Municipal councils in Ontario are charged with the administration and control of organizations through the Municipal Act, 2001. Councils are responsible for the financial and service performance of a wide variety of activities. Should the activities and finances be poorly linked, this could lead to an accountability disconnect. This research explores how well municipalities in Ontario link strategic planning to financial planning, and how they communicate this to the public. Nine municipalities were randomly selected representing small, medium, and large municipalities in the south, central, and northern regions of the province. Reports

Grantees use an online data management system to submit data on participants served under their Vocational and Life Skills programming. This data is due monthly and reflects all services provided during the previous month to participants. Evaluators at the Nebraska Center for Justice Research work with grantees directly to manage data entry errors on an ongoing basis during update calls and site visits.

The current data derives from an active database, from which data is being entered and updated daily. Data values, including previously submitted information, may fluctuate depending on the duration of lag between service delivery and data entry. …

Open Banking: Credit Market Competition When Borrowers Own The Data, Zhiguo He, Jing Huang, Jidong Zhou

Cowles Foundation Discussion Papers

Open banking facilitates data sharing consented to by customers who generate the data, with the regulatory goal of promoting competition between traditional banks and challenger fintech entrants. We study lending market competition when sharing banks’ customer transaction data enables better borrower screening. Open banking can make the entire financial industry better off yet leave all borrowers worse off, even if borrowers have the control of whether to share their banking data. We highlight the importance of the equilibrium credit quality inference from borrowers’ endogenous sign-up decisions. We also study extensions with fintech affinities and data sharing on borrower preferences.

Currently, United States law offers no fashion design protection against design piracy. The fashion industry profits from pioneering creative content; yet, this content lies outside the domain of intellectual property law. Fashion designs are inevitably undervalued by consumers and the industry due to the lack of protection of original designs for the benefit of the industry's monetary value. Fashion design can be protected under copyright, trademark and patent law but these laws provide ambiguity and strict requirements for fashion labels. This Note will discuss the effects of fashion piracy both on innovation and the fashion industry’s bottom line.

This Article seeks to examine and compare the judicial behaviors of the five conservative justices on the Supreme Court, especially John Roberts and Neil Gorsuch, through the lens of their social backgrounds and opinion-writing and -joining patterns. The research for this Article focused on the frequency with which all nine justices on the high court joined each other’s opinions and were joined by each other justice, as well as a control group of three earlier Supreme Court terms for comparison. In this Note, the authors Reeve Churchill and Wislande Francique will examine the changing interpretation of asylee rights by analyzing the Honduras Deal, the 9th District Court case East Bay Sanctuary v. Barr (2020), and Trump v. Hawaii. The Honduras Deal is evidence of the Trump Administration’s harsh restrictions towards asylum seekers. This note will contextualize the Honduras Deal through the examination of two court cases: East Bay Sanctuary v. Barr and Trump v. Hawaii. Treatment of Tourette syndrome (TS) can be complicated by changes over time in tic expression, severity, and co-occurring disorders. Using the 2014 National Survey of the Diagnosis and Treatment of ADHD and Tourette Syndrome, this study provides descriptive estimates of the use of behavioral interventions and medication among children living with TS. Parent-reported data on 115 children aged 5–17 years ever diagnosed with TS were analyzed to provide descriptive, unweighted results. Overall, 77.4% of children had current or past use of any TS treatment; 59.1% ever used behavioral interventions and 56.1% had ever taken TS medication. Children with "moderate” or …

U.S. imperialism in the Philippines has led to the multiple generations of diasporic conditions of colonial amnesia and systematic forgetting of history. Its impact on the Filipinx community has left unrecorded memories and voices of immigrants silenced, and considered lost to history. This study examines the relationship between U.S. colonialism and imperialism in the Philippines and the experiences of Filipinx immigration to the U.S. through a critical Indigenous feminist lens of visual imagery and storytelling. Growth Forecast Revisions Over Business Cycles: Evidence From The Survey Of Professional Forecasters, Sungjun Huh, Insu Kim

This paper studies how expectations regarding current and future output growth are revised as the state of the economy evolves. We study this issue using GDP growth forecasts from the Survey of Professional Forecasters. We find an asymmetric relationship between forecast revisions and GDP growth. Forecasters make larger forecast revisions during contractions than during expansions when the deviation of the economy from its normal state is controlled for.

Abstract

This study’s aim was to evaluate the effectiveness of an existing peer support program as an adjunct treatment for patients with depression. This retrospective evaluation analyzed the total scores of 110 patients with depression on the PHQ-9 questionnaire at the initial assessment (Time 1), at 6-weeks (Time 2), and then at 12-weeks (Time 3). The participants were divided into two groups, those who enrolled in a peer support program (n = 55) and those without peer support (n = 55). This study examined the efficacy of a culturally responsive housing with services model for Asian-American older adults and persons with developmental disabilities separately, and with both for an interaction effect. Study participants, including 278 Whites and 75 Asian Americans, lived in 10 properties of public housing with services in Portland, OR. All Asian-American participants (except four) were immigrants from China, Korea, and Vietnam, and were well connected through community-based health and social services that were delivered onsite and at a nearby center by staff members who were also immigrants from these three countries. With sustained economic growth in many parts of the developing world, an increasing number of countries are transitioning away from the most subsidized development finance as they exceed income and other qualification requirements. Cross-country evidence suggests that Development Assistance Committee (DAC) donors view the crossing over of the World Bank’s International Development Association (IDA) eligibility threshold to signal that a country needs less aid, with subsequent reductions in both IDA and other donors’ concessional funding. This study investigates the effect of public health expenditure and health outcomes in Nigeria and Ghana, captured by infant, maternal, malaria and HIV/AIDS mortality. It also uses the health expenditure commitment at the 1999 United Nations general assembly and the Abuja Declaration of 2000 to examine the role of public policy in this relationship. A linear regression analysis was conducted to examine the relationship and effect of public health expenditure on health outcomes in Nigeria and Ghana. Although the findings disclosed a low public health expenditure in both countries, the Ghanaian case revealed a negative relationship, which was primarily insignificant, …

The first-mile, last-mile problem is a significant deterrent for potential transit riders, especially in suburban neighborhoods with low density. Transit agencies have typically sought to solve this problem by adding parking spaces near transit stations and adding stops to connect riders to fixed-route transit. However, these measures are often only short-term solutions. In the last few years, transit agencies have tested whether new mobility services, such as ridehailing, ridesharing, and microtransit, can offer fast, reliable connections to and from transit stations.
