The Effects Of Medicare Payment Changes On Nursing Home Staffing, Daifeng He, P. Mchenry, J. M. Mellor

In light of persistent shortcomings in nursing home care quality and evidence that lower nurse staffing levels could be harmful to residents, we examine whether staffing levels are affected by changes in Medicare reimbursement rates. We exploit a 2006 change in Medicare’s methodology for adjusting provider payments for geographic differences in costs, a change that generated plausibly exogenous variation in nursing facility reimbursement rates. Our method compares facilities with higher and lower shares of Medicare resident days, which were differentially exposed to the payment changes we examine. Many data situations require the consideration of network effects among the cross-sectional units of observation. In this paper, we present a generalized panel model which accounts for two features: (i) three types of network effects on the right-hand side of the model, namely through weighted dependent variable, weighted exogenous variables, as well as weighted error components, and (ii) higher-order network effects due to ex-ante unknown network-decay functions or the presence of multiplex (or multi-layer) networks among all of those. We outline the model, the basic assumptions, and present simulation results.

Wildfire danger is often ascribed to increased temperature, decreased humidity, drier fuels, or higher wind speed. However, the concurrence of drivers—defined as climate, meteorological and biophysical factors that enable fire growth—is rarely tested for commonly used fire danger indices or climate change studies. Treating causal factors as independent additive influences can lead to inaccurate inferences about shifting hazards if the factors interact as a series of switches that collectively modulate fire growth. As evidence, we show that in Southern California very large fires and 'megafires' are more strongly associated with multiple drivers exceeding moderate thresholds concurrently, rather than direct relationships …

In this second of a two-part essay (see Starr (2020a1) for part 1) a systems-informed discussion of learning leadership is presented. I review the components of a system which consist of inputs, transformation, outputs, feedback and contextual environment, and argue that from a system perspective learning leadership emerges from interactions among elements particularly contextual variables. The concept of context is expanded to include the theory of learning applied, i.e., pedagogy, andragogy or heutagogy, and the communication channel used, i.e., face-to-face, virtual/online, or hybrid/blended. Tournament-Based Incentives And Mergers And Acquisitions, Nam H. Nguyen, Hieu V. Phan, Hung V. Phan, Dung T. T. Tran, Hong Vo

This research examines the relation between tournament-based incentives, which are proxied by the difference between a firm’s CEO pay and the median pay of the senior managers, and mergers and acquisitions (M&As). We find that tournament-based incentives are positively related to firm acquisitiveness and acquiring firms’ stock and operating performance. Further analysis indicates that positive acquisition performance increases the likelihood of the CEO being promoted from inside the acquiring firm. Our evidence is consistent with the view that tournament-based incentives motivate acquiring firms’ managers to make greater efforts and take more risk that result in superior acquisition performance.

A Spatial Stochastic Frontier Model With Endogenous Frontier And Environmental Variables, Levent Kutlu, Kien C. Tran, Mike G. Tsionas

We propose a spatial autoregressive stochastic frontier model, which allows for the endogeneity in both the frontier and environmental variables (i.e., endogeneity due to correlation of inefficiency term and the two-sided error term). The model parameters are estimated using a single-stage control function approach. Monte Carlo simulations show that our proposed model and approach perform well in finite samples. We employed our methodology to the Chinese chemicals firm data and found evidence for both spatial effects and endogeneity.

In this research category, work-in-progress study, the authors conducted eleven semi-structured interviews of employers (five from the United States and six from Sweden), in order to determine the information literacy skills and habits needed by engineering and technology graduates. The authors found similar information needs at both the Swedish and American corporations. They found that, while the core information literacy principles of identifying an information need, locating, accessing, evaluating, integrating, and documenting are valuable skills for students to have, they need to be translated to accommodate the socially constructed information landscapes of each corporation and the more fluid and subtle …

This research work-in-progress paper is a scoping review of published systematic literature reviews (SLRs) in engineering. SLRs are considered one of the highest levels of proof for evidence based decision making, but they are only as good as the methods used, starting with the search strategy. With studies described as “systematic literature reviews” proliferating through engineering disciplines, including engineering education, it is necessary to examine how well these studies reflect a methodologically sound understanding of established SLR processes. The initial search returned 4,992 results, after removing duplicates. After completing the abstract review, we included 2,674 results for full text review. …

