers a certain percentage of Medicaid expenditures in each state. This agreed upon rate is the federal medical assistance percentage or FMAP. Tennessee’s FMAP is set at 66.1% for …

Evaluating The Shift From Income Taxes To Sales And Use Taxes In Kentucky, Benton Kirby

MPA/MPP/MPFM Capstone Projects

House Bill 8 is set up to lower the state's individual income tax from 5% down to 0%. The bill is set up when revenue and rainy-day funds reach a certain level. The state's individual income tax will decrease each year the requirements are met. In addition, the bill has several services that will be subject to the state sales tax to raise tax revenues to offset the revenue loss that decreasing the state income tax would impact the state. However, the Kentucky Legislature Research Committee estimates that the fiscal impact of a net loss of $1.15 billion of tax …

The In-Between : Addressing The Gap In Identity Formation Modeling For Ex-Muslim Atheists, Fatima Afsheen Shaik

Browse all Theses and Dissertations

The transition between religiosity and disaffiliation has been under-represented in the literature. Furthermore, religious disaffiliation has thus far been studied in reference to religion broadly without further specification, except in the cases of Christianity and Catholicism, which have been studied far more often than other religions. Gaps in the research were identified and addressed using seven existing models of religious and nonreligious identity development. The extant literature was reviewed, analyzed via critical interpretive synthesis, and organized into an identity development model for ex-Muslim atheists. The resulting model consisted of the following stages: (1) religion as ascribed identity, (1a) socialization, (1b) …

Fasst: Fetal Alcohol Spectrum Support Training An Educational Program To Teach Foster And Adoptive Parents About Fetal Alcohol Spectrum Disorder, Carolyn Matthews

Browse all Theses and Dissertations

Fetal Alcohol Spectrum Disorder (FASD) is an umbrella term for a group of diagnoses that result from exposure to alcohol in utero. Alcohol creates a spectrum of impacts on the developing brain, contributing to lifelong physical, cognitive and behavioral implications. The prevalence of children with FASD in the foster care system is approximately 60 per 1000 children (Lange et al., 2013). Prevalence rates are underestimated due to children not being diagnosed or receiving an alternative diagnosis. This relates to various emotional, behavioral, social, and cognitive struggles for children and their families. To best serve this population and their families, it …

To fully understand the causes and mechanisms involved in overeating and obesity, measures of both cognitive and physiological determinants of eating behavior need to be integrated. Effectively synchronizing behavioral measures such as meal micro-structure (e.g., eating speed), cognitive processing of sensory stimuli, and metabolic parameters, can be complex. However, this step is central to understanding the impact of food interventions on body weight. In this paper, we provide an overview of the existing gaps in eating behavior research and describe the development and validation of a new methodological platform to address some of these issues. As part of a controlled …

Water Disconnection And Billing Policy In Central Illinois, Melissa Heil, Rebekah Bollin, Luke Gallagher Jan 2022

Water Disconnection And Billing Policy In Central Illinois, Melissa Heil, Rebekah Bollin, Luke Gallagher

Faculty Publications-- Geography, Geology, and the Environment

Over ten percent of American households face unaffordable water bills. When households have overdue bills, they are usually subjected to service disconnection by the water utility. Water disconnection policy is set at the local level, which can result in spatial variation with respect to how lenient or strict disconnection policies are. Examining the case of the central Illinois region, this paper introduces a methodology for 1) chronicling this variation and 2) analyzing which populations are most affected by strict billing and disconnection policies.

Social role theory posits that binary gender gaps in agency and communion should be larger in less egalitarian countries, reflecting these countries’ more pronounced sex-based power divisions. Conversely, evolutionary and self-construal theorists suggest that gender gaps in agency and communion should be larger in more egalitarian countries, reflecting the greater autonomy support and flexible self-construction processes present in these countries. Using data from 62 countries (N = 28,640), we examine binary gender gaps in agentic and communal self-views as a function of country-level objective gender equality (the Global Gender Gap Index) and subjective distributions of social power (the Power …