Traffic congestion reduces productivity of individuals by increasing time spent in traffic and also increases pollution. To reduce traffic congestion by better handling dynamic traffic patterns, recent work has focused on online traffic signal control. Typically, the objective in traffic signal control is to minimize expected delay over all vehicles given the uncertainty associated with the vehicle turn movements at intersections. Qualitative research by Breakthrough RESEARCH is evaluating efforts to prepare communities, through a community capacity strengthening approach, to sustain community social and behavior change programming to promote healthy family behaviors in northwestern Nigeria. This community capacity strengthening approach, implemented by Breakthrough ACTION Nigeria, engages local leaders and community organizations—specifically Ward Development Committees (WDCs)—to increase community capacities to coordinate local health systems to strengthen services and promote positive social norms and individual behaviors for improved health outcomes.

This article critically examines the recent Court of Appeal decision in I-Admin (Singapore) Pte Ltd v Hong Ying Ting [2020] 1 SLR 1130 and its implications for the law of confidence. The article begins by setting out the decision at first instance, and then on appeal. It argues that the Court of Appeal’s “modified approach” fails to meaningfully engage the plaintiff ’s wrongful gain interest and places the law’s emphasis primarily, if not wholly, on the plaintiff ’s wrongful loss interest. Tax considerations play a major role in the decisions of fund managers of where to base their funds. The highly mobile nature of capital has resulted in tax competition, leading to several host jurisdictions for funds in Asia (Hong Kong, Singapore, Labuan, and the BVI) having very similar tax characteristics in terms of low effective corporate income tax rates; no capital gains taxes; no exit taxes; a single tier of taxation; and generally no withholding taxes. Implicit attitudes are defined as unconsciously-formed evaluations towards an object or the self. Although the very nature of unconsciously formed attitudes may appear to be too weak to be significant to modern theories of attitudes, we challenge that these minute unconscious attitudes can inadvertently affect cognitive information processing which ultimately manifests into stronger attitudes. Here we demonstrate that implicitly formed attitudes can eventually lead to biased behaviors that can positively reinforce themselves which is consistent with the effects of strong attitudes suggested by contemporary research on attitudes. Introduction Rates of mental health concerns among college students are rising. A recent World Health Organization Survey of ~14,000 students revealed clinically concerning scores on anxiety, depression and substance use disorder for 31% [2][3]. With these high levels of clinically concerning scores in college students, great amounts of stress are the result, which have been negatively correlated with greater feelings of loneliness and lower hedonic well-being (satisfaction in life), without proper social support [6][10]. Human papillomavirus (HPV) is the most common sexually transmitted infection in the United States and can cause serious health problems like genital warts and cancer. However, vaccination can prevent some of these issues. Although the CDC recommends that individuals between 9-26 years old should receive the HPV vaccine, catch-up vaccination until 45 years old is available upon further guidance from healthcare providers.

Libraries of all types provide outreach efforts for their patrons to reduce stress and promote well-being. Public, school, and academic libraries often partner with external entities to provide yoga, therapy dogs, and other creative activities for their patrons. Although collaboration is expected in public, school, and academic libraries, how to collaborate and/or grow collaborative efforts is lacking in the library literature. New Media Art: Curating Social Justice In Contemporary Art Museums And Arts Organizations, Kyung Eun Lee

Masters Theses

My research project includes case studies in which I interviewed nine new media art curators and directors whose curatorial practices offer historical analyses and theoretical perspectives that address the dynamics of social justice by using new media art. I investigate the ways in which social justice is presented in museums and arts organizations. Central to this project is an examination of museum practices where the use of new media art becomes a central platform to showcase issues of social justice.

The ongoing civil war in Syria has resulted in the world's largest refugee crisis since 1945. Many Syrians have lived in a protracted exile in Jordan, the neighboring country of Syria, for more than five years. Estimates suggest that by the end of 2017, around 1.4 million Syrians lived in Jordan. As the exile continues for Syrians in Jordan, this study aimed to explore what refugees perceive as their major health needs in comparison to what service providers believe is needed for refugees in Jordan.
